Himachal leaps from 21st to 5th rank in School Education Performance index: Education Minister Rohit Thakur

Shimla (Himachal Pradesh) [India], June 27 (ANI): Himachal Pradesh Education Minister Rohit Thakur on Friday hailed the state's remarkable turnaround in school education, declaring that it has reclaimed its position as a leader in educational outcomes.
'It is a matter of great pride for Himachal Pradesh that historically, from the time of Dr YS Parmar, the architect of modern Himachal, we have been known for achievements in education. Back in 1947, the literacy rate was merely 7 per cent, which rose to 83 per cent by 2011,' Thakur told reporters in Shimla.
However, he acknowledged that in recent years, Himachal Pradesh had been witnessing a decline in the quality of education.
'The recent surveys conducted during the tenure of the previous government were worrying and disappointing. The National Achievement Survey conducted by the Government of India showed that in 2021, Himachal, once among the top five states, slipped to 21st position, which was a major shock for us,' he said.
'The ASER report also revealed that eighth-grade students were unable even to read or comprehend subjects of the third-grade curriculum. Similarly, in the Performance Grading Index (PGI), the state fell to 18th position, which clearly reflected the deterioration in academic performance,' Thakur said.
Thakur said that the Sukhvinder Singh Sukhu-led Congress government, which came to power in December 2022, inherited a crumbling education system along with a broken economy, and it posed a dual challenge.
'I may not be an academician, but I am a hard taskmaster,' he said, adding that strict measures were implemented, and with the cooperation of officials, employees and teachers, the department accepted the challenge head-on.
'ASER Now Ranks Himachal No. 1 in Reading and Learning', he said.
'We took bold steps, and today, these reforms are showing results. The ASER report now places Himachal Pradesh at the top for reading and learning outcomes. We even surpassed Kerala. In the Performance Grading Index, Himachal has climbed back from 21st to 5th position in 2024,' he informed.
'In the recent learning outcome tests, Himachal ranked 2nd in Class 3, 4th in Class 9, and 5th overall nationally. Moving from 21st to 5th is no small feat,' he said.
The minister emphasised that the education department had focused on consolidation rather than expansion and had worked efficiently with limited resources.
'We said we would consolidate our department, and within two and a half years, there have been visible achievements. We started the cluster system, brought directorates together, and filled thousands of vacant posts,' he added.
Thakur revealed that 3,600 schools and institutions were functioning with just one teacher, which had adversely affected performance.
'We approved 5,800 posts in education, of which around 4,000 have already been recruited. The number of single-teacher schools has now been reduced to half,' he said.
'We also recruited 700 lecturers through the Commission, whereas the previous government managed only 500 appointments in five years,' he noted.
'To implement NEP-related directives and streamline higher education, 119 new principal posts have been filled in 136 colleges, most of which earlier had no principals,' the minister said.
'For the school cadre, no regular promotions of principals have been done since 2017. We have now regularised nearly 1,900 school principals, and the promotion process has begun,' Thakur said.
He also assured that PGT and school cadre promotions would be completed within two months and that the introduction of English-medium sections and exposure visits were all part of efforts to raise educational quality.
Rohit Thakur also addressed the sensitive issue of school closures and mergers, explaining the rationale behind the decisions.
'Around 450 schools had no students for nearly 12 years. We merged these schools. In some areas, like Lahaul-Spiti, there were eight teachers for just three students. Enrollment is declining, and migration is a factor,' he said.
'Where there is demand, we will deploy more teachers. But we must rationalise resources,' Thakur told ANI.
He stated that reforms have now been tied to clear performance outcomes, and the responsibilities of principals, headmasters, directors, and additional directors have been redefined.
