North Korean avoids land mines to cross DMZ into South Korea as Seoul softens stance on Pyongyang

A North Korean man walked across one of the most dangerous borders in the world and into South Korean custody late Thursday.
The unidentified man, who was unarmed, crossed the heavily fortified Demilitarized Zone (DMZ), The Associated Press reported.
South Korea's Joint Chiefs of Staff said troops tracked him near the central-west portion of the border and guided him through the mine-laced terrain before taking him into custody.
Military officials have not said whether the man was attempting to defect. The American-led United Nations Command was notified, and no unusual movement was observed on the North Korean side.

Since taking office June 11, South Korea's liberal president, Lee Jae Myung, has taken steps to ease friction with Pyongyang. He halted loudspeaker broadcasts that blasted messages into the North and moved to ban balloon launches by activists carrying pro-democracy leaflets, according to The Associated Press.
Critics warn Seoul's stance weakens deterrence and sends the wrong message to Kim Jong Un's regime.
In recent weeks, there have been reports North Korea launched thousands of balloons filled with trash like cigarette butts and diapers into the South, the Wall Street Journal reported.Kim Jong Un Left Fuming After North Korea's New Destroyer Damaged In Failed Launch
Border incidents between the two Koreas are also becoming more frequent. In April, ten North Korean troops briefly crossed the military demarcation line before retreating after warning shots. Last year saw three similar incursions, according to The Associated Press.
Thursday's incident involved not a group of soldiers, but a single man crossing from North Korea into the South. It is considered increasingly rare for possible defectors to choose this route; typical North Koreran defectors take a path through China instead.
Diplomatic talks between the U.S. and North Korea have been frozen since 2019, when denuclearization negotiations collapsed. Since then, Kim has poured resources into expanding his nuclear arsenal and repeatedly threatened both Seoul and Washington.
President Donald Trump has warned North Korea that the U.S. will respond forcefully to any aggression. His administration remains committed to a strong alliance with South Korea and Japan, and to keeping a close watch on Pyongyang.

China opens third extension to sensitive Taiwan Strait flight path

HONG KONG (Reuters) -China said on Sunday it has opened a third extension of the M503 flight route, which is just west of an unofficial dividing line in the Taiwan Strait, with Taipei protesting this was a "unilateral" move aimed at changing the strait's status quo. China last year moved the M503 route closer to the median line, drawing a similarly angry response from Taipei, which says any changes to the flight route and its extensions must be communicated in advance and agreed by both sides. The opening of the W121 extension comes days before the annual Han Kuang military and civil defence drills that Taiwan holds to simulate a Chinese blockade and invasion of the democratic island. The median line had for years served as an unofficial barrier between Chinese-claimed Taiwan and China, but China says it does not recognise its existence and Chinese warplanes now regularly fly over it as Beijing seeks to pressure Taipei to accept its sovereignty claims. The Civil Aviation Authority of China said that "in order to further optimize the airspace environment and improve operational efficiency, from now on, civil aviation will use the W121 connection line of the M503 route." Taiwan's China policy-making Mainland Affairs Council said in a statement to Reuters that mainland China "used unilateral actions to change the status quo and increase cross-strait and regional unrest." This is the third extension after W122 and W123, which are to the south of W121, opened last year. All three go west to east, from mainland China in the direction of Taiwan. This measure is aimed at "ensuring flight safety, reducing flight delays, and protecting the rights and interests of passengers," China's Taiwan Affairs Office said. It added that the opening was "beneficial" to both sides of the strait. Taipei disputed the explanation as "unjustified", saying "the number of international air travellers on the mainland has not yet recovered" to pre-COVID-19 pandemic levels. Taiwan, facing ramped-up military pressure from China, which considers the separately governed island as its own, begins its Han Kuang exercises on July 9 and they are set to last for 10 days.

South Korea passes extra budget before tariff deadline

South Korea's parliament and cabinet approved a 31.8 trillion won ($23.3 billion) extra budget as new President Lee Jae Myung seeks to revive an economy struggling with weak consumption and mounting trade risks from US tariffs. The figure is up from the 30.5 trillion won initially proposed by the government, with more money allocated for cash coupon handouts, the Finance Ministry said. Of the overall figure, 10.3 trillion won is set aside to cover revenue shortfalls for this year's existing budget, as taxation income fell due to weak corporate performance and subdued consumer spending. The opposition party boycotted Friday's vote over policy differences. The stimulus package is the first since Lee took office last month after winning a snap vote with a pledge to boost growth. It's also the second supplementary budget this year after a 13.8 trillion won budget was approved by parliament in May. The passage comes just days ahead of a July 9 deadline for trade negotiations. US President Donald Trump said late Friday that his administration plans to send out letters to a dozen trading partners on Monday setting tariff rates. South Korea's Trade Minister Yeo Han-koo will be traveling to the US this weekend for a last-minute bid to extend the deadline. 'It's still not clear to each side what the other side wants,' Lee said at a press conference in Seoul on Thursday, adding that the negotiations have not been easy so far. Without an agreement or an extension, across-the-board reciprocal tariffs on exports to the US will rise to 25% from 10%. South Korea, a key US ally and major exporter of cars, semiconductors, and batteries, has seen its companies and its economy caught in the cross hairs of Trump's tariff campaign. Shipments abroad are equivalent to more than 40% of the size of the economy, making South Korea particularly vulnerable to US duties and any impact they have on global trade. The government plans to fund the extra budget through a mix of spending cuts and debt issuance. The bulk will be financed through new sovereign bond sales, but there will also be a restructuring of existing outlays, the Finance Ministry had said before the extra budget was finalized. Authorities will start distributing the cash coupons later this month. Korean households will receive 150,000 won worth per person from July 21, with socially marginalized groups to get more, the government said Saturday. A second round of smaller coupons of 100,000 won will be rolled out to most citizens in September. Even before the election, the need for more fiscal stimulus was clear. Bank of Korea Governor Rhee Chang-yong warned that additional measures would likely be required in 2025, underscoring the challenges facing Asia's fourth-largest economy. Choi writes for Bloomberg.
