91 per cent of TN cops think ‘custodial torture' is sometimes necessary: Report
The survey showed that there wasn't a wide difference between the constabulary or IPS officers in the attitude towards extra-judicial measures, while those in the upper subordinate ranks showed relatively lesser inclination. In fact, IPS officers showed highest propensity to justify torture (34%), followed by the constabulary (32%).
Only 35% in TN responded 'always' to the question on the likelihood of all arrest procedures being properly followed. Another 50% said 'sometimes' and 15% said 'rarely or never'. The survey, which also tried to capture institutional bias, showed that 44% of TN police felt Dalits are naturally prone to 'great or some extent' to commit crimes.
Anoop Jaiswal, former DGP from TN, told TNIE that in India 'police interrogation' invariably meant 'roughing up' a suspect, which is not just illegal but criminal.
Highlighting that the urgency to close cases swiftly by making suspects confess or recover stolen property was the key reason for custodial violence, Jaiswal said, 'Police should not commit bigger crimes to solve smaller crimes.' He stressed that officers at all levels, and not just in subordinate ranks, should undergo sensitisation programmes.
Meeran Chadha Borwankar, former DGP from Maharashtra, who served as DG of Bureau of Police Research and Development (BPRD), responding to a set of findings shared with her by TNIE, raised doubts about the survey methodology as certain findings like TN police being more prone to adopting 'any means' to solve a case and IPS officers showing high propensity to justify torture did not seem correct.
However, on the need for reforms, she said the basic and in-service training must have high emphasis on Constitution and human rights.
She added that prompt action against deviant behaviour showed good results.
While underlining that a well-resourced, trained and prompt criminal justice system will not have such violations, encounter killings in particular, she asked, 'The pertinent question is – are we ready to invest in it?'

Chennai: A day after the NDA fielded Tamil Nadu's veteran leader and Maharashtra Governor CP Radhakrishnan as its Vice President candidate, both the AIADMK and the BJP in the state have launched a coordinated appeal to all political parties in the state, including the ruling DMK and the India bloc, to extend support to his candidature. AIADMK chief and Leader of Opposition Edappadi K Palaniswami (EPS) urged MPs from the state to rise above party lines."We have a good opportunity for a person from Tamil Nadu to become the Vice President. I appeal to all MPs from Tamil Nadu to support his candidature," he said. The BJP described Mr Radhakrishnan's nomination as a "moment of Tamil pride." State party president Nainar Nagendran said this was an opportunity for the DMK to "correct its historic blunder" of not supporting Dr APJ Abdul Kalam's second term as President."The DMK had failed to back Dr Kalam for a second term. This is a chance to set that right," Mr Nagendran said. Former state BJP chief K Annamalai echoed the appeal, describing Radhakrishnan as the "son of the soil." "This election isn't about politics. It is about honouring Tamil Nadu's enduring contribution to the leadership of our great nation," he said. Responding to questions on Mr Radhakrishnan's RSS roots, AIADMK spokesperson Kovai Sathyan dismissed concerns. "CPR's RSS roots aren't a problem. He would take an oath and abide by the Constitution. RSS ideology doesn't influence anyone's style of functioning," he maintained. If elected, Mr Radhakrishnan would become the third Vice President from Tamil Nadu, following R Venkataraman (who later became President) and Sarvapalli Radhakrishnan, who also rose to become the President. Though the ruling DMK has welcomed Mr Radhakrishnan's nomination, it made it clear it will not back him. TKS Elangovan, DMK spokesperson, accused the BJP of using the move with an eye on the 2026 Tamil Nadu Assembly polls."The BJP has fielded CP Radhakrishnan for V-P with Tamil Nadu elections in mind. The Centre has refused to accept the Keeladi findings; it has worked against Tamil Nadu's progress. People will know this is election propaganda. We will support only the India bloc candidate," he said. He further reminded that the BJP had once opposed Congress leader R Venkataraman's candidature for President, questioning the party's newfound narrative of Tamil pride. The Congress, a key DMK ally, was even sharper in its rejection. Tamil Nadu Congress Committee president K Selvaperunthagai said the state would never accept the BJP, regardless of whether it nominated a Tamil."Tamil Nadu will not accept the BJP even if they nominate a person from here as President. Our state reflects inclusivity, while the BJP and RSS ideology is divisive. The India bloc will decide its Vice Presidential candidate," he said.

