Saudi ACWA Power secures $2.29 bln deal for major wind energy project in Egypt - Energy

Leading Saudi energy company ACWA Power has secured a power purchase agreement (PPA) with the state-run Egyptian Electricity Transmission Company (EETC) for a major wind energy project in Egypt's south Hurghada, with a total investment of 8.6 billion Saudi riyals (approximately $2.29 billion).
The Saudi company will invest in a 2 GW wind farm, the largest in Egypt.
Saudi Minister of Energy Prince Abdulaziz bin Salman announced this during the Egypt Energy Show 2025, highlighting the project's significance for Egypt's renewable energy future.
According to a statement by the company on the Saudi Trade Exchange, the deal signed on Monday allows the company to "develop, finance, construct, own, and operate" the power plant for 25 years.
In addition, Saudi companies, including ACWA Power, Alfanar, FAS, and MOWAH, have launched five renewable energy projects in Egypt.
Together, these projects will contribute 1.696 GW of renewable capacity, with an investment totalling nearly SAR 6.2 billion (approximately $1.6 billion).
Prince Abdulaziz also highlighted the progress made in the SAR 6.7 billion (approximately $1.8 billion) Saudi-Egypt Electricity Interconnection Project.
"This initiative, set to be the largest of its kind in the region, will enable the exchange of 3,000 megawatts (MW) between Saudi Arabia and Egypt once completed in two phases," he said.
These developments underline the growing cooperation between Saudi Arabia and Egypt in advancing renewable energy solutions across the region.
In December, ACWA Power announced that it had successfully concluded financing agreements for its 1,100-megawatt wind power project in Egypt's Suez Governorate. The agreements, which are set over a 20-year period, total SAR 2.6 billion ($700 millions)
The overall investment for the project stands at SAR 4.13 billion ($1.1 billion), with ACWA Power holding a 70 percent share in the development.
ACWA Power has partnered with several development financial institutions to secure the financing needed.
These institutions include the European Bank for Reconstruction and Development, the African Development Bank, the British International Investment, the German Investment and Development Corporation, the OPEC Fund for International Development, and the Arab Petroleum Investments Corporation.
Standard Chartered Bank and Arab Bank have provided the project's core debt financing, which the European Bank for Reconstruction and Development has facilitated.

