Canadian shipyard in talks to buy US shipbuilder amid trade war talk

MILAN — Davie, a Quebec shipbuilder set to play a key role in a joint icebreaker production agreement between Canada, the United States and Finland, is moving forward with plans to expand its operations south of the border despite a looming trade war threatening the continent.
As part of the expansion, the Canada-based multinational shipbuilder has set out to acquire an American shipyard, which would secure an initial and important footprint in the U.S. for the company.
'Right now it's business as usual with our U.S. entry plans. … We are also making progress with the acquisition of an established U.S. shipbuilder – if we are successful, we plan to upgrade as we are at the Quebec site,' Davie spokesman Paul Barrett told Defense News.
Davie has envisioned transforming its Lévis, Quebec, shipyard into North America's largest, most versatile shipbuilding center.
In 2024, it signed two contracts to this end, one with the American firm Pearlson & Pearlson Inc., and another with the Canadian construction leader Dinamo, to modernize the site in order to deliver seven heavy icebreakers and two hybrid ferries under Canada's National Shipbuilding Strategy.
The project is supported by nearly CAD $519 million in investments from the Quebec government and will deliver in part six new buildings and machinery, a new assembly hall and launch pad, and waterfront upgrades.
Davie has positioned itself as a crucial industry partner in the trilateral Icebreaker Collaboration Effort, or ICE Pact. The agreement, signed last summer, seeks to bring together Finnish, Canadian and U.S. know-how, resources and expertise to build best-in-class ice boats capable of operating year-round in the Arctic.
Recent remarks made by U.S. President Donald Trump suggesting that Canada and Greenland could become American states as well as the imposition of 25% tariffs on Canadian imports – tabled, for now – have casted doubts on the future of partnerships like the ICE Pact.
However, both the Canadian and Finnish government have told Defense News that the tense climate witnessed as of late between the two neighboring countries has not compromised cooperation amongst the parties involved.
'We continue implementing it as planned and look forward to cooperating with our allies and partners, the U.S. and Canada – we believe all parties are committed to Ice Pact efforts, as there is a need to strengthen the capabilities,' Reko-Antti Suojanen, senior ministerial adviser and ICE Pact coordinator at the Ministry of Economic Affairs and Employment of Finland, said.
All three countries are in relatively urgent need of bolstering their icebreaker fleets, as many are outdated or will soon be, while China and Russia have ramped up their shipbuilding efforts.
'The West's competitors and adversaries are rapidly expanding Arctic ice breaking fleets to exert control in the region – despite ambitious shipbuilding programs, the U.S. and its allies remain far behind,' Barrett, the Davie spokesman, said.
Through the acquisition of Helsinki Shipyard in 2023, Davie gained access to Finland's leading icebreaker intellectual property, having produced much of the world's ice boat fleet.
It is not yet clear to what extent the knowledge will be shared with the U.S. under the agreement. Barrett noted that Davie company expects to play a lead role in discussions on how their IP will be properly protected and applied within this framework.
Once the Canadian manufacturer finalizes the purchase of the American shipbuilder, which the company declined to name, it will become the only one in the ICE Pact with a footprint in all three member nations.