‘Is this a joke?': Gauhati HC on allotment of 3,000 bighas of land to private company in Dima Hasao
The Gauhati High Court recently questioned the allotment of 3,000 bighas, or about 4 sq km, of land in Assam's Dima Hasao district to a private company to set up a cement factory, directing the state government to furnish the policy under which 'such a huge chunk of land' could be given away. '3000 bighas allotted to a private company?' Live Law quoted Justice Sanjay Kumar Medhi as verbally saying on August 12. 'We know how barren the land is…? What kind of decision is this? Is this some kind of joke or what? Your [company's] need is not the public interest is the issue.' The case pertained to the allocation of a plot of land measuring 2,000 bighas in the district to Mahabal Cement Private Limited in October 2024, The Indian Express reported. In November, the private company was allotted an additional adjacent plot measuring 1,000 bighas. Dima Hasao is a tribal-majority hill district in Assam. It is administered under the provisions of the Sixth Schedule of the Constitution through an autonomous body, the North Cachar Hills Autonomous Council. The Sixth Schedule governs the administration of tribal areas in Assam, Meghalaya, Tripura and Mizoram. The order allotting the land to the cement factory in October 2024 was issued by the additional secretary (revenue) of the North Cachar Hills Autonomous Council. It stated that the purpose of the allocation was to set up a cement plant, the newspaper reported. Last week, two petitions were heard in the court about this allotment. One of the petitions was filed by a group of locals who alleged that they were being evicted from their land to build the cement factory, The Indian Express reported. The initial petition had been filed earlier this year by Mahabal Cement Private Limited, which sought protection from 'disturbances created by local villagers' in construction work. In its order on August 12, the court said that 'a cursory glance into the facts of the case would reveal that the land which has been sought to be allotted is about 3,000 bighas, which itself appears to be extraordinary'. It directed the state government to obtain the records containing the policy to 'allot such a huge chunk of land measuring 3,000 bighas' to a factory. It further noted that the area involved was Umrangso in the district, which was known to be 'an environment hotspot containing hot spring, stop over for migratory birds, wildlife, etc.'

HC orders notice to State govt. on petition over appointment of MLA as KKRDB chief
The High Court of Karnataka on Monday ordered issue of notice to the State government on a PIL petition challenging the appointment of an MLA as the chairperson and a junior cadre IAS officer as secretary of the Kalyana Karnataka Region Development Board (KKRDB) contrary to a 2013 notification. A Division Bench comprising Chief Justice Vibhu Bakhru and Justice C.M. Joshi passed the order on the petition filed by Saibanna Jamadara of Kalaburagi. The petitioner has pointed out that as per the notification issued in November 2013, the district in-charge Minister will have to be appointed as the chairperson and a senior officer not less than the level of the secretary to the State government will have to be appointed as the secretary of the board. However, the State government in August 2023 appointed Jevargi MLA Ajay Dharam Singh as chairperson of the board. Deputy Commissioner of Koppal Nalini Atul was appointed as the secretary of the board in June 2025, contrary to the terms of the 2013 notification for making appointments to these posts in the board, the petition has contended. While saying that there has been misappropriation of hundreds of crores of rupees allotted to the board, including those funds allotted by the Central government for the development of the region as per Article 371(J) of the Constitution, the petitioner has sought a direction from court to the State government to consider his representation seeking a probe by the Central Bureau of Investigation (CBI) into it.
