No-drone flying zone within 2-km radius of Digboi Refinery

Dibrugarh: Tinsukia district magistrate Swapneel Paul has issued a comprehensive ban on drone activity within a 2-km radius of the Digboi Refinery complex, citing security risks to the vital oil installation.
The order, released Tuesday, authorises security forces to neutralise any unauthorized aerial object that enters the restricted zone.
The directive covers four critical locations within
Indian Oil Corporation Limited
's Assam Oil Division: the main refinery, LPG dispatch unit, new tank farm area, and Nazirating Water Station. The restriction applies to drones, UAVs, para-gliders, para-motors, powered hang gliders, micro-light aircraft, and hot air balloons.
"The 2-km radius area of the Indian Oil Corporation Limited, AOD Digboi Refinery is hereby declared as a 'No Drone Flying Zone' with immediate effect," the order states, invoking Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023.
The move follows a formal request from IOCL Digboi Refinery's deputy general manager (security), submitted on June 20. Recognised as a vital national asset, the refinery processes large volumes of crude oil and plays a key role in India's energy infrastructure.

IOC share price: Shares of public sector undertaking (PSU), Indian Oil Corporation Limited (IOC), traded with a mild cut ahead of the Q1 results announcement for the financial year 2025-26 (FY26). The Maharatna PSU stock declined over 1% to hit the day's low of ₹ 140.75 on the BSE. IOC share price opened marginally higher than the last closing price at ₹ 142.55 apiece. But it soon erased gains and traded marginally lower. The fall came despite expectations of a sharp surge in IOC's Q1 profit. Domestic brokerages see up to 275% despite a decline in net sales on a year-on-year (YoY) basis. IOC's EBITDA is expected to grow significantly compared to last year and last quarter. However, its profit margin from refining (GRM) may go down this quarter because it benefited from some unusual gains earlier that won't happen again. Brokerage Kotak Institutional Equities expects IOC's Q1 FY26 PAT to grow 276% YoY to ₹ 9944.4 crore, compared with ₹ 2643.2 crore posted in the corresponding quarter a year ago. Meanwhile, the figure could grow 37% quarter-on-quarter (QoQ). Net sales could decline 6.2% YoY and 7% QoQ to ₹ 1,81,324.7 crore during the quarter under review. The brokerage said that although oil prices dropped 11-12% QoQ in this quarter, the government's increase in fuel taxes had only a small effect. The rise in domestic LPG prices helped balance things out, it added. Meanwhile, Emkay Global sees a 159% YoY rise in IOC's Q1 profit to ₹ 6852.1 crore while it expects sales to decline by 10% to ₹ 173,897.5 crore during the said period. It expects core GRM of $7.5/bbl and reported GRM of $5.0/bbl, with blended marketing margin at ₹ 8.9/kg, up from ₹ 6.3/kg in Q4. The total sales volume could rise to 3% YoY to 26.1 MMT. According to Anshul Jain, Head of Research, Lakshmishree Investment, post a 143-day cup-and-handle breakout, IOC stock is retesting its base breakout and currently trading slightly below the breakout neckline. 'The earlier move to the upside was supported by higher volumes, while the present pullback is unfolding on lower volumes — a classic sign of a healthy bullish retracement. This pattern suggests that selling pressure is limited and that buyers may soon regain control,' said Jain. The 135–140 zone presents a strong accumulation opportunity for positional longs, with the potential for an upside move toward 171.65 in the coming weeks, he advised. A Special Fast Track Court in Chandigarh has pulled up a Chandigarh Police Investigating Officer (IO) in a Prevention of Children from Sexual Offences (POCSO) case for filing an 'incomplete investigation report', stating 'the IO in order to wriggle out of his onerous duty has merely recorded the statement of the victim, got her medical examination conducted… and submitted the report by mentioning that accused could not be traced'. Additional District and Sessions Judge Dr Yashika rejected the IO's report in the case and directed the IO to file a complete report under Section 193 of the BNSS after completing all codal formalities. Initially, a missing FIR was registered based on the father's complaint in June that his 15-year-old daughter had been missing. The father later told the police that his daughter returned home in less than a week, following which her medical examination was conducted, her statement was recorded, and she was counselled. On June 15, section 6 of the POCSO Act was added to the FIR. Further, the police on June 25 conducted a raid at the house of the accused, but he could not be apprehended. Meanwhile, as the IO came up with the investigation report before the court, Dr Yashika noted: 'The police submitted a report purported to be under Section 193 of the BNSS, but strangely enough without joining the accused in the investigation or making any endeavour to trace the accused by issuing bailable of non-bailable warrants or proclamation proceedings from the competent court of law.' As per the reply submitted by the IO, the report has been forwarded by the Public Prosecutor and then further sent to the office of the Director, Prosecution, and after his final approval, it is being submitted to the court. On this, the court said, 'The IO as well as higher authorities clearly seemed to have erred in reading and understanding the true spirit of Section 193 of the BNSS, which emphasises early completion of investigation in heinous offences, as the present one. It was never the spirit of the section that, without making any investigation into the offence, an incomplete report should be furnished before the court. On the basis of which the court can practically take no action.' 'The IO in order to wriggle out of his onerous duty, has merely recorded the statement of the victim, got her medical examination conducted, recorded statement of witness and statement of the victim, and submitted the report by mentioning that the accused could not be traced,' the court said. The court said, 'This in no manner can be termed as a report under Section 193 of the BNSS, which sans any investigation vis-a-vis the named accused. The purported report under Section 193 of the BNSS is rejected being incomplete. The IO is directed to file a complete report under Section 193 of the BNSS after completing all codal formalities.'

Man electrocuted near Tambaram

CHENNAI: An incident of a 36-year-old man getting electrocuted on Sunday night after accidentally coming into contact with a fibre optic cable tied to an electric pole at Sembakkam near Tambaram, came to light on Tuesday after police registered a case. The Selaiyur police said the cable belonging to a private internet service provider was in contact with an overhead electric cable. The deceased was identified as SR Ashwin, an engineering graduate employed in an automobile company, residing in Sembakkam. He is survived by his wife and a seven-year-old daughter. Around 9 pm on Sunday, it was drizzling when Ashwin went to a bakery near his house on a two wheeler. He came into contact with the wire as he was about to enter the bakery. When he collapsed on the ground, onlookers alerted the police. He was rushed to Government Chromepet Hospital, where he was declared brought dead. 'The cable should not have been tied to the electric pole. We have filed a case under section 194 of the BNSS,' a police officer said. It may be recalled that a 46-year-old auto driver, Meghanathan Prabhu, was electrocuted when a cable snapped and fell on him near the Kilambakkam bus terminus on July 22.
