Final review of HEDP project: HEC, World Bank successfully concludes

ISLAMABAD: The Higher Education Commission (HEC) of Pakistan and the World Bank have successfully concluded their final joint review of the Higher Education Development in Pakistan (HEDP) project.
The review highlighted strong progress and mutual satisfaction.
Launched in 2019 and supported by the World Bank with USD 400 million, HEDP is set to conclude in June 2025. The five-year project has focused on strengthening research, enhancing quality education, improving access to modern technology, and building faculty and staff capacity through the National Academy of Higher Education (NAHE).
The 12th and final World Bank Mission, led by Inga Afanasieva, Task Team Leader and Senior Economist, and the HEC team led by Adviser Awais Ahmad, held a detailed wrap-up session with Chairman HEC Dr. Mukhtar Ahmed and Executive Director HEC Dr Zia-Ul-Qayyum.
The session reviewed implementation progress of all six components of the project and accomplishments against the targets.
Dr Mukhtar Ahmed called the project a milestone for Pakistan's higher education sector.
He emphasised ongoing efforts to promote excellence in academic research and governance of universities, and translating them into better student outcomes and professional success.
The chairman expressed interest in future collaborations with the World Bank. 'HEC is looking forward to having similar partnerships with the World Bank in the future,' he said.
Afanasieva praised HEC and the HEDP team for significant progress. 'There's been notable achievement of targets. We see great potential for future collaboration and need to connect the dots for stronger impact,' she said.

The State Bank of Pakistan (SBP) launched its upgraded payment and settlement system, PRISM+, on Tuesday. 'Previously, we launched RAAST, Pakistan's instant payment system. With today's launch, Pakistan joins those few countries whose retail and large value payment systems and other infrastructure are based on the latest ISO standard,' said SBP Governor Jameel Ahmad, while addressing the launching ceremony. The central bank chief acknowledged the contribution of the World Bank in bringing 'this project to life'. 'Today, our financial landscape is rapidly digitising across payments, fintech, e-commerce and banking. We see innovation driving change both in service delivery and consumer preferences'. He said the recent digitisation of the ecosystem is visible in the emergence of retail payment infrastructure, i.e. RAAST. SBP chief says low domestic savings key structural challenge RAAST is Pakistan's first instant payment system that will enable end-to-end digital payments among individuals, businesses and government entities instantaneously. Ahmad informed that Pakistan has over 225 million bank account holders and digital wallet holders, of which around 96 million are unique. 'We have 28 million registered users of banking apps of commercial banks, 71 million users of branchless banking apps and 17 million users of the internet banking platform,' he said. The central bank chief highlighted the RTGS [Real Time Gross Settlement], a system for transferring large sums of money between banks in real-time. 'It ensures liquidity flows and supports the implementation of monetary policy through open market operations (OMO). The RTGS minimizes the risk of financial disruptions,' he said. Talking about PRISM [Pakistan Real-time Interbank Settlement Mechanism], the RTGS used in Pakistan, Jameel shared that in 2024, PRISM processed transactions worth Rs1,043 trillion. 'To put this in perspective, PRISM processed transactions 10 times the country's GDP,' he said. 'This shows the extent to which the PRISM supports the broader financial industry, especially our business community. 'With the implementation of PRISM+, we now move toward the next stage of progress. This system is built on the ISO 2022 financial messaging standard, which supports structured and data-rich financial communications.' He said PRISM+ also offers enhanced transparency, interoperability and automation across the payment and settlement ecosystem. 'This new platform also introduces advanced features, including liquidity management tools for smooth funds flow,' he said. Jameel said Pakistan's payment system now stands at par with global best practices. 'As we expand our digital payment infrastructure, security remains our key regulatory priority,' he said. Jameel emphasised that Pakistan's financial system must remain secure, transparent and trusted. He informed that PRISM+ was completed and went live in 14 months. 'PRISM+ is not just a technical system; it is a strategic asset to safeguard financial stability and support innovations of the new digital age,' he concluded.

JOHANNESBURG: South Africa's rand was weaker in early trade on Tuesday, as investors looked to the Fed's Jackson Hole symposium for hints on the US interest rate trajectory, while also eyeing inflation figures from Africa's most industrialised economy. At 0634 GMT the rand traded at 17.6550 against the dollar , down about 0.2% on Monday's close. Global investor focus is mainly on the Federal Reserve's annual symposium where Fed Chair Jerome Powell is due to speak on the economic outlook and the central bank's policy framework. ETM Analytics said the risk-sensitive rand will likely take cues from this meeting as it currently remains range-bound against the dollar. 'The USD-ZAR started the week on the defensive, which looks set to continue,' the note said. 'Expectations are for central banks to adopt a more dovish stance, but with some conservatism as the full effects of the tariffs remain unknown. Early signs that the global economy may be slowing require confirmation, which will take several more months.' Statistics South Africa will release July inflation data on Wednesday, with most analysts expecting a rise from 3.0% in June. South Africa's benchmark 2035 government bond was weaker in early deals, as the yield rose 1.5 basis points to 9.66%.

HONG KONG: China's yuan held steady against the US dollar on Tuesday as traders weighed diplomatic efforts to end Russia's war in Ukraine and awaited fresh policy clues from the Federal Reserve. The yuan traded in a narrow range on Tuesday, with the onshore rate edging 0.03% higher to 7.1832 per dollar by 0321 GMT. The offshore yuan traded at 7.1865 yuan per dollar, up about 0.02%. Prior to the market opening, the People's Bank of China set the midpoint rate at 7.1359 per dollar. That was slightly weaker than the level set in the previous session, which was strongest in nine months, but still 487 pips stronger than Reuters' estimate. The spot yuan is allowed to trade up to 2% either side of the fixed midpoint each day. Based on Tuesday's official guidance, the yuan is allowed to drop as far as 7.2786. The yuan is up 0.2% against the dollar this month and 1.6% so far this year as trade tensions with the US eased. The PBoC is likely to remain cautious about fast yuan appreciation given lingering trade and export uncertainty, weak domestic demand and thin corporate margin, analysts at Goldman Sachs wrote in a note. 'A likely Fed (rate) cut in September and potential Xi-Trump meeting are catalysts for further RMB appreciation into year end,' they said, adding that USD/CNH could gradually head to 7.1 over the next one to two months, and to 7.0 by year-end. Meanwhile, the dollar's six-currency index was steady on Tuesday, as investors watched for any signs of progress in US President Donald Trump's meetings with Ukraine President Volodymyr Zelenskiy and European leaders, though a peace deal with Russia still appeared far from imminent. Traders are also awaiting any policy hints from the Federal Reserve ahead of its annual gathering in Jackson Hole, Wyoming, later this week. Elsewhere, the Hong Kong dollar strengthened to as much as to 7.7990 against the greenback, the strongest level since May 13. The Hong Kong Interbank Offered Rate (HIBOR), a key barometer of liquidity, also rose across the board, with key tenors rising to levels last seen in May after repeated intervention by the city's de-facto central bank.
