
Unelected nominees of New Delhi locked up elected representatives of people of J&K: Omar
Omar, who was in Delhi, returned to Srinagar this evening and shared several pictures on X of a large deployment of police outside his Gupkar home. An armoured vehicle was also seen parked at the gate of his residence.
'To borrow from the late Arun Jaitley Sb - Democracy in J&K is a tyranny of the unelected. To put it in terms, you will all understand today the unelected nominees of New Delhi locked up the elected representatives of the people of J&K,' Omar said on X.
'The unelected government locked up the elected government,' he said in another post.
Sources said Omar was originally scheduled to arrive in Srinagar tomorrow, but following outrage over his absence on Martyrs' Day, he returned to the city this evening instead.
Earlier in the day, several ministers, MLAs and top leaders of the ruling party and the Opposition were put under house arrest or detained by the J&K Lt Governor administration to prevent them from visiting the Martyrs' graveyard in old city to pay tributes to the 22 people, who were killed during a protest against the rule of Maharaja Hari Singh on July 13, 1931.
Authorities sealed all roads leading to the Martyrs' graveyard- also known as Mazar-e-Shohda- in the Nowhatta area, deploying heavy contingents of police and central armed forces in several sensitive areas of Srinagar to maintain order.
The Srinagar district administration had last evening denied permission to political parties to visit the graveyard, warning of strict legal action against those violating the order.
J&K Chief Minister this morning condemned the restrictions, calling it 'blatantly undemocratic.'
'In a blatantly undemocratic move, homes have been locked from the outside, police & central forces deployed as jailers & major bridges in Srinagar blocked. All to stop people from visiting a historically important graveyard containing the graves of people who laid down their lives to give Kashmiris a voice & to empower them. I will never understand what the Law & Order government is so afraid of,' Omar said in a post on X.
He was reacting to a post by the party's chief spokesman and MLA, Tanvir Sadiq, who said that leaders had been confined to their homes.
'Since last night, I like many of my colleagues, including the party leadership at Gupkar, the Advisor to the Chief Minister, and a majority of sitting MLAs have been locked inside my home. This is not just unfortunate; it is a deliberate attempt to suppress remembrance and deny us the right to honour the martyrs of July 13. Such actions are not only unnecessary they are unjustified, deeply insensitive, and reveal a troubling disregard for history,' Sadiq said.
Omar further said that those who laid down their lives in 1931 were being wrongly vilified.
'13th July massacre is our Jallianwala Bagh. The people who laid down their lives did so against the British. Kashmir was being ruled under the British Paramountcy. What a shame that true heroes who fought against British rule in all its forms are today projected as villains only because they were Muslims. We may be denied the opportunity to visit their graves today, but we will not forget their sacrifices,' he added.
PDP chief Mehbooba Mufti also criticised the government's action.
'The day you accept our heroes as your own just as Kashmiris have embraced yours, from Mahatma Gandhi to Bhagat Singh that day, as Prime Minister Modi once said, the 'dil ki doori' (distance of hearts) will truly end. When you lay siege to the Martyrs' Graveyard, lock people in their homes to prevent them from visiting Mazar-e-Shuhada, it speaks volumes. July 13th commemorates our martyrs, those who rose against tyranny, much like countless others across the country. They will always be our heroes,' she said.
Several PDP leaders were also placed under house arrest.
People's Conference president and Handwara MLA, Sajad Lone, said he too was detained at home and barred from offering tributes.
'This recurring act reflects a deliberate attempt to suppress democratic expression and silence voices of remembrance and dissent,' he said.
Apni Party chief Altaf Bukhari urged calm and peaceful remembrance after being prevented from holding a prayer meeting.
Hurriyat chairman Mirwaiz Umar Farooq said that while leaders may be jailed, placed under house arrest, or threatened, and graveyards of martyrs may be sealed, 'they live in our hearts and in our memory and will continue to, generation after generation.'
July 13 was earlier observed as a public holiday in Jammu and Kashmir but was removed from the official calendar by the Lieutenant Governor's administration, following the abrogation of Article 370 in 2019. Since then, political leaders have been barred from visiting the Martyrs' graveyard.

Raipur: The Opposition on Tuesday raised the hot-button issue of illegal sand mining in the Assembly during Zero Hour. Leader of Opposition, Dr Charandas Mahant, said that illegal sand mining was rampant across the state, allegedly under the patronage of police and mining officials. He cited instances of firing at mining sites and people being run over by trucks, demanding an immediate discussion on the matter. Following this, the Opposition staged a walkout from Assembly.

