A Richland child pornography arrest led to the rescue of two children 1,800 miles away, police said
Richland detectives connected Ryan 'Raine' D. Later's Twitter conversations about child pornography on Twitter with the alleged sexual abuse of two children in Oklahoma, according to a police Facebook post.
While the agency didn't explain how that happened, they did say Later's arrest in 2024 led to two children being rescued and a suspected abuser being arrested.
Later, 26, recently pleaded guilty to second-degree dealing in child pornography and three counts of possession of child pornography.
Judge Jackie Shea Brown recently sentenced Later to seven years in prison and three years of community custody — the maximum allowed under state law.
Southeast Regional Internet Crimes Against Children (ICAC) task force detectives started investigating a series of messages beginning in 2023 containing child pornography from Twitter users with the handles 'StormyFallsFall' and 'stormfallsdown.'
Both accounts were eventually tied to Later's Charter Communications account.
According to messages, Later said he had 'worse stuff' that he couldn't share through Twitter. He told the other user that it was 'natural to enjoy' the pornography.
He also told another user that he went to a local pool and watched children while pretending to be on his phone. He also shared fantasies about 'grooming' and raping children, court documents said.
He later claimed those conversations were taken out of context and were just 'role-play,' court documents said.
When police arrested him on Aug. 8, 2024, officers discovered 'numerous' pieces of child pornography on his phone.
Deputy Prosecutor Taylor Anderson congratulated the task force detective for his work, Richland police said.
The investigation took more time and effort than normal for a case involving a tip from an online company, Anderson said according to the Facebook post.
'Additionally, your continued efforts to identify and assist bringing the Oklahoma offender to justice demonstrates your commitment to the mission and goal of the ICAC task force,' she said in a post on the police Facebook page.
'Your work on both fronts reflects the dedication and determination that allows (the) ICAC task force to protect children and hold offenders accountable.'

Motorists in Philippine capital targeted by imposter website

"Check your plate or licence if you have a violation, just click the link," reads a Tagalog-language Facebook post shared on May 26, 2025. The link takes users to a website that will bring up any traffic violations associated with their driving licence or vehicle registration. A screenshot of the website is attached to the post. It bears the logo of the Metro Manila Development Authority (MMDA) -- the government agency managing traffic in the Philippine capital -- and includes the text "No Contact Apprehension Program". The post circulated on the same day the MMDA resumed its "no contact apprehension policy" along major thoroughfares in the capital after the Supreme Court halted it in 2022 (archived here and here). Under the policy, drivers caught committing a traffic violation on camera will be sent proof of the infringement through the mail and be required to pay a fine (archived link). They may also file an appeal online or at the MMDA office. Similar posts were shared elsewhere on Facebook, with some users including screenshots claiming the website showed they had "no violations recorded". The link included in the circulating posts, however, does not direct users to a genuine MMDA website. The URL of the imposter website has been formulated to make it appear as if it were a genuine MMDA page (archived link). The imposter website also erroneously refers to the MMDA scheme as a "program" rather than a "policy" (archived link). The MMDA denied any affiliation with the circulating link in a May 26 post on its verified X account (archived link). "Avoid posting and sharing this link to avoid causing confusion. Avoid using the website and do not type your license plate here," the statement read. The agency added that the official website regarding the NCAP is "currently being prepared" and advised motorists to directly reach out to check their record. A representative from the MMDA separately told AFP that official announcements are made on their verified X account (archived link).

Little River shooting suspect was a member of the U.S. Navy, commander confirms

CONWAY, S.C. (WBTW) — It's been more than a week since a gunman opened fire at a chartered party boat in Little River during Memorial Day Weekend, injuring at least 11 people. More details have been released about the 19-year-old suspect arrested states away. U.S. Navy Records confirm Shawon Shamarion Williams, who was arrested outside the Great Lakes Naval Base in Lake County, Illinois, was a member of the Navy, and had enlisted on June 6, 2023. According to public Facebook posts from his mother, Jacklyn Bellamy, Williams enlisted just days after graduating from North Myrtle Beach High School. Commander Jessica L. McNulty, spokesperson for the U.S. Navy Bureau of Medicine and Surgery, released the following statement to WBTW reporters: 'We can confirm that Hull Maintenance Technician Seaman (HTSN) Shawon Williams, assigned to Navy Medicine Readiness and Training Command Great Lakes, was arrested by the Naval Criminal Investigative Service on May 29, 2025. NCIS transferred custody of this Sailor to local authorities.' As of Monday morning, Williams is awaiting transportation from the Lake County Jail to the Jay Reuben Long Detention Facility, according to Deputy Chief Christopher Covelli of the Lake County Sheriff's Office. Williams's mother, Bellamy hosted the party where the shooting occurred. Her Facebook page says she is from Longs. WBTW reporters found an address listed under her name on public records, but nobody was home, and it looked like nobody had been for a long time. WBTW reporters have been attempting to contact Bellamy since Thursday, when she told reporters in regards to her son, 'He is innocent, that's all.' The Horry County Police Department said more arrests could be made in connection with the shooting. * * * Shelby Martin is a multimedia journalist who joined the News13 team in May 2025.
