Sabah to formulate Youth Development Enactment
KOTA KINABALU (May 17): The State Government will formulate the Sabah Youth Development
Enactment making it the legal platform to strengthen the management of youth organisations, expand recognition of youth activism and ensure a more structured space for development, said Chief Minister Datuk Seri Panglima Haji Hajiji Haji Noor.
Speaking at the state-level National Youth Day celebrations at the Kota Kinabalu Sports Complex here today, Hajiji said:
'With this enactment, we want every youth leader to be given the time, space and support to lead confidently and continue to contribute to the state without being sidelined due to policy changes.'
He said the State Ministry of Youth and Sports (KKBS) and the Sabah Youth Council (MBS) have been entrusted to look into this matter including the youth age transition policy issue.
'KKBS and MBS will conduct a comprehensive study on the youth age transition policy as the issue needs to be thoroughly studied, taking into account social structures, organisational maturity and on-ground realities, particularly in Sabah,' he added.
The Chief Minister said youth development in Sabah will continue to be the State Government's priority, including the provision of skills and tools necessary for them to lead the state in the future.
'Under the GRS-PH administration, the State Government has done much for youth development.
'Political stability has opened up opportunities for continuous development and people-centric policies, including in the aspect of youth development,' he said.
Hajiji said the Head of State, Tun Musa Aman, in his policy speech had emphasized that youth development should be prioritized, particularly in the aspects of education, skills and leadership.
'Therefore, the State Government has consistently taken into account the aspirations of the youth, including efforts to equip them with the knowledge and skills they need.
'This is to ensure that when the time comes for the younger generation to take over the helm of leadership, they will be qualified and capable of taking the state and country to greater heights,' he said.
The Chief Minister said that the State Government had launched several initiatives and educational assistance programmes that have benefited students in this state.
He said new initiatives such as the Sumbangan Mahasiswa Pengajian Tinggi dalam Negeri (SENTOSA) and Sumbangan Kegiatan Sekolah Secara One-Off (SUKSES) have also been introduced to expand access to higher education and support school activities.
These initiatives are among the 13 educational initiatives provided to students, schools, Parent-Teacher Associations (PTA), and Sabah undergraduate associations both domestic and abroad, totalling RM75.5 million, he said.
'Other initiatives that have been implemented and continued this year include the One-Off Cash Assistance for IPT Registration (BUDI), Computer Assistance Programme (BAIK), Special Cash Examination Assistance (BAKTI), and the State Education Fund Assistance (BISTARI), Sabah Malaysia University Student Secretariat (SEMESTA), and the Sabah Student Flight Ticket Assistance (GRSSUBFLY).
'In the area of skills development, the State Government continues to strengthen Technical and Vocational Education and Training (TVET) and technical training programmes in the state.
'More than 179 courses in the fields of science, technology, innovation, and languages were conducted last year, with over 35,000 enrolments. We also encourage our youth to venture into Sabah's growing oil and gas industry to enhance their skills and to meet the future demands of the energy sector,' he said.
Hajiji said the State Government is also focusing on youth development in sports by constructing and upgrading sports infrastructure such as sports complexes, youth arenas and multipurpose courts in the rural areas, which are now being utilised by the local communities.
At the same time, he said high-impact programmes such as the Sabah Maju Jaya Fellowship (Felo SMJ) and the Sabah State Youth Council implemented in collaboration with the Sabah Youth Council, as well as the Sabah Youth Leadership Incubator (IKEBS) provide an excellent platform for our young to hone their skills within the state's leadership and governance ecosystem.
He also expressed confidence in the Sabah Youth Council, supported by the Sabah Ministry of Youth and Sports (KBSS), as the main body and backbone of the state's youth movement.
'Therefore, I want the Sabah Youth Council to continue leading the youth throughout the state with full dedication and continuously introduce the best, relevant and inclusive initiatives and programmes for the holistic development of the young generation,' he said.
Hajiji urged the youth to stay united with the government and support all initiatives for their benefit and the well-being of the people.
'Let us work together with the government to maintain political stability and economic progress through cooperation and continuous support. This is crucial for the smooth implementation of development in the state.

KOTA KINABALU (Aug 14): A total of 1,247 citizenship applications from Sabah will be evaluated by the newly established Sabah State-Level Special Committee on Citizenship Status, jointly chaired by Federal Home Affairs Minister Datuk Seri Saifuddin Nasution Ismail and Sabah Chief Minister Datuk Seri Hajiji Noor. Saifuddin revealed this after chairing the committee's inaugural meeting at Menara Kinabalu today. He said the applications, made under Article 15A of the Federal Constitution, were among more than 2,000 submissions recorded from 2021 to 2024. 'This committee has been established to thoroughly review and recommend decisions on each citizenship application. These include applications involving children born out of wedlock, those under institutional care, and children born to non-citizen parents, among others,' he explained. He added that the committee was formed to expedite decisions on the 1,247 cases currently under its consideration, following a similar mechanism already in place between the Home Ministry and the Sarawak Government. During the meeting, Saifuddin and Hajiji also co-chaired the Central Committee on Foreign Nationals Management, which aims to digitalise data collection efforts.

