
Supreme Court Orders Nationwide Drive To Disburse Pending Compensation From MACTs and Labour Courts
In a landmark move aimed at unlocking thousands of crores worth of unclaimed compensation, the Supreme Court of India has directed all High Courts and State Legal Services Authorities to initiate a time-bound nationwide drive to trace rightful claimants under the Motor Vehicles Act, 1988 and the Workmen's Compensation Act, 1923. The case was initiated suo motu following an email from Shri B.B. Pathak, a retired District Judge from Gujarat, who flagged that massive sums meant for accident victims and their families remained undistributed in Motor Accident Claims Tribunals (MACTS) and Labour Courts across the country.
A Bench comprising Justices Abhay S. Oka and Ujjal Bhuyan laid down comprehensive procedural safeguards to ensure the timely disbursement of compensation. These include mandatory bank account verification, streamlined documentation, direct bank transfers, and the creation of a centralised dashboard to track pending amounts.
The Court also mandated the involvement of para-legal volunteers, district administration, and the police to trace claimants, and asked State Governments to assist the Legal Services Authorities in implementing these directions.
A Coordinated Effort Across High Courts
Data submitted during the proceedings revealed staggering figures: Gujarat alone has over ₹288 crore pending under MACT and Labour Court awards, followed closely by other major jurisdictions. The Court relied heavily on submissions from various High Courts and the amicus curiae to understand and address the scale of the issue.

Significantly, the compilation of responses from multiple High Courts was coordinated and submitted by Ms. Vishakha, Advocate-on-Record for the High Court of Gujarat. Her submissions helped the Court contextualise the extent of unclaimed compensation and facilitated the framing of uniform directions to ensure that justice reaches those long entitled to it.
Her compilation included not only the raw figures from different states but also practical suggestions that contributed to the Court's final roadmap.
Looking Ahead
All High Courts have been directed to implement the directions at the earliest and submit compliance reports by July 30, 2025. The matter is now listed for further monitoring on August 18, 2025. This judgment is expected to significantly streamline the disbursement of compensation and reaffirm the Court's commitment to ensuring that legal entitlements translate into real-world relief.

Over ₹17k challans pending against Hyd police vehicles
At a time when citizens are turning traffic vigilantes, law keepers are found breaching regulations. As per a RTI filed by city-based traffic educator Lokendra Singh, a fleet of vehicles registered under the Director General of Police Telangana have accumulated 17,391 challans - some pending since 2017. Though the total challan amount stands at around Rs 68 lakh, the department might have to cough up a penalty of Rs 1.36 crore. This, as Section 210B of the MV Act, 2019, states that if an authority empowered to enforce the Motor Vehicles Act commits an offence, they are liable to a penalty twice the amount corresponding to that offence. These challans, issued to police vehicles with registration series TS 09 PA XXXX and TS 09 PC XXXX, are in use by senior police officials. Most of the violations are related to over-speeding. When TOI checked for details on the portal, it found that a majority of these police vehicles (Innova) had 10 to 15 challans each. City police issued more than 50 lakh challans in '24, collected over 46L Surprisingly, some vehicles had unpaid challans pending since 2018. For instance, one police vehicle TS 09 PA XX88 had 11 challans starting from Oct 2018 to April 2023. The total outstanding amount: 11,385 'Fines auto generated' "The majority of traffic fines against police vehicles are automatically generated by speed detection cameras that monitor vehicles exceeding speed limits. We will forward these fines to the respective officers and ask them to provide evidence justifying their speed violations," said Rahul Hegde BK, deputy commissioner of police (traffic), Hyderabad commissionerate and public information officer, traffic branch. He added: "The fines will be withdrawn if we find that the vehicles were responding to emergency situations, conducting patrol duties, or were involved in VIP escorts." Lokendra Singh, a volunteer with Hyderabad City Security Council said such traffic violations set a bad example for the public. "When they see police personnel flouting regulations, it diminishes their trust in the system and leads them to question the necessity of following rules. I have also noticed that many police vehicle drivers often do not use seat belts while driving," said Singh. Over 50 lakh challans Hyderabad city police issued as many as 56.3 lakh challans in 2024, with most violations involving riding without helmets and driving on the wrong side. The authorities collected 46.6 lakh against these challans - 82% of the total amount.

The U.S. Department of Justice on Friday had asked a federal judge in Tennessee to detain Abrego Garcia while he is prosecuted on newly-filed charges of transporting illegal immigrants within the United States. The motion filed on Wednesday said Abrego Garcia had already been imprisoned without due process and he posed no danger to the community and no flight risk. 'Mr. Abrego Garcia asks the Court for what he has been denied the past several months – due process,' Abrego Garcia's attorneys wrote in Wednesday's court filing. 'Mr. Abrego Garcia must be released.' Abrego Garcia on March 15 was deported to El Salvador, despite a 2019 immigration court ruling that he should not be sent there because he could be persecuted by gangs, and the incident has become a flashpoint for Republican President Donald Trump's aggressive immigration policies. The Trump administration has said Abrego Garcia was a member of the MS-13 gang, an accusation his lawyers deny. Trump administration officials have accused the judiciary of interfering with the executive branch's ability to conduct foreign policy, and they portrayed Abrego Garcia's criminal indictment as vindication for their approach to deportations. A grand jury in Nashville, Tennessee, on May 21 indicted him on charges of transporting undocumented migrants from the U.S.-Mexico border to locations around the country. Abrego Garcia remains detained pending his next court hearing on Friday. His lawyer Simon Sandoval-Moshenberg has called the criminal charges "fantastical" and a "kitchen sink" of allegations.

Of 102 hit-&-run compensation claims filed in Gurgaon, only 2 settled in 3 years
Gurgaon: In three years, 102 claims have been filed by families or victims of hit-and-run accidents, of which compensation has been disbursed for only two of them. Two cases are in the final stages of processing, and the remaining – 98 – are still being investigated by police. This slow pace of resolution has left families of accident victims in the lurch, with some waiting for years after they applied for aid under the 2022 Hit-and-Run Motor Accident Compensation scheme. The scheme, which falls under Section 161 of the Motor Vehicles Act , came into effect from April 1, 2022. It offers Rs 2 lakh as compensation in cases of fatalities, and Rs 50,000 for serious injuries. The scheme is only applicable for hit-and-run accidents, in which police have not been able to identify the errant driver or vehicle. Sunita, a city resident whose husband died in a hit-and-run accident on the Delhi-Gurgaon Expressway this year, told TOI she has been waiting for compensation for months. Her husband was the only earning member of the family. "My husband was returning home after work on a cycle when he was hit by an unknown vehicle. Accidents aren't uncommon on city roads, particularly the Delhi-Gurgaon Expressway, or NH-8. Last year, Gurgaon recorded 1,026 road accidents that led to 428 fatalities. Around 44% of the accidents were on national highways in the city, and the largest chunk of fatalities involved two-wheelers, traffic police data showed. In accident cases in which the errant driver/vehicle has been identified, victims and their families can approach the Motor Accident Claim Tribunal (MACT) and file a case to seek compensation. The tribunal, after hearing both sides, determines the amount of compensation that may be paid to accident victims or their families. In many cases, the company that insured the errant driver's vehicle is asked to provide compensation.