The $57.7 million came from sales by World Liberty Financial, the crypto firm launched last year before the election. Trump and his three sons, Donald Trump Jr., Eric Trump and Barron Trump, are among the company's founders, according to its website. That haul wasn't the largest source of the president's income from private holdings. Trump Endeavor 12 LLC, a Miami-based company that owns golf courses and a resort, produced $110 million. His Mar-a-Lago Club generated more than $50 million in resort-related revenue. Trump, who's worth an estimated $4.8 billion according to the Bloomberg Billionaires Index, valued 22 assets at more than $50 million, including Mar-a-Lago, his Turnberry, Scotland, golf resort and his stakes in World Liberty Financial and Trump Media & Technology Group Corp., which owns his Truth Social platform. Officials disclose the values of their holdings in broad ranges with 'over $50 million' the highest, which means that they can't be used to calculate an individual's net worth. Trump Media, for example, is currently worth $2.2 billion. Fight Fight Fight LLC, which sells Trump's meme coin, was launched in January and wasn't included in the disclosure, which covers 2024. The company hosted a dinner that Trump attended for the 220 largest holders of the $TRUMP coin in May. The event, when announced in April, caused the coin's price to shoot up 56%. CIC Digital LLC, the entity that earns money through licensing Trump's image on nonfungible tokens, produced income of $1.1 million in 2024. It also holds a wallet holding Etherium worth at least $1 million. The 234-page disclosure also lists hundreds of trademarks Trump owns across the world, including in China, Taiwan, South Korea, Venezuela and other countries, and details his personal investments that aren't part of his business empire, as well as first lady Melania Trump's holdings. Trump listed 11 outstanding debts on the form, including two judgments against him won by author E. Jean Carroll involving allegations of sexual assault and defamation and one owed from the criminal fraud case for which he was convicted of 34 felonies. Those debts were stayed pending the outcome of appeals Trump has filed. He did not list any outstanding debt to lawyers or law firms stemming from the criminal and civil cases. Save America, his leadership political action committee, has paid most of those fees. Trump had seven outstanding real estate loans, including mortgages in amounts of more than $50 million on Trump Tower, Trump National Doral and 40 Wall Street. Donald Trump reported more than $600 million in income from crypto, golf clubs, licensing and other ventures in a public financial disclosure report released on Friday that provided a glimpse of the vast business holdings of America's billionaire president. The annual financial disclosure form, which appeared to cover the 2024 calendar year, shows the president's push into crypto added substantially to his wealth but he also reported large fees from developments and revenues from his other businesses. Overall, the president reported assets worth at least $1.6 billion, a Reuters calculation shows. While Trump has said he has put his businesses into a trust managed by his children, the disclosures show how income from those sources still ultimately accrue to the president - something that has opened him to accusations of conflicts of interest. Some of his businesses in areas such as crypto, for example, benefit from U.S. policy shifts under him and have become a source of criticism. 'President Trump, Vice President Vance, and senior White House staff have completed required ethics briefings and financial reporting obligations,' White House press secretary Karoline Leavitt said in an emailed statement to Reuters. 'The Trump Administration is committed to transparency and accessibility for the American people.' The financial disclosure was signed on June 13 and did not state the time period it covered. The details of the cryptocurrency listings, as well as other information in the disclosure, suggest it was through the end of December 2024, which would exclude most of the money raised by the family's cryptocurrency ventures. Given the speed at which the Trump family has made deals during his ascent to the presidency, the filing is already a time capsule of sorts, capturing a period when the family was just starting to get into crypto but was largely still in the world of real estate deals and golf clubs. A meme coin released earlier this year by the president - $TRUMP - alone has earned an estimated $320 million in fees, although it's not publicly known how that amount has been divided between a Trump-controlled entity and its partners. In addition to the meme coin fees, the Trump family has raked in more than $400 million from World Liberty Financial, a decentralized finance company. The Trump family is involved, also, with a bitcoin mining operation and digital asset exchange-traded funds. In the disclosures, Trump reported $57.35 million from token sales at World Liberty. He also reported holding 15.75 billion governance tokens in the venture. The wealth of the Republican businessman-turned-politician ranges from crypto to real estate, and a large part on paper is tied up in his stake in Trump Media & Technology Group, owner of social media platform Truth Social. Besides assets and revenues from his business ventures, the president reported at least $12 million in income, including through interest and dividends, from passive investments totaling at least $211 million, a Reuters calculation shows. His biggest investments were in alternative fund manager Blue Owl Capital Corp and in government bond funds managed by Charles Schwab and Invesco. The disclosure often only gave ranges for the value of his assets and income; Reuters used the lower amount listed, meaning the total value of his assets and income was almost certainly higher. The disclosure showed income from various assets including Trump's properties in Florida. Trump's three golf-focused resorts in the state - Jupiter, Doral and West Palm Beach - plus his nearby private members' club at Mar-a-Lago generated at least $217.7 million in income, according to the filing. Trump National Doral, the expansive Miami-area golf hub known for its Blue Monster course, was the family's single largest income source at $110.4 million. The income figures provided are essentially revenues, not net profits after subtracting costs. The disclosure underlined the global nature of the Trump family business, listing income of $5 million in license fees from a development in Vietnam, $10 million in development fees from a project in India and almost $16 million in licensing fees for a Dubai project. Trump collected royalty money, also, from a variety of deals - $1.3 million from the Greenwood Bible (its website describes it as 'the only Bible officially endorsed by Lee Greenwood and President Trump'); $2.8 million from Trump Watches, and $2.5 million from Trump Sneakers and Fragrances. Trump listed $1.16 million in income from his NFTs - digital trading cards in his likeness - while First Lady Melania Trump earned around $216,700 from license fees on her own NFT collection.