SC issues comprehensive guidelines for disability-friendly prisons in Tamil Nadu
New Delhi, July 15 (UNI) The Supreme Court today issued a set of comprehensive guidelines to ensure disability rights and accessibility for prisoners with disabilities in all prisons across Tamil Nadu. The directions mandate disability-friendly infrastructure such as accessible toilets, ramps, dedicated spaces for physiotherapy, and other essential facilities. A bench comprising Justice JB Pardiwala and Justice R Mahadevan passed these directions while hearing a special leave petition filed by an advocate with disabilities who suffered due to lack of proper facilities during incarceration in connection with a civil dispute. The Court directed the State to amend the State Prison Manual within six months to bring it in line with the Rights of Persons with Disabilities Act, 2016 (RPwD Act) and the 2006 United Nations Convention on the Rights of Persons with Disabilities (UNCRPD). Justice Mahadevan, authoring the judgment, emphasised: 'The State has a constitutional and moral obligation to uphold the rights of prisoners with disabilities. Reasonable accommodations are not optional but integral to any humane and just carceral system.' The Court observed that disabilities must not become a basis for further deprivation or suffering, and called for a systemic transformation grounded in compassion, accountability, and a constitutional commitment to dignity and equality. Key Directions Issued Include, Prompt identification of prisoners with disabilities at admission and provision of rules in accessible formats (Braille, large print, sign language, simplified language). Universal accessibility in prison premises with wheelchair-friendly spaces, accessible toilets, ramps, and sensory-safe environments. Designation of dedicated spaces for physiotherapy, psychotherapy, and therapeutic services. State-level access audit of all prisons within six months, with periodic audits thereafter. Compliance with Sections 40 and 45 of the RPwD Act, 2016, Rule 15 of the 2017 Rules, and Harmonised Guidelines, 2021. Equivalent healthcare for prisoners with disabilities, including assistive devices, physiotherapy, psychiatric services, and medical diets tailored to specific needs. Training of prison medical officers and staff on disability rights, equality, and non-discrimination principles. Revision of the State Prison Manual within six months to include provisions prohibiting discrimination against prisoners with disabilities, and to promote reasonable accommodation. Periodic consultations with civil society organisations working in the disability sector. Constitution of a monitoring committee to conduct inspections and submit compliance reports every three months. Maintenance of disaggregated data on prisoners' disability status, accessibility, accommodations, and medical requirements, to be made public with privacy safeguards. The Director General of Prisons to file a compliance report before the State Human Rights Commission within three months. The matter pertains to that the petitioner suffers from Becker Muscular Dystrophy, Autism Spectrum Disorder, and related psychological conditions. Due to a lack of reasonable accommodations in prison, his health deteriorated. After his release on bail, he was granted compensation of Rs 1 lakh by the Tamil Nadu Human Rights Commission, which also recommended making all prisons accessible in line with the Supreme Court's 2017 Rajiv Raturi judgment recognising accessible infrastructure as part of Article 21. His writ petition before the Madras High Court was dismissed in November 2022, leading to the present appeal before the Supreme Court. UNI SNG RN

Bombay High Court dismisses petition against Rahul Gandhi over remarks on Savarkar
The Bombay High Court on Tuesday (July 15, 2025) rejected and refused to entertain a public interest litigation (PIL) petition alleging that Leader of the Opposition Rahul Gandhi violated the petitioner's rights by making 'immature' remarks about Hindutva ideologue Vinayak Damodar Savarkar. The petition sought the court to issue directions to the Congress leader that he should read his petition and learn about Savarkar before making 'irresponsible' statements. The 125-page petition, filed by Professor Pankaj K. Phadnis, 65, from Mumbai and the founding president of Abhinav Bharat Congress, a public policy think tank, mentioned history and research work by the petitioner on Savarkar. The petitioner said that Mr. Gandhi, in London in March 2023, had tried to paint Savarkar as someone who takes pleasure in the humiliation of Muslims. He further said that Mr. Gandhi tried to portray Savarkar as a coward and in a derogatory reference at a press conference held on March 25, 2023, where he said, 'My name is not Savarkar, I am Gandhi and Gandhi does not make apologies to anyone.' 'Rahul Gandhi is LoP in Lok Sabha and could well become Prime Minister of India in the future. Therefore, he cannot be allowed to take liberties with facts to denigrate respected leaders of freedom struggle and prevent the young from being in a position to fulfil their fundamental duties. The only way to prevent him from causing harm to the nation is by an expert such as the petitioner to step into the box, depose comprehensive facts about Shri Savarkar and allow himself to be cross examined by Rahul Gandhi to establish facts once and for all,' the petitioner said, asking the court to direct Mr. Gandhi to read the contents of his petition and learn about Savarkar. A Division Bench of Chief Justice Alok Aradhe and Justice Sandeep Marne observed that the Supreme Court had already dismissed a similar petition filed by Mr. Phadnis and said that the court could not direct Mr. Gandhi to read the contents of the petition and remove his ignorance about Vinayak Savarkar. 'In your petition, your prayer is to direct him to personally study and read your petition. How can the court compel him to read your petition? This court cannot issue directions to Rahul Gandhi to study the contents of this petition and remove ignorance about the contribution of Savarkar. We do not know if he will become Prime Minister or not. Do you know that he will become the Prime Minister?' the Bench noted and disposed of the petition. The court noted that a criminal defamation case had already been filed against Mr. Gandhi by Satyaki Savarkar, grand nephew of Vinayak Savarkar, and that the same was pending before a special MP/MLA Court in Pune.
