KN Puttegowda, Bengaluru civic agency's legal bulwark for 40 years, dies

Bengaluru: Senior advocate KN Puttegowda, the man behind BBMP's successful legal defence of public assets worth crores, passed away at his Bengaluru residence after a long battle with motor neuron disease (MND).

He was 69.
As per his wishes, his family has decided to donate his body to Adichunchanagiri Hospital for medical research and to aid the visually impaired.
For nearly four decades, Puttegowda was BBMP's legal bulwark, handling over 8,000 cases since 1986, many involving high-stakes public interest litigations and lake encroachments. His courtroom advocacy helped BBMP retain key parcels of land across Bengaluru, including the Dasarahalli Lake near Magadi Road (now Dr Ambedkar Stadium), 8 acres in Milk Colony (Malleswaram), Byrasandra Lake, and open spaces at BTM Layout and Coffee Board Layout.
Many of these lands were later turned into public parks.
In the final chapter of his life, Puttegowda fought a different kind of battle—against silence and apathy. Diagnosed with MND in 2022, he gradually lost his ability to speak and move, surviving on supplements, round-the-clock nursing care, and Rs 2 lakh per month in medical expenses. Yet BBMP, to whom he dedicated his legal acumen for 38 years, failed to pay Rs 35 lakh in dues pending since 2014.
Despite appeals to DyCM DK Shivakumar and the then BBMP chief commissioner Tushar Giri Nath, there was no response—except for a one-time Rs 10 lakh payment when he was hospitalised.
Puttegowda used to charge a modest: Rs 15,000 per case, totalling Rs 35 lakh. When his health deteriorated, he appealed to the BBMP: "The govt gives Rs 25 lakh compensation to suicide victims. I protected public lands worth crores. My health declined due to overwork.

My case deserves special consideration."
A champion of public causes, Puttegowda also took bold stances outside the courtroom. In 2008, as president of the Advocates Association, he led a boycott against the chief justice of the state high court over corruption allegations—an act of rare defiance that led to the chief justice's transfer and resignation, following a Supreme Court intervention.
Former law minister Suresh Kumar, his ex-classmate and close friend since 1981, recalled: "One of us became a minister, the other became the greatest advocate the city has ever seen.
Bengaluru owes a great deal to him."
His autobiography, Mareyuva Munna' (before forgetting), details his life's work, legal victories, and his commitment to justice.
He raised his daughters with discipline and self-reliance. "Even if he gave us Rs 10, he asked for Re 1 back," said his daughter Kavya. His wife added, "We barely went on vacations. He was always working, outside home, fighting someone's battle."

As discussions around the 8th Pay Commission continue among central government employees and pensioners, reports suggest that its implementation is likely to be delayed from the earlier expected date of January 1, 2026. Now, one key question is drawing attention: Will those retiring on or after January 1, 2026, still benefit if the pay commission's recommendations are delayed? 8th Pay Commission: What's The Status? The 8th Central Pay Commission, which will review and revise the salary structure, allowances, and pensions of over 50 lakh central government employees and around 65 lakh pensioners, was announced by the central government in January 2025. Its terms of reference (ToR) and members have not been finalised yet. However, last month, the government issued a circular informing that various vacancies, around 35 posts, will be filled on a deputation basis for the 8th Pay Commission. Pay commissions are typically constituted every 10 years, with the last (7th Pay Commission) being implemented from January 1, 2016. Its term is coming to an end on December 31, 2025. As its chairman, members and ToR have not been finalised yet, widespread expectations point to delay in its implementation to late 2026 or early 2027, against the expected timeline of January 1, 2026. Why Is It Getting Delayed? There has been no formal communication from the Ministry of Finance or the Department of Expenditure on the timeline. However, delays could be attributed to fiscal considerations and alternative pay adjustment mechanisms like the Aykroyd formula and inflation-linked increments, though they have not replaced the need for a full-fledged commission. Yes, if the commission's recommendations are implemented with a retrospective date (as in the past), those retiring after January 1, 2026, will receive revised pension and salary arrears. For example, when the 7th Pay Commission was implemented in 2016, many beneficiaries received arrears for months before the actual rollout date. What Kind of Salary Hike Is Expected? While official figures are yet to emerge, analysts and employee unions speculate that the minimum basic pay may increase from Rs 18,000 to Rs 26,000, representing a hike of around 40-44 per cent. According to several reports, the fitment factor, a key multiplier for revising salaries, could be 1.96 in the 8th pay commission, although this remains unconfirmed. If the fitment factor is 1.92, then Level 1 government employees may see a salary jump of around Rs 15,000 per month, which is about a 40% increase in take-home pay under the 8th Pay Commission. VARANASI: The Chief Judicial Magistrate (MP-MLA) court in Mau district on Saturday awarded two years imprisonment to Suheldev Bhartiya Samaj Party MLA and dead mafia don Mukhtar Ansari's son Annas Ansari in 2022 case of `Hisab-kitab' hate speech. The CJM (MP-MLA) Krishna Pratap Singh sentenced a maximum of two years imprisonment under Section 506 IPC and a fine of Rs 3000, along with smaller jail terms in different sections of the case. Abbas was physically present in court when the court initially found guilty and convicted him. In view of his arrival tight security arrangements were made in and around the court campus. While contesting 2022 assembly polls from Mau Sadar seat as SP-SBSP alliance candidate Ansari had allegedly threatened officials from a public meeting dais in Paharpur area on March 3, 2022 night by stating, 'After formation of SP-led government, the officials would have to give 'hisab-kitab' (account) of their work of the past regime before getting transferred.' The video clips of the speech of Abbas delivered at Paharpur area started getting viral in social media from March 3 late night. In this video, Abbas could be seen stating, 'Before leaving Lucknow for contesting Mau I had a detailed talk with Akhilesh Bhaiyya (SP supremo Akhilesh Yadav) when I said that don't issue transfer list of officers for six months after formation of government. The officers will first give the account of their work before their transfer certificates are signed. Later, after taking legal opinion more sections, including 153A (promoting enmity between different groups on grounds of religion, race), 186 (voluntarily obstructs any public servant in the discharge of his public functions), 189 (Threatening a public servant with injury to him) and 120B (criminal conspiracy) were added by police in this case. After examining the report of Mau officials, the ECI had imposed a 24 hours ban on campaigning by Abbas. On April 19 bail application of Abbas had been rejected by chief judicial magistrate (MP-MLA) of Mau Shweta Chaudhary.