Al-Mashat, Minister of Planning, Economic Development and International Cooperation, announced Egypt's selection among 7 countries out of 26 applicants to benefit from the Climate Investment Funds (CIF) Industrial Decarbonization Program. This program is the first global development financing initiative dedicated to reducing harmful emissions in the industrial sector of developing countries, with a value of $1 billion. Dr. Al-Mashat pointed out that the Ministry of Planning, Economic Development and International Cooperation, in its role of fostering economic relations with international institutions and development partners, submitted Egypt's proposal in collaboration with the European Bank for Reconstruction and Development (EBRD), the World Bank, the International Finance Corporation (IFC), and the African Development Bank (AfDB). This submission was based on Egypt's ambitious vision for transitioning to a green economy, reducing emissions, robust institutional capabilities, and the active participation of both domestic and foreign private sectors, particularly through development financing. Minister Al-Mashat added that Egypt's selection among the 7 countries underscores the international community's confidence in the national strategies and efforts exerted to enhance climate action. This selection also represents a significant step towards boosting the competitiveness of the Egyptian economy and attracting more climate investments. She highlighted that the Egyptian government is working to integrate national policies and development goals with climate objectives, aiming to advance the implementation of green transformation-incentivizing policies in cooperation with international institutions. Dr. Al-Mashat emphasized that Egypt has intensified its climate action efforts, particularly since hosting COP27 in November 2022. During this conference, Egypt launched the "NWFE" program country platform, a pioneering initiative that has received unprecedented international support and continuous commendations for its role in encouraging climate investments through partnerships among the government, international institutions, and the private sector. The CIF confirmed that the 7 selected countries (Egypt, Brazil, Mexico, Namibia, South Africa, Turkey, and Uzbekistan) were chosen based on an independent expert team's assessment. The program aims to support low-emission industrial transformation and create green jobs, thereby enhancing the long-term economic competitiveness of participating countries and qualifying them to benefit from the global market for eco-friendly goods, which is projected to reach $2 trillion by 2030. This program is part of the Clean Technology Fund (CTF) under the CIF, which has a total value of $9 billion. It leverages the CIF's private capital mobilization mechanism, which is the first of its kind in mobilizing private capital to support countries' sustainable, inclusive, and resilient development priorities. Tariye Gbadegesin, CEO of the Climate Investment Funds (CIF), stated, "The global race to decarbonize the industrial sector has begun, and emerging markets are leading the way. Decarbonizing industry is not just about cutting emissions, it is also about securing long-term prosperity and future jobs. It is vital to produce the low-carbon industrial inputs the world urgently needs to scale renewable energy capacity and power the global economy." It is worth noting that in November 2022, during the COP27 climate conference in Sharm El Sheikh, H.E. Dr. Rania Al-Mashat announced that Egypt's bid ranked first among countries in the North Africa and Europe region in the CIF's Nature, People, and Climate Investment initiative. Through this initiative, CIF provides $500 million in support for implementing projects in developing member countries. Technical discussions are underway between the Ministry, relevant entities, and CIF to leverage this initiative by funding a number of projects under the "NWFE" program in areas such as climate-smart agriculture, agribusiness and agricultural finance, coastal ecosystem restoration, and stimulating private sector participation as a common pillar. The seven selected countries are expected to collaborate with multilateral development banks and private sector partners to develop investment plans for approval by the CIF board. These plans will enable countries to access highly concessional financing to scale up the adoption of clean technologies, such as green hydrogen and low-carbon industries, to achieve a global energy transition. The program provides developing countries with access to development financing, attracts investments for climate transformation projects, and creates green job opportunities. This program is part of the Clean Technology Fund (CTF) under the Climate Investment Funds (CIF), which has a total value of $9 billion. It relies on the fund's private capital market mechanism, which is the first of its kind in mobilizing private capital to support countries' sustainable, inclusive, and resilient development priorities. Jun 13, 2025 VenueX, a Turkiye-based AI startup focused on retail marketing automation, has raised $1.2 million in a bridge investment round to support its expansion into the Middle East and North Africa. The round was led by Singapore's Orbit Startups, with participation from Re-Pie, Akkök, and Akyasam. Founded in 2022, VenueX launched its unified digital advertising platform in April 2024, and has since onboarded 25 paying clients. The platform helps retail brands connect their digital advertising spend to in-store sales using AI agents that analyse budgets, inventory, and customer behaviour in real time. The aim is to create data-informed, automated campaigns that minimise manual oversight. With the new capital, VenueX plans to establish offices in Dubai and Riyadh, build local sales and market teams, and scale its partnerships across Turkiye. The company also intends to grow its internal teams in growth, data science, and business development, while continuing to evolve its platform into a fully autonomous marketing solution. Current development goals include enhancing AI agents for inventory optimisation, creative generation, and customer segmentation. VenueX's expansion comes amid rising regional demand for AI-driven retail tools that can bridge online customer acquisition with offline conversion—particularly in digitally transforming markets like the UAE and Saudi Arabia.

The council will be jointly chaired by President El-Sisi and Saudi Crown Prince and Prime Minister Mohammed bin Salman. Egyptian President Abdel Fattah El-Sisi has officially approved the formation of the Egyptian-Saudi High Coordination Council, marking a new phase of institutionalised cooperation between Cairo and Riyadh. The move follows Presidential Decree No. 55 of 2025 and reflects the longstanding historical and strategic relations between the two nations. The council, agreed upon by both governments, will be jointly chaired by President El-Sisi and Saudi Crown Prince and Prime Minister Mohammed bin Salman. It will comprise ministers and senior officials from both sides, representing key sectors relevant to the council's mission. Each side will appoint a secretary responsible for coordination and implementation, ensuring streamlined communication and execution of council duties. The council's objectives include strengthening bilateral cooperation across a wide range of sectors—political, security, economic, trade, investment, education, health, agriculture, environment, culture, industry, technology, communications, transport, digital cooperation, infrastructure, and energy. Meetings will be held regularly on a rotating basis between Egypt and Saudi Arabia, with the flexibility to convene extraordinary sessions when needed. Supporting preparatory committees may also be formed to advance the council's work. The council's framework includes a joint governance mechanism developed by both secretaries, outlining the structure, roles, and coordination protocols. This will be subject to approval by the two heads of state, ensuring strategic alignment and operational clarity.
