Punjab: Rules tweaked, buyers must pay in 6 months for properties sold by govt
The Punjab cabinet on Friday approved an amendment to the Punjab Management and Transfer of Municipal Properties Rules, 2021, reducing the time period given to buyers of properties sold by urban local bodies for depositing the payment.
The cabinet took the decision in a meeting held under the chairmanship of chief minister Bhagwant Mann at his official residence here. As per the amendment, the time period for depositing the sale price by allottees for properties sold by the urban local bodies will be cut to six months. 'The allottees will now be required to deposit the full sale price within 180 days from the date of allotment, replacing the earlier provision of six half-yearly instalments. The decision aims at faster realisation of revenue by urban local bodies, strengthening of municipal finances and facilitation of the common man by reduction in legal disputes related to delayed payments,' said the spokesperson. The decision is intended to bolster the finances of the state's urban local bodies.
₹5 crore approved for innovation mission
The cabinet also gave a nod to allocation of ₹5 crore to Punjab Innovation Mission to help meet its objectives of developing the state as an industrial hub. The decision has been taken in view of the immense contribution of the mission to unleash the state's growth potential and create a thriving economy by generating jobs and inviting investment, said the chief minister office spokesperson. Another decision was to frame service rules for the officers/employees serving in 207 specially promoted cadre to streamline the promotions in the Punjab Police, especially those promoted from sports quota. This decision will regulate the future promotions of these police personnel and further streamline their other service matters.
On the recommendations of a Group of Secretaries Committee to review Redundant Laws/ Regularization and Decriminalization, it also approved the Punjab Appropriation Acts (Repeal) Bill, 2025. 'As per the recommendations of the committee, the finance department has considered the proposal and identified its Appropriations Acts for repeal, which authorised the departments to incur expenditure from the Consolidated Fund of the State. Repeal of Appropriation Acts whose terms have ended will in no way have any adverse effect on actions that were validly taken or to be taken in relation thereto pursuant to these Acts,' the spokesperson said.

Espionage case: Punjab YouTuber remanded to police custody
Haryana Police had summoned Punjab-based YouTuber Jasbir Singh on June 6 in the Jyoti Malhotra espionage case but before he could join the investigation, he was arrested by Punjab Police, Singh's counsel claimed on Saturday (June 7, 2025). He also denied the charge that Singh was an agent of Pakistan's spy agency ISI. A Mohali court on Saturday (June 7, 2025) extended for two days the police remand of Singh, who was arrested on espionage charges on June 4. Singh was produced before the court after his three-day police remand ended on Saturday (June 7, 2025). Police sought a seven-day remand of Singh but the court granted them two days, said his counsel. Jasbir Singh alias Jaan Mahal (41), a resident of village Mahlan in Rupnagar district, was running a YouTube channel 'JaanMahal Video' with over 11 lakh subscribers, ostensibly posting travel and cooking vlogs. After Singh's arrest, Punjab police had claimed that it unearthed a 'terror-backed espionage network' linking him to Pakistani intelligence and army officials. Police had said that the YouTuber was allegedly spying for Pakistan's Inter-Services Intelligence (ISI). Speaking to reporters on Saturday (June 7, 2025), Singh's counsel, Mohit Dhupar, said he met him in the court on Saturday (June 7, 2025). 'We spoke to him. There is no such thing that is being said in the media that he was an ISI agent,' said Dhupar, claiming he was just a vlogger. Dhupar said Singh was summoned by Punjab Police from May 17 till May 30. He had already given his mobile phone and laptop to the police, said the counsel. Dhupar said on June 2, Hisar police summoned Singh to join the investigation in the Jyoti Malhotra case on June 6. When Punjab Police came to know about him being summoned by the Haryana police, Singh was asked to appear on June 3 and he was arrested on June 4, said the counsel. 'Punjab Police might have felt that if Haryana Police arrested Singh, it would be their insult', claimed Dhupar. The counsel said there was no mention of Singh being summoned from May 17 to May 30 in the FIR. Hisar native Malhotra (33) who was running a YouTube channel 'Travel with JO' was arrested last month. To a question on Punjab Police claiming that 150 Pakistani contacts were retrieved from his phone, Dhupar said there was no such thing. 'Many people visited Pakistan multiple times. Did they become guilty (of doing wrong) by visiting the neighbouring nation,' he said while replying to a question. On Pakistani YouTuber Nasir Dhillon's alleged link to a spy network, Dhupar said the police did not take Dhillon's name in the court while seeking Singh's remand. Nasir Dhillon, a former Pakistani police official, runs a YouTube channel 'Punjabi Lehar'. He has claimed to unite families divided during partition in 1947. His role is reportedly under investigation for possible links to the espionage network unearthed by Indian authorities. Asked whether Singh gave his laptop to Pakistani official Ehsan-ur-Rahim alias Danish, Dhupar denied it and said when Singh visited Pakistan, his laptop was examined for a routine security check. On May 13, India expelled Danish, who was posted at the Pakistan High Commission, for allegedly indulging in espionage. Jasbir Singh was allegedly found to be associated with a Pakistani Intelligence Operative (PIO). He was in contact with a Pakistan High Commission official who was recently expelled from New Delhi on charges of spying and had met Pakistan Army officials during one of his three visits to the neighbouring country, police had earlier said. He was allegedly in close contact with Jyoti Malhotra, who was earlier arrested by Haryana Police on espionage charges. Singh was found to be associated with Pakistani Intelligence Operative (PIO) Shakir, alias Jutt Randhawa. The accused had also travelled to Pakistan on three occasions including in 2020, 2021 and 2024, and came into direct contact with ISI officers, who subsequently cultivated and recruited him to carry out espionage activities within India, police had said. Investigations revealed that Singh attended the Pakistan National Day event in Delhi on Danish's invitation, where he met Pakistani Army officials and vloggers. After Jyoti Malhotra's arrest, accused Singh had attempted to erase all traces of his communications with these PIOs to avoid detection, police had said. The police had alleged that Singh was in touch with many Pakistan-based entities, including ISI agents and had been providing sensitive information about the movement of the Indian Army and other inside activities of the country to Pakistan.

