Shri Guru Gobind Singh Tricentenary (SGT) University, Gurugram, in partnership with Rambhau Mhalgi Prabodhini (RMP), Chandragupt Institute of Management Patna (CIMP), and the Public Policy Research Centre (PPRC), co-hosted a one-day national seminar titled 'Bihar Leads the Rising East' at the CIMP Campus in Patna. This landmark event aimed to bring together stakeholders from governance, academia, and civil society to reflect on Bihar's development journey and chart new directions for its inclusive development.

The seminar was conceptualized under the leadership of Shri Ram Bahadur Rai, Chancellor, SGT University, and Dr. Vinay Sahasrabuddhe, Former Member, Rajya Sabha, and Vice-Chairman, RMP. The event provides a platform for in-depth discussions on Bihar's economic resurgence, governance models, rural development, and future policy frameworks.
The introductory address was given by Dr. Vinay Sahasrabuddhe, who said that 'Bihar today is emerging not just as a symbol of cultural pride but as the capital of aspirational progress. Institutions beyond Bihar, including SGT University, PPRC, and RMP, must collaborate to analyze the Purvodaya model and accelerate development in the eastern states. To realize the vision of 'Ek Bharat, Shreshtha Bharat,' we must document Bihar's success stories and share its best practices across the nation.'
Shri Samrat Choudhary, Deputy Chief Minister of Bihar, spoke on the tremendous progress the state is making and will continue to make. 'Bihar is witnessing a historic transformation, where once no new medical colleges or universities came up for decades; today we proudly have 32 universities and a budget of Rs. 3.17 lakh crore. With Vikramshila University set for revival and land already allotted, we are reclaiming our legacy and building a stronger future for our youth.'
Also, part of the start of the event was an address by Prof. (Dr.) Hemant Verma, Vice Chancellor, SGT University, who emphasized the importance of collaboration for development. 'Bihar has long been a cradle of intellectual tradition, from Nalanda to Takshashila. As development increasingly pivots toward the eastern states, universities must move beyond academics to engage with public policy, governance, and field-based research. Today's youth seek more than degrees, they want to understand and influence policies,' he said.
The seminar featured three thematic sessions that explored innovation and impact stories from Bihar, evaluated the implementation of central policies in the state, and envisioned a roadmap for Viksit Bihar @ 2047. Policy insights and success stories were shared by dignitaries including Shri Harivansh Narayan Singh, Deputy Chairman, Rajya Sabha; Shri B.V.R. Subrahmanyam, CEO, NITI Aayog; Shri Nitish Mishra, Industrial Minister, Bihar; and Shri Arjun Ram Meghwal, Union Minister of Law and Justice, Government of India.
The Valedictory Session was presided over by Shri Arif Mohammad Khan, Governor of Bihar, as the Chief Guest. In his key address, he talked about the vision of progress that he had for this state. 'Today, I see Bihar beginning to write its own story of transformation. The roads that once took two hours to travel now take just 45 minutes. The change is visible not just in our infrastructure but also in our spirit. Women, who were once under-represented in public service, are now stepping forward in greater numbers to serve in the police and other sectors. These may seem like scattered signs, but together they mark the dawn of a new Bihar.' The last session also included the ceremonial release of the report titled 'Bihar: BIMARU to Behtar.'