Joint federal-state committee set up to fast-track citizenship applications under Article 15A in Sabah
KOTA KINABALU: A joint federal–state committee has been set up in Sabah to fast-track citizenship applications for stateless children and other eligible applicants under Article 15A of the Federal Constitution. The committee, co-chaired by Home Minister Datuk Seri Saifuddin Nasution Ismail and Sabah Chief Minister Datuk Seri Hajiji Noor, held its first meeting here on Thursday (Aug 14). Under Article 15A, citizenship may be granted in special circumstances to children who are stateless, born out of wedlock, from care centres, or whose parents are non-citizens. Saifuddin said the new committee's main aim was to speed up decisions on such cases, which often take years to process. 'Today, we decided on 1,247 applications out of more than 2,000 received in Sabah between 2021 and 2024. This committee will help ensure cases are reviewed and decided more efficiently,' he told a press conference after the meeting. A similar committee already exists in Sarawak, where it has helped clear backlogs in citizenship cases. Saifuddin stressed that the committee's work is separate from other immigration matters, such as foreign worker registration or permanent residency applications. 'This is strictly about applications under Article 15A. Each case is carefully reviewed before a decision is made,' he said, adding that the exercise is currently under the Chief Minister's Department and discussions will continue on possible data-sharing and other next steps. 'If there is an application, this committee will consider it for citizenship, but applications must be made to the Home Ministry,' he added. Touching on Sabah's digital registration of foreign nationals, Saifuddin said 113,282 people, mostly from the plantation sector, have been registered under a centralised biometric system so far. 'Data collection currently focuses on the plantation sector, including employers and their dependents. This involves taking photographs, thumbprints and other details. The exercise will later expand to sectors such as agriculture, manufacturing, mining, and quarrying,' he said. He added that the registration exercise is unrelated to citizenship, permanent residency, or naturalisation. 'It targets foreign nationals working in Sabah and aims to improve monitoring, tracking, and management in real time,' he explained. Asked when the exercise would be extended to other sectors, Saifuddin said: 'If you ask me, it should have been done last month. But I have asked the State Government to finalise a reasonable timeframe. I am optimistic this is the right direction.' During the meeting, Saifuddin said they also agreed to impose an enforcement moratorium for a 'reasonable period', to be set by the Sabah government, so that foreign nationals have time to register. 'On one side, the Sabah Government is collecting and digitalising data on foreign nationals for future monitoring. On the other, the Immigration Department also has an enforcement role, targeting those who misuse their passes, overstay, or enter illegally. 'To avoid a clash, where registration is happening on one side but enforcement is carried out on the other, we agreed to suspend enforcement temporarily. We need accurate and credible data to develop more comprehensive policies on the presence of foreign nationals in our country,' he said. Meanwhile, Saifuddin said the Bajau Laut community, mostly found off Sabah's south-eastern coast in Semporna, is not being left behind. Known as sea nomads, they are part of ongoing efforts to help them settle on land and find steady work. He said the Sabah Government, with federal support, has been moving members of this sea-faring community from boats and stilt houses to proper settlements on land, such as Pantai Manis in Semporna. They are also being offered work opportunities in places like Felda Sahabat in Lahad Datu plantations. 'It is far from the perception that this community is isolated or neglected. The truth is, efforts to bring them into the economy and daily life on land are already under way. Unfortunately, these efforts do not get enough media coverage, so many people do not know about them,' Saifuddin said. The Bajau Laut, who have long relied on fishing and lived mostly at sea, face challenges such as limited access to education, healthcare, and stable jobs. Current initiatives aim to address these gaps by providing housing on land and work training.

Masidi rubbishes Shafie's claim over RM1 billion bond

Kota Kinabalu: State Finance Minister Datuk Seri Masidi Manjun rubbished Parti Warisan President Datuk Seri Shafie Apdal's allegation that RM500 million from the State Government's RM1 billion bond proceeds was spent in another state, describing the claim as 'both unfounded and irresponsible.' 'Such a serious claim, made without a shred of credible evidence, misleads the public and undermines trust in the State's financial management,' said Masidi in a statement, Wednesday. Citing official records, Masidi said the RM1 billion State Government of Sabah Bonds (2014/2019) proceeds were used entirely for Sabah's purposes – RM544 million to repay the first State Government bond issued in 2009 and RM456 million to finance State development projects under the approved 2014 State Budget. He also dismissed Shafie's earlier claim that the bond's full repayment in 2019 was an extraordinary achievement of the Warisan administration, calling it 'misleading' and 'contrary to documented facts.' He said Shafie's Aug 12 statement gave the public the false impression that the RM1 billion repayment was pulled off within a single year through the Warisan government's financial acumen. 'The facts tell a different story. When the RM1 billion bond was issued in December 2014, Bank Negara Malaysia required the State Government to establish a dedicated Sinking Fund to ensure full repayment upon maturity,' he explained. Under this safeguard, RM200 million was to be set aside annually over five years so that repayment would not become a sudden financial burden, regardless of which party held office. Records show contributions to the Sinking Fund were made according to schedule: RM2 million in 2016 (tabled in 2015), RM200 million in 2017 (tabled in 2016), RM400 million in 2018 (tabled in 2017) and RM380 million in 2019 (tabled in 2018). The remaining RM18 million came from interest earned on the fund's investments. 'The claim that Warisan had to 'find' RM600 million in a matter of months ignores reality. The payment schedule had been designed since 2014 and the necessary funds were already budgeted as part of the State's multi-year financial planning,' stressed Masidi. He pointed out that during Warisan's tenure, the only bond repayment allocation tabled was RM380 million in 2019, an obligation that would have been fulfilled by any government in office at the time. Masidi emphasised that repaying the bond on schedule was a legal and contractual obligation, not an optional act of goodwill. 'The financial discipline and structure that enabled this repayment were put in place in 2014, not in 2018. Public discussion on State finances must be anchored in documented facts, not selective figures or politically convenient narratives.
