From bottom rung to national leader: How Punjab quietly rewired its school system

Between 2017 and 2024, Punjab rose from 22nd position in the PGI (Performance Grading Index) to a consistent Top 2, even clinching 1st place in 2019–20. In the National Achievement Survey (NAS), where comparisons were previously difficult, Punjab emerged as a clear leader in 2021, and again in 2024, topping the list for Classes 3, 6 (a tied place), and also for class trajectory wasn't accidental. Over the last few years, Punjab has moved from incremental change to structured transformation. Prior to that, the state's public education story rarely ever made it to the front pages of the media. If anything, Punjab's presence in national education assessments, including the Performance Grading Index or even the National Achievement Survey barely raised a something has shifted. And quietly, over the last decade, Punjab has climbed from being ranked 22nd in the country to sitting firmly amongst the top performers (State-wise). This shift, while not sudden, is now impossible to ignore. Tracing here the growth story of the state in NAS rankings as well as PGI.2017: PUNJAB 'S LOW STARTING POINTDuring this time, the state's performance in education was, in official terms, modest. It ranked 22nd out of all the Indian states and UTs in the PGI, with low scores across domains like infrastructure, teacher availability, and even learning outcomes. This was across all classes, starting from pre-primary to senior secondary assessments painted a picture of stagnation. Although there were no dramatic failures, there were certainly no breakthroughs HAPPENED IN 2017Academics point towards a structural shift. It wasn't only Punjab that turned a corner in 2017. That very year, India overhauled how it measured learning outcomes. Earlier (2001 onwards), the survey had existed primarily as a diagnostic tool, with limited reach and findings. Conducted by the National Council of Educational Research and Training or NCERT, the NAS simply relied on sample-based testing and focused more on broad national trends than individual state-wise 2017, it was nearly impossible to say with confidence where a state stood on learning outcomes compared to others. However, that changed education system began measuring itself through a district-level, census-style NAS covering millions of students across Classes 3, 5 and 8. The results were disaggregated not only by class and subject, but by state and even district, offering the first real visibility into how different regions were new clarity marked a before-and-after moment. And this also gave Punjab, which had been drifting under the radar, a clear benchmark for where it 'S DECADE OF STEADY ASCENTOnce that was established, Punjab's response was methodical. Punjab not only hit the top once, but it stayed there. It's easy to focus on charts. But perhaps the most telling marker of Punjab's educational transformation is that hundreds of students from government schools are now clearing competitive national exams like NEET and JEE—a rarity a decade DROVE THE TURNAROUNDLearning outcomes given a boost: Policy changes by the government ensured learning came first and numbers were not the primary concern. Which made sure that Punjab stood out across all performance metrics in the most heavily weighted metric in the PGI is 'learning outcomes.' This is where the state has surged: In 2023, it scored 113.4 out of a maximum 120, placing it ahead of every other state, including long-time leaders like Kerala and emerged as the topper in 11 out of 15 subjects that were tested in the NAS 2021. This included 'reading comprehension' and 'mathematics'. In 2024, again, the state scored highest nationally in Classes 3 and 9 and tied for the top spot in Class outcomes versus political up-manship: It is pertinent to note that Punjab's education rise didn't begin with any single government. The efforts to improve school infrastructure, recruit trained teachers, and also to reduce learning gaps began in the late 2010s and have been carried out through successive administrations and the current Aam Aadmi Party dispensation has maintained this standard and even managed to take it a notch higher. Chief Minister of the state Bhagwant Mann and Education Minister Harjot Singh Bains have especially been very vocal about strengthening teacher capacity and digital governance tools in all schools across the state, starting with the public schools. Their consistent messaging has kept education in the TAKEAWAYPunjab's example offers three important lessons for other states to replicate. First and foremost, the acknowledgement that measurement does change everything. When data became transparent and granular, progress became easier to track and defend. Second, consistency is king! Rather than rolling out headline-grabbing reforms, the state focused on stable delivery, teacher training, and continuity. The results are there for all to is the realisation that public school systems can compete. The assumption that quality lies only in private schools doesn't hold any more. Punjab is showing us the is true that no system is perfect, but with consistent policy, professional teaching, and local accountability, our schools can deliver real, trackable results. From 22nd in the nation to the first, Punjab's progress may not have screamed for attention, but it certainly deserves it now.- Ends

