Amtrak ready to close NYC tunnel despite fears of possible delays, chaos from Hochul, MTA

Amtrak is moving full speed ahead with tunnel closures in the city on Friday — despite pleas from Gov. Kathy Hochul and Mayor Eric Adams who fear the three-year project could cause transit chaos.
Amtrak leadership had a 'productive' meeting with Hochul and leaders of the Metropolitan Transit Agency Thursday, but Amtrak will still close one of two westbound train tracks in the East River Tunnel, according to Amtrak spokesperson Jason Abrams.
'Amtrak reassured the Governor and MTA of our commitment to minimizing impacts to passengers throughout the project,' Abrams said.

The transit giant's much-maligned plan earned the ire of Long Islanders and top city and state officials over worries the closure could affect MTA trains from Queens into Penn Station. Any unforeseen construction problems may mean all access in the tunnel has to be closed off, potentially disrupting train traffic on a major regional scale, critics have argued.
But Amtrak said to try to avoid delays it will provide around-the-clock engineering coverage during the outage, conduct more frequent inspections of the remaining westbound track — and strategically position rescue equipment so delays can be swiftly resolved.
Hochul said Amtrak also agreed to allow third-party consultants to examine the project to determine if the second tunnel needs to be fully closed when that construction begins in the fall of 2026 and runs for 13 months. The construction on the first tunnel starting Friday will also take about 13 months, Amtrak engineers said.

Hochul asked Amtrak to suspend dynamic pricing on affected train trips during the shutdown. Abrams said Amtrak is assessing the feasibility with the New York State Department of Transportation.

Mayor Eric Adams jumped into the tunnel tug-of-war May 6, sending a fiery letter to US Transportation Secretary Sean Duffy — blasting Amtrak's East River shutdown plan and demanding feds step in before commuters are left stranded and steaming.
City Hall sources said Adams has been going back and forth with the White House on the shutdown, even having Randy Maestro, the first deputy mayor, make the admin's case. But ultimately, the mayor's office is letting Hochul lead the discussion.
'Top administration officials have had numerous conversations with Amtrak and the White House on this issue, and negotiations are still ongoing with the White House,' a City Hall rep said in a statement.
The MTA's Long Island Railroad service uses the East River Tunnel for hundreds of trains each day. LIRR President Rob Free has tried to distance the MTA from the closure plan, calling it 'Amtrak's operation' last week — even though the MTA green-lit Amtrak's plan to close the tunnels back in October 2023.
Amtrak has maintained that the full closure of the tunnels is necessary because of the extent of damages since it was walloped by Hurricane Sandy in 2012.
'Amtrak is committed to delivering for today's riders while making the long-overdue investments needed to protect service for future generations,' Abrams said.

The survey was conducted among 1,000 registered New York voters with a margin of error of plus or minus three percentage points. A Marist University poll on May 14 found Cuomo leading Mamdani by 60% to 40% in the sixth round of ranked choice voting. The survey was conducted among 3,383 likely Democratic primary voters with a margin of error of 2.6 percentage points. Ocasio-Cortez told the Times that in order to beat Cuomo, the left needs to build a bigger base and work more collaboratively. A consortium of Los Angeles and New York City economic development nonprofits is creating a 200,000-square-foot climate innovation hub on the waterfront in Brooklyn, New York. The BATWorks hub — named after the Brooklyn Army Terminal, an industrial campus where it's located — will provide green-economy startups with space to conduct research and development and will include workforce training and job placement programming for New Yorkers, according to a press release from New York City Economic Development Corporation, which is part of the consortium. BATWorks is 'cutting edge,' said Andrew Kimball, NYCEDC president and CEO, in a statement. The innovation hub 'will unlock new opportunities for startups and entrepreneurs, advance new innovative climate solutions, fuel job growth and strengthen Brooklyn's working waterfront,' he said. BATWorks will join several cleantech incubators that have opened throughout the country over the past decade. Nonprofit Greentown Labs has opened workspace to environmental and energy sector startups in Houston; and Somerville, Massachusetts. The University of Tennessee launched the Spark Innovation Center in Knoxville. And this year, the Seattle Climate Innovation Hub launched through a collaboration involving the city of Seattle and the University of Washington. NYCEDC announced its BATWorks partnership with Los Angeles Cleantech Incubator on May 22. LACI, which has taken a leading role in providing space and support for cleantech startups since it was founded by the city of Los Angeles and its Department of Water and Power in 2011, launched the National Coalition of Clean Energy Incubators in 2020. Tech and science coworking space company Cambridge Innovation Center will also lead the BATWorks consortium. LACI will advise climate programming for the new hub and lead a pilot program that allows emergency climate technology companies to test products in a live built environment — part of its Climate Innovation Challenge, which provides funding and assistance to companies testing out their innovations, the NYCEDC press release stated. BATWorks is also part of New York Mayor Eric Adams' development plans for the city's waterfront and its Green Economy Action Plan, which lays out the city's goals for addressing climate change and creating 400,000 green economy jobs by 2040, the press release stated. NYCEDC, which invested $100 million into the new hub, says it expects BATWorks will create more than 600 jobs, service 150 startups over 10 years and generate $2.6 billion in economic impact for New York City. The new facility will provide companies with space to build products, quickly prototype new technology and carry out research and development, the press release stated. It will also provide green-economy job workforce training to people living in the city. Construction will begin on the hub this year, and it is expected to open in 2028, said Chelsea Sudaley, an NYCEDC spokesperson. Alexandria Ocasio-Cortez (D-N.Y.) has endorsed Zohran Mamdani for New York City's mayor, giving the progressive state assemblyman a hopeful boost mere weeks ahead of the Democratic primary that former Gov. Andrew Cuomo has dominated in the polls. 'Assemblymember Mamdani has demonstrated a real ability on the ground to put together a coalition of working-class New Yorkers that is strongest to lead the pack,' Ocasio-Cortez told The New York Times Thursday, ahead of the release of a formal endorsement. 'In the final stretch of the race, we need to get very real about that.' In a statement recognizing her endorsement, Mamdani hailed Ocasio-Cortez as a 'once-in-a-generation leader who has led the fight for working people in Congress.' 'On June 24, with [Ocasio-Cortez's] support and this movement behind us, we will do the same,' he said, referring to the race's fast-approaching primary. Mamdani, 33, is similar to Ocasio-Cortez, 35, in that he is a New York City Democratic Socialist, a millennial and a person of color who has quickly risen in popularity through grassroots efforts in their shared borough of Queens. He has vowed to freeze rent increases on rent-stabilized apartments, offer free childcare, open city-run grocery stores to reduce food prices, and make city buses free. While Cuomo has dominated his competitors in polling since early 2025, Mamdani has surged in recent weeks ― gaining 23 points in one recent poll ― while holding tight to a second-place rank among the nine Democratic candidates. In the primary's first debate Wednesday night, Mamdani and his competitors railed at Cuomo over campaign donations he's received from the ultra-rich, which Mamdani said put him in the pocket of those who elected President Donald Trump. They also highlighted the sexual misconduct accusations that led to Cuomo's 2021 resignation. Cuomo, who has denied the sexual misconduct accusations and influence by political donors, meanwhile, attacked Mamdani as too inexperienced and green to lead. 'Donald Trump would go through Mr. Mamdani like a hot knife through butter,' Cuomo said. 'He's been in government 27 minutes. He passed three bills, that's all he's done.' Incumbent New York City Mayor Eric Adams is running for reelection as an independent and did not participate in the debate.