'Unless we link reforms with measurable results, they will not deliver. We are now doing exactly that,' Thakur added. (ANI)

Hyderabad: Chief Minister A Revanth Reddy will inaugurate Shilpa layout stage-II flyover named after the senior Congress leader late P Janardhan Reddy (PJR), connecting Outer Ring Road (ORR) and Kondapur on Saturday. The flyover was built under the Strategic Road Development Programme (SRDP) at a cost of Rs 182.72 crore. It is 1.2 km long and 24 meters wide with six lanes. Its specialty is that it is a third-level structure built on two existing flyovers. Below is the Gachibowli Junction flyover, above it is the Shilpa layout phase one flyover and now the phase two flyover, is being built on top of it. The traffic woes of commuters will be solved. Once the flyover is opened to the public, the traffic issues for entering the ORR from Kondapur will be alleviated, benefiting those heading to the IT corridor as well. The congestion at the Gachibowli junction will significantly reduce, resulting in considerable time saving for motorists. Also, motorists can reach Rajiv Gandhi International Airport (RGIA) in Shamshabad directly from Kondapur via Gachibowli without any traffic jams. On Friday, GHMC Commissioner RV Karnan, Serilingampally MLA Arekapudi Gandhi, and senior engineers conducted a detailed inspection of the flyover site and the adjoining public meeting venue. The commissioner stated that the construction of this flyover will effectively resolve traffic issues for those traveling to the Financial District, Madhapur, and Shamshabad. According to officials, the vehicular traffic would get relief at Gachibowli Junction by creating free movement of traffic from ORR towards Kondapur and vice-versa. It will also provide better connectivity between Hi-tech City and Financial district. As SRDP is laying a big foundation for infrastructure development in Hyderabad, the 23rd flyover will be made available through the project. Out of the total 42 works undertaken through SRDP, 37 works have been completed with this flyover, officials added. Moreover, the GHMC informed the railway officials to finalize the railway segment of the Falaknuma and Shastripuram ROBs projects within the next 2-3 months. Upon the completion of these two ROBs, 39 SRDP projects will also be finished. This will allow motorists to navigate the area without any traffic interruptions.

A day after the Congress leadership accepted his resignation as the working president of the Punjab Pradesh Congress Committee (PPCC), Bharat Bhushan Ashu said he neither ran a parallel campaign nor indulged in factionalism. He, however, admitted 'a breakdown in coordination'. 'I take my share of responsibility for failing to bridge the divide.' In a statement, Ashu said, 'My resignation was an act of taking moral responsibility for the defeat, and not any admission of guilt. I will continue to serve the Congress, but my fight for truth will continue.' The recent rumblings in the Punjab Congress have occurred after its candidate, Ashu, lost the Ludhiana West Assembly bypoll to the ruling AAP by over 10,000 votes. Throughout the campaign, the rift between Ashu and Punjab Congress president Amrinder Singh Raja Warring was visible to all. Ashu-led faction, including former chief minister Charanjit Singh Channi, MLAs Pargat Singh and Raja Gurjeet Singh, extensively campaigned for him but 'excluded' Warring, leader of the Opposition Partap Singh Bajwa and other supporters. While Warring maintained that Ashu never 'invited' or asked him to campaign, Ashu said, 'I never stopped anyone from campaigning.' Ashu also inducted two local leaders from other parties — Karan Warring and Kamaljit Karwal — into the Congress allegedly against Warring's wishes. He also did not attend the joint press conference addressed by AICC Punjab affairs in-charge Bhupesh Baghel, Warring and Bajwa on June 16 to make a vote appeal for him, a day before campaigning ended on June 16. On the last day of campaigning, Warring and Bajwa also did not attend Ashu's roadshow. In a major blow to Ashu's camp, the AICC on Thursday accepted three resignations — Ashu's as PPCC working president, and Pargat Singh and Kushaldeep Singh Kikki Dhillon (both as PPCC vice-presidents), who had resigned taking 'moral responsibility' for the defeat. Pargat and Dhillon had resigned in solidarity with Ashu. Ashu posted on his Facebook page: 'Politics Demands Accountability — But Also Honesty. In public life, we are taught to own both success and failure with equal grace. I have always believed that if a resignation can help the Congress reflect, reset and reorganise, it should never be withheld. My resignation — now accepted by the high command — is an act of responsibility, not an admission of guilt. The Ludhiana West by-election result was disappointing. But reducing it to the actions of