Mumbai (Maharshtra) [India], July 7 (ANI): Former Odisha Chief Minister and Leader of Opposition in Odisha Assembly, Naveen Patnaik, was discharged from Mumbai's Kokilaben Dhirubhai Ambani Hospital on Monday, following a successful surgery. Expressing gratitude following his discharge, Patnaik took to the social media platform X and wrote, 'I would like to thank the entire medical team of @KDAHMumbai and GangaWebteam for providing excellent medical service and taking great care of me pre-surgery and post-surgery. Heartfelt thanks to everyone from #Odisha and outside for their wishes and prayers for my health. Jai Jagannatha.' Speaking in Bhubaneswar, BJD Vice-President Debi Prasad Mishra told ANI that Patnaik had travelled to Mumbai on June 20 for the medical procedure. 'People of Odisha are very glad to know that their beloved leader, Naveen ji has come out of Ambani hospital (Kokilaben Dhirubhai Ambani Hospital) in Mumbai. He had been to Mumbai on 20th June for the he has come out of the hospital,' he said. BJD's Mishra further added,' People are very eager to see him in Odisha at Naveen is a very successful operation. He has been discharged from the hospital and will remain in Mumbai for a few days for physiotherapy and other necessary treatments, as advised by the doctors. He will come back soon, hopefully...' Meanwhile, on July 3, as the state climbed to fifth place in the national school education rankings for 2023-24, the former CM expressed his happiness on social media, crediting the 5T initiative for the transformation. He also thanked all the teachers, parents, administration and support staff for this huge EVALUATION USING 73 INDICATORSThe PGI2.0 framework assesses states across 73 indicators spanning six major domains: learning outcomes, infrastructure and facilities, governance processes, access, equity, and teacher are graded on a scale from Daksh (top) to Akanshi3 (lowest). Odisha falls in the 581–640 point range, defined as score in the access domain, which measures issues like enrolment, retention, and transition to the next grade, rose from 59.2 in 202223 to 65.6 in 202324. This positive trend places Odisha amongst the top three states nationally in advancing access to education, alongside Bihar and the rise, the state faces hurdles in digital education. Only a few districts -- Jharsuguda, Khurda, Sambalpur and Sonepur -- scored above 20 out of 50 in the digital learning digital literacy remains crucial, particularly as most districts lag the districtwise PGID rankings, Jharsuguda topped the state with an Uttam3 grade, excelling in classroom quality, learning outcomes, and digital adoption. In contrast, Rayagada was the lowestperforming district, highlighting pockets requiring focused support .JOINING ELITE STATES AT PRACHESTA3 LEVELApart from Odisha, nine other states and Union Territories -- including Punjab, Delhi, Gujarat, Kerala, Haryana, Goa, Maharashtra, Rajasthan, and Dadra and Nagar Haveli and Daman and Diu -- also earned Prachesta3 grades by scoring between 581-640. Chandigarh alone claimed the top Prachesta1 impressive ascent showcases the success of systemic reforms like the 5T initiative and renewed emphasis on access and learning quality. To build on this momentum, the state must tackle digital illiteracy and resource inequities in underperforming investment in teacher training, infrastructure, governance, and technology integration will be essential to sustain and further this progress in line with the National Education Policy 2020 and Sustainable Development Goal 4.- Ends

It sounded impossible at that time. But we could achieve this transformation milestone." "The Performance Grading Index ( PGI ) of the Government of India which assesses school education across 73 indicators, has placed Odisha at No. 5 among all the states in 2023-24, higher than Kerala. This achievement is stupendous, especially as Odisha was in the bottom category of states previously," he said. He congratulated the entire team for moving up in the school education ranking from 24 to 5. "Congratulations to the entire team who made this happen in a record time . It was not an easy task to go from being 24 in all India ranking to number 5. The hard work and dedication that has gone in from all quarters has made this possible.
