Parliamentary committee tables bullying statement next Thursday

KUALA LUMPUR: The Parliamentary Select Committee on Women, Children and Community Development will table a statement on school bullying next Thursday.
This follows a briefing session held today with various ministries and non-governmental organisations.
Committee chairperson Yeo Bee Yin confirmed the statement would summarise recommendations from the hearing.
The hearing involved the Ministry of Education and the Ministry of Women, Family and Community Development.
The Ministry of Home Affairs and various NGOs and activists also participated.
Yeo highlighted the most important recommendation from today's briefing.
She said all NGOs and activists want a national child-friendly bullying complaints portal.
She explained that current systems like Talian Kasih lack sufficient child-friendly features.
The existing platforms are not ideal especially regarding direct communication or chat functions.
Yeo stated the committee will push for a complaint system more suitable for children.
She spoke to media after a special briefing programme on Tackling Bullying in Schools.
The event took place at Parliament with Members of Parliament today.
Yeo also welcomed government efforts to examine an Anti-Bullying Act.
This proposed legislation emphasises establishing a tribunal for bullying cases.
The tribunal would specifically hear cases involving students and children.
She stressed the need for a comprehensive approach beyond just discipline.
Yeo noted that bullying victims can become bullies without proper emotional support.
She said the act must balance disciplinary enforcement with emotional support provision.
Human Rights Commission of Malaysia children commissioner Dr Farah Nini Dusuki provided additional input.
She recommended against appointing teachers as dormitory wardens.
This ensures effectiveness in student management and teaching continuity.
Dr Farah stated teachers already shoulder various school responsibilities.
The additional warden role creates great pressure on their work quality.
This is particularly true when they must leave class to resolve student conflicts.
She explained that leaving class disrupts the entire teaching process.
Dr Farah urged authorities to avoid appointing wardens from among teachers.
She suggested finding warden candidates from outside the teaching staff.
She proposed specific leeway for any teachers taking warden roles.
This includes reduced workload and increased allowance for those responsibilities.
Dr Farah emphasised the critical need for background screening and psychometric tests.
These measures ensure wardens are suitable to work with children.
She stated that anyone dealing with children must undergo suitability screening.
This prevents individuals with records of misbehaviour from working with children. - Bernama

'This programme is also in line with the Education Ministry's 'Reformasi@Sekolah' agenda, which emphasises support, accountability and strategic cooperation between schools, local communities and enforcement agencies,' he told reporters today. Rahmad confirmed that 'the G.A.M.A programme launch would be held at SM Sains Muzaffar Syah on Wednesday (Aug 27)'. He announced that 'sterner action would be taken against students involved in the bullying case at a boarding school in Melaka, including the possibility of expulsion'. He clarified that although 'the case, which was detected in Melaka recently, did not involve physical contact but in the form of mockery, sarcasm and punishment, it is still categorised as bullying and will not be taken lightly'. 'We have instructed JPN to conduct a thorough investigation into the recent bullying case and ensure appropriate action is taken against the students involved.' 'I hope that such stricter action will be a lesson so that bullying cases will not recur. I also call on students not to be involved in bullying but, instead, help one another,' he said. – Bernama

KUALA LUMPUR: DAP advisor Lim Guan Eng has filed a defamation suit against former Umno lawmaker Datuk Seri Tajuddin Abdul Rahman over remarks he made in a media interview three years ago. The Bagan member of parliament filed the lawsuit via Messrs. Guok Partnership by naming the former Pasir Salak MP as the sole defendant at the High Court here today. According to the statement of claim, Lim alleged that Tajuddin, a former Umno supreme council member, had uttered the remarks during a media interview discussing on the 15th general election on Oct 18, 2022. The plaintiff claimed the statements were published and aired through official portals of Malay daily Sinar Harian, several news portals, and communicated widely through the internet and social medias. "The defamatory statements were made with a view of painting a bad picture against the plaintiff as a politician who was racist, anti-Malay, anti-Muslim, and insensitive to Malays, among others. "The defamatory statements made by the defendant was also intended to inflame the hatred and contempt the Malay and Muslim voters towards the plaintiff. "The conduct of the defendant in issuing and publishing the defamatory statements were indeed malicious and with mala fide intent," claimed the plaintiff. Lim claimed that the remarks painted him as an incompetent minister who had carried out his duties recklessly. He further alleged that the statement suggested he had abused his position by purportedly dismissing Malay civil servants serving in the Finance Ministry at the time. "The impugned statements also depict the plaintiff as a racist and practices racial discrimination against the Malay civil servants and destroyed the racial harmony by practicing race-based policies and discriminated other races over his own race. "On Nov 4, 2022, the plaintiff issued a letter of demand to the defendant demanding for an unconditional apology and RM2 million for damages. "However, the defendant refused to respond to or comply with the plaintiff's letter of demand," he claimed. Lim is seeking Tajuddin to issue an apology via all newspapers in this country including online portal as well as retraction of all the impugned statements. He is also seeking general, aggravated and punitive damages.

MELAKA, Aug 21 (Bernama) -- The Melaka government, through the State Education Department (JPN), will launch the Anti-Bullying Movement for Boarding School Students (G.A.M.A) Programme next week in a bid for a safer and bully-free environment in boarding schools. State Education, Higher Education and Religious Affairs Committee chairman Datuk Rahmad Mariman described the programme as a strategic initiative and added value to the 2019 formation of the Melaka Anti-Bullying Task Force, whose role is to combat bullying in boarding schools. "The G.A.M.A programme is organised by the Student Affairs Unit, Student Development Sector of the Melaka JPN, in collaboration with the Crime Prevention and Community Safety Department, the Melaka Police Headquarters and the Islamic Family Laws Division of the Melaka Islamic Religious Department (JAIM). "This programme is also in line with the Education Ministry's 'Reformasi@Sekolah' agenda, which emphasises support, accountability and strategic cooperation between schools, local communities and enforcement agencies,' he told reporters today. Earlier, he attended the groundbreaking ceremony for the construction of the Sekolah Menengah (SM) Pay Fong dormitory building, which was officiated by Chief Minister Datuk Seri Ab Rauf Yusof. Elaborating, Rahmad said the G.A.M.A programme launch would be held at SM Sains Muzaffar Syah on Wednesday (Aug 27). Meanwhile, Rahmad said sterner action would be taken against students involved in the bullying case at a boarding school in Melaka, including the possibility of expulsion.
