Bengaluru electricity board makes smart meters mandatory for new rural connections from July 1

According to a statement released by BESCOM, the initiative to roll out smart meters began in Bengaluru and other urban areas under its control on February 15, 2025. With this latest announcement, the utility is now expanding the programme to cover its rural regions as well.
Consumers applying for new or short-term electricity connections in rural areas will be required to purchase smart meters from BESCOM-authorised outlets before completing the connection process.
The company clarified that this shift aligns with KERC's official guidelines issued on March 6, 2024, and that smart meter implementation has been proceeding in a phased manner since then.

Unlike conventional meters, smart meters come equipped with GPRS or RF-based communication systems, enabling them to transmit real-time usage data through cloud and server connections. Powered by Advanced Metering Infrastructure (AMI), the devices allow seamless two-way communication between BESCOM and consumers.
Smart meters also offer significant advantages for end users. Through a dedicated mobile application, consumers can track their electricity usage, voltage levels, and power factor in real time. Prepaid functionalities allow users to recharge for a specific duration, providing greater control over consumption. In case of disconnection due to non-payment, power can be instantly restored upon bill settlement.
Additionally, BESCOM is gearing up to introduce a new digital platform to improve transparency and responsiveness in handling consumer complaints. This portal, aimed at strengthening the grievance redressal system, was first announced in May by BESCOM Managing Director N Sivashankar during a workshop held in collaboration with KERC and members of the Consumer Grievance Redressal Forum (CGRF) at the KEB Engineers Association Hall.

This comes after the Income Tax Department conducted surveys from July 28 to 30 at multiple locations connected to George and real estate tycoon Jitu Virwani of the Embassy Group, including Golflinks Software Park Private Limited in Bengaluru. KJ George Issues Statement: In view of the misinformation being circulated regarding myself and the companies under my chairmanship, purportedly in connection with the #SmartMeterInitiative and the #EnergyDepartment of the Government of Karnataka, we wish to issue the following clarification: The recent interaction with the #IncomeTax Department was a routine regulatory exercise solely pertaining to the verification of our companies' income tax filings. There is no connection whatsoever to any government project or department, including the #SmartMeter program or the #EnergyDepartment. Our teams extended full cooperation to the authorities during this scheduled compliance review, consistent with our long-standing commitment to transparency and adherence to the law. We categorically reject and strongly refute any speculative or misleading claims suggesting otherwise. We urge all concerned to exercise discretion and refrain from spreading or endorsing baseless allegations. BJP's Allegation: To recall, in March this year, the Bharatiya Janata Party alleged a massive Rs 15,568 crore scam in Karnataka's smart meter procurement process. The saffron camp accused the Siddaramaiah-led Congress government of favouritism and irregularities in the tendering process. Echoing this stance, Golflinks Software Park clarified in an official statement that the survey conducted under Section 133A of the Income Tax Act was routine in nature and 'has no connection to public officials, state government departments, BESCOM contracts, or smart meter-related matters.'

Diplomats from over 60 countries — including the US, UK, Finland, Australia, Japan, Argentina, Vietnam and Sri Lanka — engaged with Karnataka's top political and administrative brass during a closed-door session. The event is part of the state's Global Innovation Alliance (GIA) initiative, launched in 2017, which now spans 35 nations.