'Pak' spy YouTuber Jasbir Singh's police custody extended by 2 days
A Mohali court on Saturday extended the police custody of Punjab-based YouTuber, Jasbir Singh Mahal, who was arrested for allegedly spying for Pakistan with links to the Jyoti Malhotra espionage case, by two YouTuber, who runs the channel "Jaan Mahal" with over 1.1 million subscribers, was produced before the court after his three-day police remand expired on Saturday. Police had sought a seven-day remand, but the court granted only two Singh (41), a resident of Mahlan village in Punjab's Rupnagar district, was first taken into custody by the State Special Operations Cell (SSOC), Mohali, based on actionable intelligence on Wednesday. Punjab Youtuber Jasbir Singh, who was arrested by the Punjab Police's State Special Operations Cell (SSOC), Mohali, for his alleged involvement in a Pakistan-backed espionage network, has been remanded to two more days of police custody by Mohali court. Singh was produced before the local court in Mohali on Saturday after his three-day police remand ended. The state police sought a seven-day remand but the court granted them two more days of custody, Singh's counsel said. He is the second content creator held in recent weeks in the investigation in which Haryana-based YouTuber Jyoti Malhotra was arrested earlier. Police Found 150 Pak Contacts From His Phone According to the police, the YouTuber had visited Pakistan six times and had around 150 contact numbers from the neighbouring country in his phone. After his arrest, Singh told the police during remand that he had given his laptop to a Pakistan intelligence officer for around an hour. Singh was in touch with Inter Services Intelligence (ISI) operative Danish alias Ehsan-ur-Rehman, who worked as a visa officer in the Pakistani embassy in Delhi. Singh also told the police that Danish had ordered some SIM cards from him. Investigations have revealed that Singh had attended the Pakistan National Day event in Delhi on Danish's invitation, where he met Pakistani Army officials and vloggers. The accused has also travelled to Pakistan on three occasions, including in 2020, 2021 and 2024, and came into direct contact with ISI officers, who subsequently cultivated and recruited him to carry out espionage activities within India. Earlier, Singh was found to be associated with Pakistan Intelligence Officer Shakir alias Jutt Randhawa. He also disclosed during police interrogation that former Pakistan cop Nasir Dhillon had introduced him to ISI officials in Lahore. Attempted Cover-Up By Jasbir Singh Following the arrest of Jyoti Malhotra, Jasbir Singh is believed to have attempted to erase traces of his links with ISI handlers. However, forensic examination of his digital devices uncovered communication with several Pakistani phone numbers. Punjab Police have arrested at least seven individuals in the case so far, including Falaksher Masih and Suraj Masih from Amritsar, Guzala and Yameen Mohamad from Malerkotla, and Sukhpreet Singh and Karanbir Singh from Gurdaspur. Espionage Network Busted In India The development comes as a series of revelations regarding Pakistani spy networks in India. Several Indians were arrested for allegedly spying for Pakistan including a CRPF personnel Moti Ram Jat from Rajasthan, a contractual health worker Sahdevsinh Gohil posted in the border district of Kutch, a YouTuber Jyoti Malhotra from Haryana who has several lakhs of subscribers. She was arrested in Haryana this month. She had travelled to Pakistan a number of times. Additionally, a Rajasthan government employee was detained in Jaisalmer on suspicion of espionage for Pakistan with sources saying he worked as an assistant to former Congress minister Shale Mohammad. Prior to this month's conflict, Pakistanis and Indians were able to travel to each other's countries, but it has long been very difficult to obtain visas due to government bureaucracy and historical mistrust. The relations between India and Pakistan hit rock bottom after the neighbouring country resorted to a terror attack in Kashmir's iconic Pahalgam, killing 26 innocent tourists on April 22. In response, India, on the intervening night of May 7 and 8, launched 'Operation Sindoor' against Pakistan and destroyed multiple terror targets there.
