Pune Municipal Corporation to open ‘war room' to monitor progress of civic works

The Pune Municipal Corporation (PMC) has decided to set up a war room to monitor infrastructure projects.
'It is necessary to ensure that the projects are completed on time, the quality of work should be good, and projects should be made operational on time for the benefit of citizens. Thus, a war room is being set up for monitoring the projects,' said Pune Municipal Commissioner Naval Kishore Ram on Thursday.
The war room will have a nodal officer of the rank of a deputy municipal commissioner to coordinate between the head of all civic departments and the municipal commissioner.
'The nodal officer will have to collect the updated information every 15 days on the status of projects from the respective civic department in charge and submit it to the municipal commissioner,' Ram added.
The municipal commissioner said the war room will focus on getting projects completed on time, and if there are any hurdles in project implementation, then the issue will be raised with the government department concerned.
The municipal chief further directed all ward offices and heads of civic departments to get Engineers India Ltd (EIL) to inspect the quality of development works.
'It is mandatory to do third-party quality assurance of civic development work above Rs 5 lakh. The PMC has an agreement with EIL for the period from 2022 to 2027. However, it has been noticed that it is not being strictly followed by many ward offices and civic departments. Elected representatives and citizens have been complaining about it,' said Ram.
The project in-charges are either conducting third-party quality assurance through other organisations or the head of the civic department instead of EIL, he added.
'This is very serious and against administrative discipline. If it is not possible to do quality assurance through EIL in exceptional circumstances, then the permission to do it through another agency should be taken from the additional municipal commissioner concerned,' the Pune municipal commissioner stated.
Ram also said that additional municipal commissioners should ensure that at least 10 per cent of total civic works executed in a year is randomly checked by the civic vigilance department and the report is submitted to the municipal commissioner's office. The PMC chief added that the project in charge or the department head will be held responsible if discrepancies are found.
The Pune Metro, River Front Development (RFD), River Rejuvenation Project through soft loan from Japan International Cooperation Agency (JICA), and the uninterrupted water supply project are among the prominent projects currently being implemented in Pune.

He is the first senior minister of the Modi government to target the Trump administration following the US President's unilateral action against India in the middle of negotiations for a trade deal. Speaking in Madhya Pradesh's Raisen district where he laid the foundation stone of the Rs 1,800-crore BEML rail hub manufacturing unit, Singh said, 'When we used to say that we would become the world's largest economy, people used to make fun of us. They used to laugh. Today, the entire world has accepted that India is moving forward fastest in the world under Modi's leadership. Everyone has accepted this reality.' 'Kuch log hain, jo Bharat ka vikas jitni teji ke saath ho raha hai, unhe raas nahin aa raha hai. He said there is an effort to make India-made products expensive so that they are not bought by consumers in other countries. 'There are many who are trying to do something so that when things made by Indians in India go to other countries, they become more expensive than things made in those countries… When things made by Indians on Indian soil become expensive, people in other parts of the world will not buy them. This effort is being made,' he said. Singh said 'the speed at which India is moving forward… no power in the world can now stop India from becoming a major power in the world'. He cited the example of India's rising defence exports. 'Our condition in the defence sector was such that earlier almost everything was made in other countries of the world. They were made by foreigners. Their capital was invested. And when we needed something, we used to go and buy everything from other countries of the world. Whether it was aircraft, weapons, platforms, whatever, we used to buy everything from other countries… Now, we are not only making many of these things on Indian soil… not only are we fulfilling our own needs, but we are also exporting to other countries… Countries of the world are buying our goods.' In 2014, when Prime Minister Narendra Modi began his first term, Singh said India's defence exports were Rs 600 crore. 'You will be happy to know now we are exporting defence items worth more than Rs 24,000 crore. This is India's strength. This is the new defence sector of the new India, and exports are continuously increasing.' He said the youth of the country are using technology to make 'many of our defence-related weapons, platforms, bombs, cannons, shells and missiles'.

Karnataka Deputy Chief Minister D.K. Shivakumar said on Sunday that the state's contribution to Bengaluru's Namma Metro was 80 per cent while that of the Centre was only 20 per cent. Speaking to reporters at his Sadashivanagar residence, he said, "I will appeal to Prime Minister Narendra Modi to provide at least Rs 1 lakh crore for Bengaluru. The Centre was supposed to bear 50 per cent of the land acquisition cost for the Metro project but it hasn't given. However, we completed the project in the interest of the city. Though Bengaluru is the second highest tax contributor, it gets very little in return." "Ahmedabad is given 20 per cent of the tax devolution while Bengaluru gets only 10 per cent. Bengaluru needs to be treated on par with other large cities in the country like Delhi. We are not doing politics over this, we are only appealing," Shivakumar added. BJP hasn't brought even Rs 10 as funds for Karnataka, he chided. "BJP claims it has done everything. No BJP MP has even got Rs 10 as funds for Bengaluru. They should be ashamed of themselves. The Union Jal Shakti Minister has been responsive at times to our requests. Even MGNREGA funds haven't been released," the Deputy Chief Minister said. "Some BJP MPs think that tweeting and media coverage amounts to achievement. MPs must keep aside politics and PR and work for the welfare of the people," he said, while lashing out at the BJP MPs from the city. "The Centre has completely neglected Karnataka and hasn't released any funds. We have invited the Prime Minister out of respect for the post. We have implemented innovative double-decker project which can be a model for other Metros," he added. "Bengaluru generates one lakh new IT jobs every year. The Metro Yellow line will benefit the IT corridor. Electronic City flyover was also completed at the time of former Prime Minister Manmohan Singh," Shivakumar told. Asked about BJP's comments that Prime Minister Narendra Modi-led government's contribution to Metro phase 2 and 3, the Deputy Chief Minister said, "There is no contribution. Let them (Union government) release the data on their contribution, I will release the numbers too." The Enforcement Directorate (ED) in its chargesheet said that Robert Vadra, husband of Congress MP Priyanka Gandhi Vadra, received Rs 58 crore as Proceeds of Crime (PoC) from a corrupt land deal in Gurugram. According to the ED, Rs 5 crore was routed through Blue Breeze Trading Private Limited (BBTPL) and Rs 53 crore through Sky Light Hospitality Private Limited (SLHPL).advertisementThe chargesheet also revealed that these funds were allegedly used by Vadra to purchase immovable properties, make investments, provide loans and advances and clear liabilities of group companies linked to case involving Robert Vadra dates back to September 2018, when an FIR was filed against him, along with former Haryana Chief Ministers Manohar Lal Khattar and Bhupinder Singh Hooda, real estate firm DLF and a property dealer. The FIR includes allegations of corruption, forgery and cheating among other to the Enforcement Directorate (ED), Vadra's company acquired a 3.5-acre plot in Shikophur, Gurgaon, from Omkareshwar Properties for Rs 7.5 crore in February 2008.