It has been exactly four years since Ashish Lata Ramgobin, the great-granddaughter of Mahatma Gandhi, was sentenced to seven years in jail. She was found guilty in a Rs 3.22 crore fraud and forgery case by the Durban Specialised Commercial Crime Court. While it has been a long time since the trial took place, the case has once again resurfaced online, grabbing unexpected attention because of Oscar-winning composer Hans Zimmer. But where's the catch? Zimmer recently took to his Instagram stories and launched a scathing remark on US President Donald Trump. Claiming that the Trump administration is likely to plant violent participants during peaceful protests, Zimmer urged the protesters to follow non-violent methods and sit down on the ground. In the post, the music producer made reference to Gandhi, urging protestors to demonstrate non-violence and maintain peace despite the President's attempts to hamper the situation. In line with this post, the story of Mahatma Gandhi's great-granddaughter has been making headlines. The Case Of Mahatma Gandhi's Great-Granddaughter Daughter of noted human rights activist Ela Gandhi and late Mewa Ramgovind, Lata Ramgobin was accused of duping a businessman named SR Maharaj, who provided her with an advance of Rs 3.22 million for allegedly clearing import and customs duties for a non-existent consignment from India. He was also promised to share the profits. It was informed that Lata Ramgobin met Maharaj, the director of New Africa Alliance Footwear Distributors, in August 2015. His company was engaged in importing, manufacturing, and selling clothing, linen, and footwear, further also providing finance to other companies on a profit share basis. After the trial began in 2015, Brigadier Hangwani Mulaudzi of the National Prosecuting Authority (NPA) stated that Lata forged the invoice and the documents to convince potential investors about three containers of linens being shipped from India. Speaking on the case, NPA spokesperson Natasha Kara told PTI that Lata was experiencing financial difficulties in paying for import costs and customs, and she needed the money to clear the goods and the harbour. 'She advised him (Maharaj) that she needed the money. To convince him, she showed him what she claimed was a signed purchase order for the goods. Later that month, she sent time what seemed to be a NetCare invoice and delivery note as proof that the goods were delivered and payment was imminent," she added, further stating that Lata had just sent him a payment confirmation leading to an agreement for a loan; however, Maharaj ended up filing criminal charges after he found a document were fake and NetCare had no arrangements with her. During the hearing, Lata was also refused permission to appeal both the conviction and the sentence by the court. Lata Ramgobin was the founder and executive director of the Participative Development Initiative at the NGO International Centre for Non-Violence and was like many other descendants of Gandhi who are also human rights activists. WBSSC job case: Calcutta HC reserves verdict on petition challenging Bengal govt stipend for non-teaching staff
Kolkata: The Calcutta High Court on Friday concluded the hearing on a petition challenging the West Bengal government notification for a monthly stipend to be paid to non-teaching staff, under Group-C and Group-D categories, who lost their jobs in state-run schools in the state following a Supreme Court order, and reserved its verdict. The counsels for both the petitioners and the state government submitted their closing remarks before the single-judge bench of Justice Amrita Sinha, who then reserved the judgment. The state government counsel, in his closing remarks, questioned the interest of the petitioners in blocking the stipend for the job-losing non-teaching staff. The counsel for the petitioner, in his counter-argument, claimed that since the stipend is being paid from the state government exchequer constituted by public money, anyone has the right to seek justification behind how that money is spent. During the previous hearing in the matter on June 9, Justice Sinha raised questions on the basis of the calculations on which stipend amounts for Group-C and Group-D staff were determined. At the same time, she also questioned whether there had been instances in the past of the state government paying stipends to job-losing state government employees. She also questioned what the state government would get in return from those job-losing non-teaching staff against the stipend paid to them. Last month, the West Bengal government issued a notification announcing the new scheme under the state Labour Department. Under the "West Bengal Livelihood and Special Security Interim Scheme', the job-losing Group-C staff would be entitled to a monthly stipend of Rs 25,000, while those in the Group D category would be entitled to Rs 20,000 monthly. Announcing the launch of the scheme, Chief Minister Mamata Banerjee said that the scheme was planned under the state Labour Department because of the tendencies of some people and vested interests to file public interest litigations at the Calcutta High Court against any decision of the state government. However, with three successive petitions being filed at the Calcutta High Court, the state government's desire to avoid a legal battle over the scheme was not fulfilled. On April 3, the Supreme Court upheld the Calcutta High Court order that annulled 25,753 school appointments made through the WBSSC, observing that the panel had to be scrapped entirely due to the authorities' failure to distinguish between "tainted" and "untainted" candidates. The state government and the WBSSC have since filed review petitions in the Supreme Court seeking reconsideration of the order.