a few individuals is not only politically inaccurate, it is also internally damaging.' Claiming that he never indulged in any indiscipline, Ashu wrote, 'I neither ran a parallel campaign nor indulged in factionalism. Those who worked closely with me know the sincerity of my effort. Yes, there was a breakdown in coordination — and I accept my share of the responsibility for not being able to bridge that divide, despite trying.' Raising several questions on some of his party colleagues, he wrote further, 'This moment must not become one of blame, it must become one of course correction. We must ask: Why did the voter disengage? Why were proxies used to unsettle the campaign? Why did some treat this election as a platform to settle personal scores rather than serve the party?' Ashu, who spent over a year in jail after being arrested in an alleged corruption case after AAP came to power, wrote that even during his toughest legal battles, he 'stood alone but never against the party'. 'I have served the Congress with loyalty and conviction for over two decades — never seeking comfort, only duty. Even during the most difficult times, when I faced personal and legal battles, I stood firm, alone if needed, but never against the party. I paid the price for standing by the Congress when others benefited, and I did it with my head held high. And even now, I remain where I've always been: on the ground, with the people,' he wrote. The rift between Ashu and Warring deepened during the 2024 Lok Sabha elections when the party chose Warring to contest the Ludhiana seat, sidelining Ashu, who had recently been released on bail from an alleged corruption case, which was later quashed by the High Court. Warring went on to win the election. 'Punjab needs a Congress that is united in spirit, clear in direction, and strong in purpose. I sincerely hope the coming days bring reflection, not retribution, and that justice within the party is guided by values, not convenience. The fight for truth, for workers, and Punjab continues — and I will remain part of it,' Ashu added.

New Delhi Foreign policy experts have warned the parliamentary committee on external affairs against the increasing strategic foothold of China and, to some extent, Pakistan in Bangladesh under the interim government led by Chief Advisor Mohammad Yunus, people familiar with the matter said on Friday. The experts added that media hype is adding to the adversities. General Syed Ata Hasnain, briefed the members of the panel, led by Congress lawmaker Shashi Tharoor, during a meeting on the 'Future of India-Bangladesh Relationship' on Friday. Tharoor later said, 'Four first-class experts gave us great insights... You will see our report in the next few weeks... We didn't discuss (the issue of Bangladeshis living in India). But we were told about a figure that the number of Bangladeshis coming to our country has lessened now.' According to functionaries, some experts expressed concern over how China and Pakistan are making inroads in Bangladesh since the students' revolt led to the ouster of former premier Sheikh Hasina in August 2024. India-Bangladesh relations have been in free fall since the caretaker government led by Yunus assumed office after Hasina was ousted. The two sides have repeatedly clashed over Dhaka's handling of the repression of Bangladesh's Hindus, with New Delhi calling for steps to protect the minority. In April this year, Prime Minister Narendra Modi met Yunus on the sidelines of the Bimstec summit in Thailand. 'I reiterated India's support for peace, stability, inclusivity and democracy in Bangladesh. Discussed measures to prevent illegal border crossings and expressed our serious concern for the safety and well-being of Hindus and other minorities,' Modi later said in a post on X. On Friday, the experts told the panel that the influx of illegal Bangladeshis in India has reduced drastically, even as a section of the media has made it a major issue. The experts also felt that the media hype also remains a major issue in restoring India-Bangladesh ties. According to people familiar with the matter, BJP MP Kiran Choudhry,recalled India's role in liberating Bangladesh, noting that her father Brigadier Atma Singh of 17 Kumaon Regiment had played a heroic role in the 1971 war and had suffered bullet injuries. Singh was called the 'founding father' of the regiment and his unit battle honours. Another MP asked if South Asian Association for Regional Cooperation could be revived to counter China's attempts to grow its influence in the region, and also floated the idea of exchange of journalists to boost people-to-people engagement with Bangladesh. As New Delhi and Dhaka are set to meet in the coming months to renew the Ganga water treaty, experts also discussed the geostrategic situation and the importance of data sharing for Ganga and Teesta.
