
3 Kajang inmates achieve academic success
Siva, Shankar and Suresh (not their real names), inmates at Kajang Prison, were among the graduates celebrated at OUM's 29th Convocation Ceremony at the Kuala Lumpur World Trade Centre, here.
Suresh, 31, who has been serving a life sentence since 2011 at the age of 17 as a Tahanan Limpah Sultan (LTS), began his educational journey in prison in 2014 with the Sijil Pelajaran Malaysia (SPM) examination, which he passed with flying colours.
'I thought my future was over. But after sitting for the SPM at Sekolah Integriti Kajang, I was one of the top students... and was offered to pursue a Diploma in Business Management at OUM, fully sponsored by the Malaysian Indian Transformation Unit (MITRA),' he told reporters after the convocation ceremony.
Pursuing a bachelor's degree in business administration, Suresh hopes this achievement will inspire other inmates to continue seeking knowledge.
Meanwhile, Shankar, 34, who earned a Diploma in Business Management, said prison's strict rules and unique learning environment did not deter him from achieving academic success.
'Suresh and I began our studies in 2019, but the COVID-19 pandemic forced us to postpone them for a year and a half. When classes resumed, everything was conducted online.
'There were many challenges, but the (prison) officers and lecturers were extremely helpful. They provided various things to facilitate our studies such as computers, internet access, and learning materials,' he said, adding that he is also pursuing a bachelor's degree in business administration.
Shankar, who has been in prison since 2018, aspires to start a business once he completes the remaining eight months of his sentence.
Meanwhile, Siva, 36, who has been serving an 18-year prison sentence since 2010, said that his achievement of graduating with a Bachelor of Business Administration with Honours is due to continuous support from his family, prison officers, and lecturers.
'I was pursuing diploma studies outside, but didn't complete them. After coming here, I found out that there was an opportunity to continue studying. My family encouraged me to take it up, so I resumed my studies.
'Once I completed that, I went on to finish my degree and that motivated me to pursue a master's degree in Business Administration,' he added.
He also expressed his gratitude to all the officers for helping him find materials to finish his assignments on time.

Central bank in Laos to lower interest rate as recovery builds
High-rise residential buildings dominate the skyline in Vientiane. VIENTIANE: The Bank of the Lao PDR (BOL) has lowered its 7-day basic interest rate to 9 percent per year, offering businesses and households some relief as inflation continues to ease. This is the third reduction in 2025. The rate was cut from 10.5 to 10 percent in March, and again to 9.5 percent in June. The basic interest rate is the short-term lending rate in kip used by the BOL when providing liquidity to commercial banks. It is one of the main tools for managing borrowing costs and overall monetary conditions. Governor of the Bank of the Lao PDR, Bounkham Vorachit, chaired the Monetary Policy Committee meeting where the decision was approved, with senior members of the bank also in attendance. The lower rate is expected to reduce financial pressure, make borrowing more affordable, and encourage businesses and consumers to spend and invest, helping to drive domestic growth. According to the World Bank, interest rates play a critical role in shaping economic activity. Cheaper credit can stimulate spending and job creation, but lower rates may also weaken the value of the national currency and raise the cost of imports. The latest cut follows a sharp drop in inflation. The inflation rate averaged just over 10 percent in the first seven months of 2025, but fell from 8.3 percent in May to 5.3 percent in July. This marks a clear turnaround from just two years ago, when Laos was facing one of its most difficult economic periods in decades. After the Covid-19 pandemic, inflation soared to 41 percent in February 2023, with the spiralling price of fuel, food and daily essentials placing a heavy burden on families and businesses. The kip has again weakened slightly, falling by 0.11 percent against the US dollar and 1.19 percent against the Thai baht compared to May. The gap between commercial bank exchange rates and the broader market has widened to more than 1 percent. M2 money supply grew by almost 12 percent year-on-year, while foreign reserves are now sufficient to cover 4.9 months of imports, a level the World Bank considers a healthy short-term buffer. Alongside the interest rate cut, the central bank will maintain its managed floating exchange rate within a 6.5 percent band. It will also strengthen foreign currency management, centralise government deposit accounts, improve payment systems, and expand credit support for businesses. Despite the more positive outlook, the bank warned that risks remain. Global uncertainties include volatile oil and gold prices and upcoming changes in United States interest rates. Laos continues to rely heavily on imports, struggles to secure stable foreign currency earnings, and carries a high level of external debt, which remains a serious challenge for the economy. - Vientiane Times/ANN

Malaysia expands skills certification to level 8 to elevate TVET pathway
KUALA LUMPUR: The Human Resources Ministry is expanding the Malaysian Skills Certification System to include levels six, seven and eight beyond the current levels one to five. Minister Steven Sim stated this expansion will be achieved through amendments to the National Skills Development Act 2006. 'It aims to elevate Technical and Vocational Education and Training as a pathway that is equal and balanced with the academic pathway in the country's higher education system,' he said during his winding-up speech on the 13th Malaysia Plan in the Dewan Rakyat. Sim highlighted the significant increase in Sijil Pelajaran Malaysia leavers enrolling in TVET programmes, rising from 31.3% in 2020 to 53.6% in 2024. TVET graduate employability also improved remarkably from 87% to 95.6% during the same period. 'In tandem with this, allocations for TVET development have also been strengthened, from 5.9 billion ringgit in 2020 to 7.5 billion ringgit in 2024, proving the government's commitment in elevating TVET as a key pillar of the nation's human capital development,' he said. Regarding the Skills Development Fund Corporation becoming the sole manager of TVET financing schemes, Sim confirmed the agency can finance courses in all institutions registered with the Department of Skills Development. 'This year, 480 million ringgit has been allocated for the scheme,' he said. KESUMA is also improving the Skills Development Fund Corporation Act 2004 to allow financing for skills courses beyond DSD accreditation. 'For example, courses by Microsoft, OSH courses, accreditation by domestic bodies such as the Energy Commission, and international bodies such as the American Welding Society, among others,' he explained. 'With this enhancement, PTPK will certainly play the role of a national TVET fund as proposed,' Sim added. Sim also announced the Gig Workers Bill 2025 will be tabled next week to protect over one million gig economy workers. Nearly 40 engagement sessions with almost 4,000 stakeholders informed the bill's preparation, including 500 online feedback submissions. – Bernama