Naidu rolls out ‘Thalliki Vandanam', expanding Jagan's Amma Vodi scheme. 24 lakh more students covered
Though Naidu's Thalliki Vandanam (meaning 'salutation to mother' in Telugu) promise was inspired and a recreation of YSRCP chief Jagan Mohan Reddy's Amma Vodi (mother's lap) scheme, it is an upgrade, expanding the ambit and number of beneficiaries of the aid. 'Thalliki Vandanam' was one of the 'Super Six' guarantees in the manifesto of the Telugu Desam Party-Jana Sena Party (TDP-JSP), which helped the combine, in alliance with the BJP, win the state elections in a landslide victory against the YSR Congress Party last year. Hyderabad: Starting its second year in power in Andhra Pradesh, the Chandrababu Naidu government has initiated disbursal of the much-awaited Rs 15,000 financial assistance per annum per child to 42.69 lakh eligible mothers sending their children to school. Unlike Amma Vodi assistance limited to one child per mother during Jagan's rule, Thalliki Vandanam aid is being given regardless of the number of school-going children in an eligible family. 'Our promise was that no matter how many children a family has, every student would receive Thalliki Vandanam support, and today we have kept our word, as the NDA (National Democratic Alliance) government marks its first year,' Chief Minister Chandrababu Naidu told reporters at the first anniversary event Thursday in Amaravati. Thus, while 42.61 lakh students were covered earlier under Jagan's scheme, the coverage now is 67.27 lakh—an increase of 24.66 lakh beneficiaries. Though an electoral assurance, Thalliki Vandanam financial aid to all children in a family under the welfare programme is seen as part of Naidu's mission to maintain or improve the demographic dividend, even as fertility rates dip in Andhra Pradesh. Of the 67.27 lakh beneficiaries, 29.82 lakh are from Backward Classes, 11.76 lakh Scheduled Castes, 4.26 lakh Scheduled Tribes, 66,500 from minority communities, and 8.44 lakh from 'Economically Backward Classes'. 'This is a step toward demographic equity,' Naidu said, noting that there are 18,55,760 families with one child, 29,10,644 with two, 6,32,052 with three, and 80,212 with four children. 'Across South India, population is declining. Once, parents with more than two children were disqualified from contesting in local body elections. Now, with fewer than two children becoming common, such disqualifications have become superfluous,' Naidu added. Both Amma Vodi and Thalliki Vandanam are direct benefit transfer (DBT) schemes, in which funds are credited directly to the accounts of mothers or recognised guardians of children. However, much like under Jagan, Rs 2,000 out of every Rs 15,000 per student will be deducted at source from the beneficiary and utilised for the overall development of the education ecosystem, i.e. towards schools infra maintenance, hygiene/sanitation, etc. 'While the YRSCP disbursed Rs 5,540 crore annually to beneficiaries, we are allocating Rs 8,745 crore, which is Rs 3,205 crore more,' said Naidu, as all necessary government orders were issued from the school education department Thursday, the first anniversary of his fourth term in office. Overall, under the scheme, Rs 10,091 crore will be spent this year, of which Rs 1,346 crore will go towards improving school infrastructure. The scheme is applicable from Classes I to XII (i.e., including intermediate education) in all recognised government, private aided and private unaided schools and junior colleges, including residential institutions, in Andhra Pradesh from the 2025-26 academic year. Apart from the weak financial status of families, eligibility criteria include 75 percent attendance in the previous academic year. The scheme was not implemented in the previous academic year, though, prompting YSRCP to accuse Naidu of reneging on his 'Super Six' promises in the first year of governance itself. On Thursday, YSRCP MLA Tatiparthi Chandrasekhar termed the ruling coalition's one year governance as authoritarian and deceptive. Speaking to reporters at YSRCP central office at Tadepalli, Tatiparthi accused Naidu of 'betraying' Andhra Pradesh's people with unfulfilled 'Super Six' promises. 'Naidu's rule is a saga of deceit and broken promises.' He said the Thalliki Vandanam scheme covered only 67.27 lakh of 87.41 lakh eligible mothers, 'short-changing them by Rs 5,000 crore'. He also disapproved of the deduction of Rs 2,000 at source.
