
Fatal police shooting justified: IIU
A report by Manitoba's police watchdog says an officer was justified in fatally shooting a man who was swinging two knives in the hallway of an apartment building this fall.
The incident happened on the seventh floor of North Point Douglas Manor, a 10-storey Manitoba Housing building at 817 Main St., on the afternoon of Oct. 2. The Independent Independent Investigation Unit of Manitoba released its report on the incident Tuesday.
The IIU said video confirmed the man had two knives in his hands while walking towards the officers and 'was in very close proximity' to them before one fired his weapon. Another officer had previously fired a Taser at the man twice, with no effect.

Shortly before the incident, the man had told multiple people who checked on him in his suite that he had flooded the space, the report said. The flooding was severe enough that it caused flooding on other floors.
The man told his support worker he had taken crack cocaine and methamphetamine, that 'everyone was out to get him' and that he wanted to die, the report said. The man later went into the hallway and began banging on doors and making threats, the report said.

Four shell casings were found in the hallway. The preliminary cause of death was noted to be gunshot wounds to the chest area, and meth and amphetamine were noted in the toxicology report. A final autopsy report is not complete.

Murder charge stayed against man accused in slaying at soccer complex
Crown prosecutors have stayed first-degree murder charges against one of the three men accused in the shooting death of a 22 year old at a Winnipeg soccer complex last summer. Mohamed Yusuf Abdullahi, 22, suffered multiple gunshot wounds in what Winnipeg homicide detectives believe was a targeted slaying in the parking lot of the Ralph Cantafio Soccer Complex shortly before midnight July 13, 2024. Crown prosecutors entered the stay of proceedings on Ibrahim Bangura's murder charge on May 13 after they determined his 'involvement is different than the co-accused,' a provincial government spokesman said. Norbert Kipala was 27 when he was arrested Feb. 5 and charged with first-degree murder. He was picked up at a Thunder Bay, Ont., jail, where he was being held. Court records show Kipala faces drug, gun and other charges in that city. A Canada-wide first-degree murder warrant for the third suspect, Tresor Horimbere, remains active. Create Account Around 12:30 a.m., a number of 911 calls were received from a residence on Cornerstone Dr. in relation to an unknown disturbance. Halton officers responded to the home and a 28-year-old man fled upstairs. 'At that time, the man was found with a serious, self-inflected wound,' SIU spokesperson Kristy Denette said. 'There was an arrest that was attempted to be made, and then following that there were life-saving measures that were attempted.' Officers called EMS but the man died at the scene. Denette says his wounds 'were believed to have been caused by a knife.' She said the SIU 'uncovered evidence of a conducted energy weapon' (Taser) and are interviewing to find out how it was used. 'Early information that's been provided to us is that there was a struggle between the male upstairs with police and there would have been a brief interaction,' she added. Another man was located dead in the home and a woman was transported to hospital with non-serious injuries and has since been released. Denette said both were in their 50s. Denette wouldn't confirm if this was a family involved but added 'these individuals are known to each other,' and an autopsy on the older male would be conducted Tuesday or Thursday. 'The focus of the SIU investigation is the death of the 28-year-old man,' she confirmed. 'Halton police is conducting a parallel criminal investigation into the fatality of the other individual and also the injuries that were inflicted upon the female.' Trial for Tampa Bay Rays shortstop Wander Franco begins in Dominican Republic
PUERTO PLATA, Dominican Republic (AP) — The trial of Tampa Bay Rays shortstop Wander Franco started Monday in the Dominican Republic in a sexual abuse case involving a 14-year-old girl. Franco told judges he wants justice to be done. Franco has been charged in the northern province of Puerto Plata with sexually abusing a minor, sexual and commercial exploitation against a minor, and human trafficking. Prosecutors introduced documents as pieces of evidence against the 24-year-old Franco during the first hearing, and added they will call at least seven witnesses in a trial that is expected to proceed on Thursday, Friday and next Monday. Franco heard the charges against him and could be sentenced to up to 30 years in jail. 'I heard all they said, but I wanted to say that justice must be done,' Franco told the judges. Irina Ventura, one of Franco's attorneys, said part of the evidence against her client is fraudulent and illegal. Teodosio Jaquez, another member of the player's legal team, said that the underage girl denied having sexual relations with the player. Prosecutor Claudio Cordero said all the evidence 'was obtained in a lawful manner, are self-sufficient and will lead to a conviction, which is sought by the prosecutor's office.' Franco was having an All-Star season in 2023 before Dominican authorities began investigating allegations he had been in a relationship with a minor and paid her mother thousands of dollars for her consent. The trial was initially scheduled for Dec. 12, but was postponed until June.
