Comelec eyes completing honoraria distribution this week

Commission on Elections (Comelec) chairman George Garcia said Wednesday that the poll body is planning to complete by Friday, May 23, the distribution of honoraria for teachers and other poll workers who served in the recently concluded national and local elections.
Garcia told GMA News Online that so far, the distribution of honoraria in seven regions is already at 100%, while the National Capital Region is around 70%.
'15 days po ang binigay sa amin ng law to distribute the honoraria… Hopefully matapos namin ng [Friday],' the poll chairman said.
(The law allows us 15 days to distribute the honoraria... Hopefully we can finish it by Friday.)
Garcia said this is reaction to the call of the Alliance of Concerned Teachers (ACT)-NCR Union for the 'immediate release' of honoraria for members of the electoral board who served in the May 12 midterm elections.
ACT-NCR union president Ruby Bernardo had lamented that some teachers worked for more than 24 consecutive hours, with others having to spend their own money for food and transportation, to provide apt service on Election Day, 'only to be met with delays in payment.'
The number of poll workers for the midterm polls was estimated at 758,549—majority of whom are public school teachers.
The Department of Budget and Management (DBM) earlier announced that it approved an additional P1,000 across-the-board honoraria for teachers and other poll workers, with the release of P758.459 million.
This was on top of the P2,000 across-the-board compensation initially authorized by the DBM, funded under the 2025 General Appropriations Act. — RSJ, GMA Integrated News

In a statement on Saturday, Gatchalian said he filed Senate Resolution 1381 to probe the agency's leadership amid allegations of corruption and misconduct raised by some concerned BI employees. 'The improper implementation of the country's anti-POGO policy concerning the detention and deportation of foreign nationals involved in POGOs may create loopholes in our anti-POGO framework and allow nefarious POGO actors to continue their operations,' Gatchalian said. The senator said that the improper deportation of POGO-related foreign nationals may allow them to escape liability. GMA News Online reached out to BI for comment. Earlier this month, unnamed BI employees sent a letter to the President, accusing the agency's top official of overstepping authority by expediting bail for foreign nationals tied to POGOs, including influential POGO figures, according to the lawmaker. The BI employees also claimed that a new scheme has emerged involving the auctioning of permanent quota visas to the highest bidder. 'Kailangan nating ituwid ang katiwalian sa ahensyang inaasahang nagpapatupad ng batas at punan ang pagkukulang sa ating mga regulasyon,' Gatchalian said. With the random manual audit (RMA) of the automated elections nearing its completion, Commission on Elections chairman George Garcia on Friday said that the RMA has so far indicated 99.997% accuracy by the machines used in Eleksyon 2025. Some 762 ballot boxes have been chosen for the RMA. "So far, of the 723 na ballot boxes subject of the random manual audit, so far naman 99.997% 'yung accuracy ng atin pong machine... yung count ng machine saka nung manual counting," Garcia said in a news conference on Friday afternoon. Garcia said the statistics of the completed audit are expected to be done on Monday. The accuracy of RMA for the 2022 elections stood at 99.94%. In May, the Comelec officially kicked off the RMA for 762 randomly selected clustered precincts and one online voting post for the 2025 national and local elections. It was slated to last up to 45 days. During the RMA, 60 auditing teams from the Department of Education were tasked to check the performance of the automated counting machines (ACMs) and examine the ballots from the clustered precincts to validate their accuracy. Section 29 of the Automated Election System (AES) Act states that 'there shall be a random manual audit in one precinct per congressional district randomly chosen by the Commission in each province and city' where the automated election system is used. Malacañang underscored Friday that the result of the recently concluded midterm elections should be respected. At a press briefing, Palace Press Officer Undersecretary Atty. Claire Castro reacted to the claim of Vice President Sara Duterte that there was fraud in the recent elections, saying that three more Partido Demokratiko Pilipino (PDP) bets 'won.' ''Well sa mga ganito kasi, wish lang nila iyon, libre naman ang mangarap. Ang pangarap na iyon sa ngayon ay hindi mangyayari. Ang pangarap sana ay huwag gawing reyalidad baka maraming maniwala,'' Castro said. (In such cases, it's just their wish. It's free. That wish will not happen. I hope they don't make it a reality as more people might believe them.) ''So, kung ano po ang resolusyon ang naging resulta ng eleksyon, igalang na lang po natin,'' Castro added. (So, whatever the result of the elections, let's respect it.) With that kind of narrative, the Palace official said Duterte and her camp only want to destroy the integrity of the polls, and even the Commission on Elections. Castro added that the camp was not saying anything good about the administration. During an Independence Day event with Filipinos in Kuala Lumpur, Malaysia, Duterte said she spoke to IT experts who said it was impossible that the numbers that came out in the elections were true. She urged PDP to question how the counting process was done. The two PDP-Laban bets who won in the recent midterm elections were reelectionists Christopher 'Bong' Go and Ronald 'Bato' dela Rosa.
