License plate reader bill survives, but surveillance concerns loom
Despite near defeat and intense debate, a proposal to regulate automated license plate readers is still alive in Virginia's General Assembly — though not without significant revisions and shifting alliances.
House Bill 2724, sponsored by Del. Charniele Herring, D-Alexandria, aims to rein in the widely used but loosely regulated surveillance technology. Initially, Herring sought to cap law enforcement's data storage at 30 days, but opposition from criminal justice and immigrant rights groups led her to slash the limit to 21 days.
That move, however, cost her the support of police and sheriffs' associations, who spoke against the bill during Monday's Courts of Justice Committee hearing.
The same panel defeated the measure last week before reviving it for further consideration. The bill has already cleared the House of Delegates, and Senate amendments now limit storage to 21 days, though departments can choose to retain data for even shorter periods.
Charlottesville Police Chief Michael Kochis, for instance, said his department keeps records for only seven days, a policy shaped by local community concerns. He has backed the legislation since it was first workshopped in the state crime commission last year.
Herring said her bill would make Virginia the most restrictive state when it comes to regulating the technology, though New Hampshire limits storage for just three minutes.
Among the 18 states that currently regulate the technology, 17 of them limit data retention. A report to the Crime Commission, which Herring chairs, shows how many states range from a few weeks to a few months. New Hampshire has the tightest restrictions on data retention while Alabama is one of the most loose at up to five years.
Advocates and some lawmakers have also raised alarms that license plate data could be subpoenaed by federal agencies like Immigration and Customs Enforcement (ICE) or by states with abortion bans, potentially exposing Virginians who travel for reproductive health care.
Herring has acknowledged that the pending state law 'cannot wholly avoid federal warrants and subpoenas' but argues her bill at least sets guardrails for existing and future plate reader use.
Sens. Lashrecse Aird, D-Petersburg, and Jennifer Carrol Foy, D-Prince William, have speculated that the devices are more likely to be installed in predominantly Black and brown neighborhoods — areas that have historically experienced more negative interactions with law enforcement.
Herring's bill also faced backlash for its proposal to allow state law enforcement to install readers along state roads. Critics argue this could lead to an expansion of surveillance before existing oversight measures are fully tested.
'I think we are doing real harm by expanding this by not allowing additional time to see how these guardrails will work and how they will be applied,' Aird said last week.
'I don't think limiting the legislation to existing cameras will be a detriment to law enforcement. This is not the time to expand them — we need to see how this legislation will work with the cameras that are in place.'
To address those concerns, lawmakers adopted a reenactment clause on Monday.
This means that while the bill would regulate existing cameras if signed into law, and any expansion of readers along highways would require further legislative approval next year. While additional adjustments could still be made if the bill advances, this compromise may remain in place.
With the 2025 legislative session set to end this weekend, the bill's fate now rests in the Senate. If it clears that hurdle, Gov. Glenn Youngkin will have the option to approve, veto, or amend the legislation before it becomes law.

Gary Sanitary District hikes rates on neighbors in Hobart, Lake Station, Merrillville
The Gary Sanitary District board approved wastewater user rate increases Friday for the communities of Hobart, Lake Station and the Merrillville Conservancy District. The unanimous 4-0 vote came on the recommendation of GSD executive director Ragen Hatcher, who represents Hobart and Lake Station in the General Assembly, where she holds the District 3 House seat. The resolution states the new rates will be effective Sept. 1. They include a volume charge of $2.82 per thousand gallons of wastewater discharged and a monitoring fee of $1,844 per month. There could be additional fees if discharges exceed levels of ammonia, phosphorus, carbonaceous biochemical oxygen demand, or total suspended solids. Hobart Mayor Josh Huddlestun urged the board to negotiate with the communities. 'The city of Hobart is not opposed to a rate increase; we're simply asking for a good faith negotiation… we understand everything is going up,' Huddlestun said. He urged the board to decline or table the rate increase resolution. Hatcher said its Indianapolis-based legal counsel, Taft Stettinius & Hollister LLP, recommended the user fee rate increase based on direction from the U.S. Department of Justice and the U.S. Environmental Protection Agency. 'We are under a requirement of the DOJ to make these changes to our rates,' Hatcher told the board. Hatcher said the rate increase would go to support the long-term control plan for combined sewer overflows. Gary has been under a federal consent decree for decades because of past overflows polluting streams, rivers and Lake Michigan. In a statement released Tuesday, GSD officials said its consent decree calls for $155 million in sewer system improvements over the next 15 years — nearly $12 million annually. 'This rate adjustment is one of several actions required by federal regulators as part of the Long-Term Control Plan,' the statement said. On Jan 15, the GSD and the city of Gary filed a federal lawsuit against Hobart, Lake Station and the Merrillville Conservancy District seeking a declaratory judgment to pave the way to raise user rate fees for treating their wastewater. That case is still pending in federal court. The two sides had been in negotiations for months. The user communities hired Indianapolis law firm Dentons Bingham Greenbaum LLP to negotiate and propose a settlement on their behalf. Gary responded with the federal lawsuit in January, contending the user rates for the three communities are decades old and too low to meet the requirements of a federal consent decree. The GSD first entered a wastewater treatment agreement with Lake Station in 1982. The complaint said the agreement expired in 2002, and GSD continued to provide treatment services under an implied fact contract at the 1982 rate. Hobart entered a contract with GSD in 1984 and GSD signed a pact with the MCD in 1995.

