The Andhra Pradesh government will roll out a new bar policy starting September 1, with Chief Minister N Chandrababu Naidu stressing that public health and safety must take precedence over revenue generation.At a review meeting held at the Secretariat with ministers Kollu Ravindra, Kondapalli Srinivas, and senior officials, the Chief Minister made it clear that excise policy should not be treated as a mere income source. He underlined the need to reduce the harmful impact of alcohol, especially on the poor, by promoting the sale of low-alcohol-content beverages.advertisementThe new policy, drafted based on the recommendations of a cabinet sub-committee, will introduce a lottery system to allot bar licenses.
A key feature of the policy is the reservation of 10 per cent of these licenses for members of the Backward Classes (BCs), similar to the existing reservation in liquor retail outlets. The state currently has 840 bars, and officials estimate that the new policy could generate Rs 700 crore from license and application fees.To ensure fairness, each license will require a minimum of four applicants. The license fee will be calculated based on the population of the area: Rs 35 lakh for areas with fewer than 50,000 people, Rs 55 lakh for areas with up to 5 lakh population, and Rs 75 lakh for areas exceeding 5 lakh.Officials also briefed the Chief Minister about a surge in liquor sales near state borders. They said this was due to Andhra Pradesh offering all major liquor brands at lower prices and better quality compared to neighbouring states, which has led to a drop in cross-border purchases and illegal liquor transportation.They also reported significant progress in cracking down on illicit liquor. So far, 12 districts have been declared completely free of Illicitly Distilled (ID) liquor. The new appointments came a day after the suspensions of the three officials, including Dr Patel, who was also the Medical Officer, Health. The charge of the same has now been handed over to Dr Mukesh Vaidya. The suspensions came after an alleged scam in procurement of tools and items needed by the fire department came to light. Although the purchases were made by way of the government's e-marketplace portal and also passed through the Third Party Inspection (TPI) agency and the Vadodara Municipal Corporation's auditing department, besides the Standing Committee, officials said that the inflated prices 'went unnoticed'. An official, speaking on the condition of anonymity, said that several items in the tender, including whistles, lighters and mosquito nets had been bought at a cost of over Rs 3,500 each, for which tenders had been invited in February and March this year. The total procurement amount was Rs 3.17 crore for 16 pieces each of pocket knives, gas lighters, whistles and other tools. 'While a departmental inquiry is underway to ascertain how the discrepancy was not raised by the TPI and the auditing committee, the VMC is already staring at an internal controversy with the new appointments as those fire officials, who were hopeful of getting the posts vacated by Patil and Bhatt, have already sounded a rebellion… The fact is that no one pointed out the inflated cost of the items listed in the procurement list,' the official said.

New Delhi: Union Minister Nitin Gadkari on Wednesday said 1,240 national highways projects in 29,406 km, costing Rs 7.80 lakh crore, are currently under construction in the country, of which 15,674 km have been completed. These projects are under various stages of construction and are scheduled for completion in a phased manner by the financial year 2028-29, Gadkari said in a written reply to Rajya Sabha. The ministry of road transport and highways is primarily responsible for the development and maintenance of National Highways (NHs) and Expressways. Responding to a separate question, the minister said that during the current Financial Year 2025-26, the government has prepared the annual plan for the development of about 19,555 km of NHs, including about 548 km in the State of West Bengal. He also said a total of 4,557 electric vehicle Public Charging Stations (PCSs) have been installed on the State/National Highways and Expressways in the country. The minister said the government has prioritised the maintenance of the existing national highways network and has evolved a mechanism to ensure maintenance and repair (M&R), including timely repair of potholes on all NHs, through accountable maintenance agencies. NHs' development projects are executed mainly in three modes-- Build-Operate and Transfer (BOT), Hybrid Annuity Model (HAM) and Engineering Procurement and Construction (EPC). Concession period, including maintenance for projects on Build-Operate and Transfer (BOT), is 15 to 20 years, and on Hybrid Annuity Model (HAM) is generally 15 years. The Concessionaire is responsible for the maintenance of the respective NH stretches within the concession period of the project. Only in the case of EPC projects, the Defect Liability period (DLP) is 5 years for the bituminous pavement works and 10 years for concrete pavement works.
