
GCC to track street and pet dogs with microchips, app, and catcher tools in ₹5.2 crore project
The Greater Chennai Corporation (GCC) has begun a project to identify and keep track of community dogs in the city. It has tasked a vendor to design and implement a software platform and mobile application for the purpose. For a total cost of ₹5.20 crore, the company will also supply implantable Radio Frequency Identification (RFID) microchips and maintain the system for a period of five years.
The platform would also collect data pertaining to pet dogs, which already have a space on a GCC portal. The application will integrate a State-level dashboard, local body dashboards, mobile tools for dog catchers, a public pet licensing portal, and veterinarian access modules.
According to sources in the GCC, the system will support real-time updates, health tracking, cruelty case monitoring, and sterilisation records, with dynamic filtering and exportable reports. The injectable RFID microchip, measuring approximately 12 mm in length and 2.1 mm in diameter, is made of biocompatible glass and conforms to ISO standards. It carries a unique identification code and is to be implanted using a syringe included in the sterilised pack. For every 2,500 microchips procured, one RFID reader will be supplied at no additional cost.
The software must incorporate existing pet licensing data from the GCC portal and be hosted on a cloud platform. A training programme covering all stakeholders is included in the implementation. The contractor is required to complete the system deployment within 90 days and continue maintenance and updates for the five-year period.

Commerce and Industry Minister Piyush Goyal has said that negotiations between India and Oman for the proposed free trade agreement (FTA) are progressing, and some "good news" may come "very soon" on that. The negotiations received a much-needed impetus after the visit of Goyal to Muscat in January this year. The talks for the agreement, officially dubbed as the Comprehensive Economic Partnership Agreement (CEPA), formally began in November 2023. "I think you will see some good news very soon on the Oman FTA," the minister told reporters here when asked whether the FTA talks with Oman can be concluded this year. Goyal is here on an official visit to hold talks with French leaders and businesses to boost trade and investments. Taking about such agreements, the minister said these FTAs not just promote trade in goods and services, but also strengthen supply chain, bring confidence in businesses of both sides about stable polices, and predictability. "So in a way, it's a big message when you conclude an FTA," he added. When asked if India could see further domestic reforms as a result of these agreements, the minister said FTA stands on their own footing and have no relationship to "our own" domestic efforts to make the country more attractive. "These agreements are more towards opening markets on both sides which lead to greater competitiveness, improved productivity and efficiency in all processes," he said. Goyal said the National Manufacturing Mission, announced in the Budget, may come up soon. Chennai: Greater Chennai Corporation (GCC) is planning to create a modern playground on a seven-acre barren ground in Sholinganallur that promises not just the constituency's first public swimming pool, but also a hub of sports, and community life for the public. This 4-crore project, funded under Ungal Thogadhyil Mudhalvar, is coming up at Gangaiamman Koil Street Extension in division 198, zone 15. For a neighbourhood long overshadowed by IT parks and rapid urban growth, this project will bring accessible and well-planned recreational space for people of all ages. "The land parcel remained unused for a long time. To create a health-conscious culture in the constituency, I proposed this development. After a year, people will not have to approach private pools; they can use the GCC swimming pool. Though access will be affordable, quality and maintenance will not be compromised. Children can also engage in other sports here, while the elderly can take up jogging or walking," said Aravind Ramesh, MLA, Sholinganallur. GCC has now invited tenders to construct the facility. Additional provisions include greenery development, seating arrangements with benches, electrical work, and safety infrastructure such as CCTV surveillance. Budget has also been allocated for a treatment plant setup and trial runs. "There will be an eight-lane running track," he added. Residents, too, are hopeful. "We've seen parks turn into dumping grounds, and children playing on the roads. So, this facility will be of great use. However, we hope that maintenance will be carried out properly. It should also be provided with proper security," said S Swaminathan, representative of Confederation of Sholinganallur Constituency Residents Welfare Associations. "It's exciting to finally have a proper training space, especially with a cricket net and running track coming up. But I hope they also consider adding floodlights, lockers, and a covered area for training during rain. A small indoor space for table tennis or carrom would also help keep youth engaged year-round," said R Vignesh, a college student and aspiring athlete from Sholinganallur.
