KUALA LUMPUR: Early childhood education will become compulsory for five-year-olds under Malaysia's newly released 13th Malaysia Plan (13MP), while community-based schools for Orang Asli and rural populations will be expanded nationwide. The Ministry of Economy's blueprint outlines eight key strategies to transform education quality across all levels.
The document states: 'Education reform is a key pillar of the structural transformation outlined under 13MP, aimed at improving learning outcomes, strengthening teacher competencies, and enhancing the overall quality of teaching and learning nationwide.'
Primary education will begin at age six following international standards, with English incorporated as part of instruction for lower primary students. The plan includes expanding language options at primary level and introducing a new law to regulate early childhood education.
A national education council will coordinate system-wide improvements, while universities will pilot greater autonomy schemes. The reforms also address special needs education, with expanded access from preschool to secondary levels nationwide.
Assessment systems will be upgraded to meet global benchmarks, including new frameworks to measure graduate outcomes and reduce skill mismatches. The document notes: 'A mandatory paid internship scheme will be introduced to encourage greater participation from industry, particularly among micro, small and medium enterprises.'
Infrastructure development forms another key focus, with school construction becoming mandatory for large housing projects. Vertical schools will address urban land constraints, while PTPTN loan schemes will be revised for sustainability. KUALA LUMPUR: The ringgit opened firmer against the US dollar on Thursday, lifted by a softer greenback amid growing expectations of interest rate cuts by the United States Federal Reserve (Fed) in the coming months. At 8 am, the local note climbed to 4.2185/2260 against the greenback from Wednesday's close of 4.2235/2305. Bank Muamalat Malaysia Bhd chief economist Dr Mohd Afzanizam Abdul Rashid said recent comments by Fed officials signalled that policy adjustments may be needed to address labour market weakness, reinforcing hopes of a rate cut at the next Federal Open Market Committee (FOMC) meeting. He noted that the upcoming FOMC meeting, scheduled for September 16-17, is expected to see the Fed Funds Rate lowered by 25 basis points. "This would likely be ringgit-positive, as a Fed rate cut would narrow the interest rate differential with the Overnight Policy Rate (OPR). "In light of current market conditions, the ringgit is expected to trade between 4.21 and 4.22 against the US dollar today,' he told Bernama. Meanwhile, the ringgit was mostly lower against a basket of major and regional currencies in early trade. It slipped against the Japanese yen to 2.8654/8707 from 2.8570/8619 on Wednesday, weakened versus the British pound to 5.6342/6442 from 5.6160/6253, and declined against the euro to 4.9192/9279 from 4.8929/9010. The local unit also fell against the Singapore dollar to 3.2824/2885 from 3.2806/2863 and depreciated vis-à-vis the Thai baht to 13.0402/0715 from 13.0291/0567. Conversely, the ringgit strengthened against the Philippine peso to 7.33/7.35 from 7.34/7.36 and firmed versus the Indonesian rupiah to 257.8/258.4 from 258.1/258.6. - Bernama

Bernama Terengganu Bureau journalist Balqis Jamaludin won the Best Digital Media News Award for her report titled Pemuda Ikat Tong Dram Bawah Katil Untuk Keselesaan Bapa Terlantar Sakit, earning her a plaque, certificate and RM1,500 cash prize. Part-time photographer Mohd Syafiq Ambak was named the winner of the Best Print Media Photo Award for his photo Katil Terapung, while photographer Mohd Khairul Fikiri Osman secured third place in the same category with his photo Rezeki Banjir. Mohd Syafiq received a plaque, certificate and RM1,500 in cash, while Mohd Khairul Fikiri took home a plaque, certificate and RM500. The prizes were presented by Terengganu Information, Dakwah and Syariah Empowerment Committee chairman Dr Muhammad Khalil Abdul Hadi. In his speech, Dr Muhammad Khalil said the event was held to honour the contributions of media practitioners for their role in connecting the state government with the people. He said that in an era of borderless communication, the media served as a key force in shaping public perception, with every report carrying significant influence on society. 'One of the major challenges faced by the media today is distinguishing between facts and false information. This is where it is important for us to strengthen journalistic ethics so that the news presented is true, accurate and authentic. The Digital Minister described 13MP as "timely and critical" in strengthening Malaysia's role in the regional digital economy, with plans to attract investments, develop infrastructure, and nurture talent to support the country's digital transformation. "The goal is clear - for Malaysia to become a regional hub for high-tech, eco-friendly data centres," he said in his keynote address at the CloudTech and Data Centre 2.0 Conference on Wednesday (Aug 6). Gobind said cloud infrastructure would be essential to Malaysia's 5G rollout, enabling transformative applications such as smart cities, precision healthcare and autonomous mobility. "To unlock the true potential of 5G, we need ultra-low latency, secure and scalable data centres. "We are not waiting for the future; we are actively building these capabilities now," he said. Between 2021 and 2023, Gobind said Malaysia approved RM114.7bil in data centre and cloud service-related investments, creating over 2,300 high-value jobs. He reaffirmed the government's commitment to achieving the RM3.6bil revenue target for the data centre industry by 2025. On concerns about the environmental impact of data centres, Gobind acknowledged the energy-intensive nature and said the government would improve its efforts to improve environmental sustainability as a result. "As our digital infrastructure expands, so must our commitment to environmental sustainability. It is not simply about lowering emissions, but about raising our standards. "This is why we must push for more green and sustainable infrastructures," he said. He then outlined three key pillars needed to build a future-ready digital ecosystem for the people, which were infrastructure, security and trust, and talent. "Once you have infrastructure like 5G in place, the next step is preparing the country to leverage new technologies, and that starts with data. "To use data effectively, we need computing power - and that's where building data centres is key," he said. Gobind said that in order for people to be able to adopt a new digital-based ecosystem, they must first be convinced of its safety. "It's about awareness, training, upskilling, and reskilling the current workforce - so they can use new technologies to empower themselves. "If AI does impact their jobs, they are trained and ready to move into new areas if needed," he said.