Joy Reid says ‘mediocre white men' like Trump, Elvis steal culture from other races

They argued that across America's institutions, there is a phenomenon of 'mediocre White men' with no actual culture of their own who co-opt the achievements of Black people to aggrandize themselves. Ali opened the episode by talking about Trump reforming the Kennedy Center in what his critics call a hostile takeover. The institution, which in recent years had featured drag queen performances, is now being reformed to show decidedly more conservative and pro-American content. Black Businesses and Urban League Staff Hit After Trump Cuts
Participating in the Urban League of Greater Atlanta's Capital Readiness program last year helped metro Atlanta entrepreneur Tamara Fowler secure enough seed funding to expand Wiggle Giggle, her Marietta-based indoor playground business. The 31-year-old married mother of two said she was disappointed to learn earlier this year that the program's $3 million grant funding was canceled due to an executive order issued by President Donald Trump. Trump's March 31 executive action sought to reduce the size of the federal government by eliminating departments that the president deemed 'unnecessary.' One of those departments is the Minority Business Development Agency, a division of the U.S. Department of Commerce that promotes the growth and competitiveness of minority-owned businesses. The MBDA was the agency that awarded the capital readiness grant before the program was effectively eliminated. In May, a federal judge issued an injunction blocking Trump's elimination of the MBDA, but the Urban League said its funding hasn't been restored. 'This program has brought a lot of funding and a lot of information to people, and it's free. It's not just for people of color. It's for all people that are in any sort of disadvantaged situation.' Some inflation-weary Black voters who supported Trump in 2024 did so because they thought he would do a better job on the economy than former President Joe Biden. But local Black entrepreneurs, who benefited from the Urban League's capital readiness grant program, say Trump's opposition to similar initiatives aimed at helping minority-owned firms grow and thrive will hurt metro Atlanta small businesses and their employees. The Urban League said that Trump's grant funding cancellation effectively eliminated the group's capital readiness program, which has helped more than 4,700 small business owners participate in the nonprofit's two eight-week accelerator courses and has assisted some entrepreneurs in completing loan and grant applications that many were previously unaware of. Twenty-nine of those businesses have received a total of roughly $6.9 million in contracts, grants, and loan funding as a result. 'The cancellation meant we had to lay off our Metro Atlanta Capital Readiness team and end the programming in progress,' Nancy Flake Johnson, president and CEO of the Urban League of Greater Atlanta, told Capital B Atlanta. 'Our remaining entrepreneurship center team [members] are continuing to support the entrepreneurs in the program as best we can with the much smaller team.' 'Almost every state received resources through this program,' she said. 'Government contracting has been a path for small and minority and women and veteran-owned firms to grow their businesses. Without those pathways being intentionally in place, it's going to slow down job creation. It's going to slow down economic growth in underserved communities and neighborhoods across the country.' Atlanta resident Patricia Morgan said she was nearly finished with her Urban League capital readiness training when Trump's order canceling the program came down. 'One of the coaches that I worked with directly was let go,' she told Capital B Atlanta. 'I lost that direct coach that I had that was my procurement contact.' Morgan is the founder of The Executive Learning Labs, a company that offers training and workforce development solutions to government and other small businesses. She said the Urban League's grant cancellation didn't stop her from establishing business connections that she said boosted her company's profits by 120% over the course of about a year. But she's disappointed that other entrepreneurs may not get the same opportunity. 'There are not a lot of programs for us as entrepreneurs that are entering that accelerate phase,' Morgan said. Fairburn resident Kimberly Jones said the Urban League's program helped her Atlanta-based IT consulting firm, KYJ Consulting, land a lucrative contract with the U.S. Army Corps of Engineers in February. Jones, 55, a former nurse and data scientist for Centers for Disease Control and Prevention, said she began participating in the Urban League's programs last summer after seeing a related post on social media. Her company specializes in work with emerging technologies, such as water intelligence and electric vehicle charging stations. She said the Trump administration is 'doing more harm than good' by eliminating capital readiness grant funding from the MBDA, in part, by reducing competition for lucrative government contracts. 'These prime contractors, they're the same people always winning,' Jones told Capital B Atlanta. 'Now it becomes that monopoly that we try not to have.' The 38-year-old Atlanta native, who received overwhelming support from Black Georgians in 2020, said he hasn't forgotten who sent him to Washington, and remains a champion for Black businesses, a value he said Trump doesn't share. 'The Trump administration is making war on Black-owned businesses,' Ossoff told Capital B Atlanta during a recent phone interview. 'They've tried to disband entirely the Minority Business Development Agency. They've canceled this grant that I fought for, for the Urban League of Atlanta to support Black-owned businesses. … I will continue to apply pressure to restore this funding.'
