Police officer will not be prosecuted over e-bike crash deaths
Kyrees Sullivan, 16, and Harvey Evans, 15, died in May 2023 when they crashed on a Sur-Ron bike minutes after CCTV captured them being followed by a police van in Ely, Cardiff.
Tensions between locals and police at the scene led to a riot lasting several hours, with dozens of officers injured, property damaged and cars set alight.
Previously, the Independent Office for Police Conduct (IOPC) said the driver of the police van would be investigated for dangerous driving after being served with a gross misconduct notice.
On Monday, the Crown Prosecution Service (CPS) said it would not bring criminal charges against the officer.
Another officer, who was a passenger in the van, was also served with a gross misconduct notice.
Malcolm McHaffie, head of the CPS special crime division, said: 'Our thoughts remain with the families and friends of the two teenagers following their tragic deaths in May 2023.
'Following a thorough and detailed review of the evidence in relation to a single allegation of dangerous driving in this case, we have decided that no criminal charges will be brought against a South Wales Police officer.
'We have concluded that there is insufficient evidence to provide a realistic prospect of conviction.
'We fully understand that this will be disappointing news for the families of both boys and will offer a meeting with them to explain our reasoning further.'
The decision is subject to the Victim's Right of Review scheme which allows a victim or their families the ability to challenge the decision.

Officials in Jersey have seized nearly £800,000 of criminal proceeds from a major drug smuggler. Eitan Benzur, a British citizen, worked with others to supply 8.5 tonnes of cannabis from 2010 to 2014, with a combined street value of more than £9 million. He concealed the significant amounts of cash in safety deposit boxes and by transferring money abroad. After fleeing to Israel, he was eventually extradited to the UK in 2020 and was sentenced at Bristol Crown Court to nine years in prison. His assets were confiscated in Jersey following a request from the Crown Prosecution Service (CPS) and the island's Attorney General. £397,000 has been transferred to the UK Home Office, while the remaining £397,000 will be kept in a Jersey confiscation fund, which the Treasury Minister can ask to use for crime prevention measures. Jersey's Attorney General, Mark Temple KC, says: "This case yet again demonstrates Jersey's ongoing commitment to assisting its overseas partners to ensure that criminals are denied the benefit of their criminal conduct." Chief Crown Prosecutor for the CPS Proceeds of Crime Division, Adrian Foster, adds: "Thanks to our joint contribution, Eitan Benzur has been stripped of his ill-gotten gains, which have been shared between our jurisdictions to prevent future economic crime."

Death of woman in police custody in Portsmouth investigated
The death of a woman in custody is being investigated by the police watchdog,The Independent Office for Police Conduct (IOPC) said Claire Charlton, 37, died at the Police Investigation Centre in Portsmouth on 10 had been arrested in Watford by Hertfordshire Constabulary officers two days IOPC said it was investigating following a mandatory referral from Hampshire and Isle of Wight Constabulary. It said Ms Charlton was arrested on 8 July in Watford in relation to offences allegedly committed in was taken to the custody suite at Hatfield before being transferred into the custody of Hampshire police and taken to a custody suite in Portsmouth, where she was charged and remanded in custody to appear in court on 10 about 02:00 BST on 10 July, custody staff found Ms Charlton unresponsive in her cell. She was given CPR and paramedics were called but was pronounced dead a short time IPOC said it had begun investigating police contact with Ms Charlton between 8 and 10 July, including the checks made on her while in custody and the medical advice provided by healthcare professionals."As part of our investigation, we have secured CCTV footage from the custody suite and are also reviewing custody logs. We are also obtaining statements from the relevant custody staff involved from both police forces," it IOPC said a post-mortem examination was completed on 11 July and it was awaiting the results of further testing. The coroner has been informed and an inquest into Ms Charlton's death has been opened and adjourned until June 2026, while the circumstances surrounding her death are investigated. Rhyl sexual exploitation case re-spark grooming inquiry call
Detectives investigating child sexual exploitation and trafficking offences in Denbighshire charged four men on Friday (August 8) following arrests made on Thursday, 7 August. The individuals, aged between 24 and 60, face multiple charges related to the investigation: Darren Millar, MS for Clwyd West, said: 'This case provides yet further evidence in support of my calls for a Wales-wide grooming gang inquiry. 'In spite of repeated reassurances from the First Minister and Welsh police forces, it is clear from the testimony of brave victims, and from cases in both north and south of the country, that grooming gangs have been operating in Wales. "We need to know the full extent of these problems in order that we can protect vulnerable children, ensure that perpetrators are held to account for their evil crimes, and secure justice for victims. "The lack of urgency from either the Welsh or UK Governments on this issue is alarming and a cause for concern. It's been two months since the UK Government promised a national inquiry yet we've seen no evidence of progress." He added, "When I called for an inquiry back in January, other politicians tried to shut me down but cases like this make me all the more determined to fight for victims." The four men, charged in connection to the child sexual exploitation and trafficking offences in Denbighshire, appeared at Llandudno Magistrates' Court on Friday, August 8 and have all been remanded in custody. They will next appear at Mold Crown Court on Friday, September 5. North Wales Police have received further authorisation to charge a female with offences linked to the investigation and she will appear before the court this week. A 61-year-old man from London, also arrested as part of the investigation, has been released on bail pending further inquiries. Operation Embank and Operation Zirconium are linked investigations that have been led by North Wales Police. The investigations involve three teenage female victims, who made reports in relation to a series of offences in Rhyl and the surrounding area between April 2022 and March 2024. Detective Chief Inspector Rich Sidney, of North Wales Police, said: 'This has been a complex and long-running investigation. We have liaised with the Crown Prosecution Service throughout the process and this collaboration has resulted in authority to charge the suspects involved with multiple serious offences being provided. 'We would now ask for people to respect the judicial process and to avoid online speculation on this case. This is to ensure the integrity of the investigation and court proceedings.' Specialist Prosecutor Louisa Robertson at the CPS said: 'The Crown Prosecution Service has authorised North Wales Police to charge four males and one female in respect of these two investigations. 'The Crown Prosecution Service reminds all concerned that criminal proceedings against each individual are now active and that they all have a right to a fair trial. It is extremely important that there should be no reporting, commentary or sharing of information online which could in any way prejudice these proceedings.' In January 2025, Mr Millar said a statutory inquiry covering Wales and England, revealed by the prime minister, was "welcome but long overdue". In February, the Senedd rejected calls for a Welsh inquiry, but members voted unanimously that the Welsh government should consider one.
