Chandigarh, Punjab, and Delhi were the top three performers in the Ministry of Education's latest assessment of school education indicators, the Performance Grading Index (PGI) 2.0 report for 2023-24, which was released Wednesday. The PGI was introduced in 2017, and the ministry revamped it as PGI 2.0 in 2021. It is an assessment of school education along six domains – learning outcome and quality, access, infrastructure and facilities, equity, governance processes, teacher education, and training. The latest report, covering the years 2022-23 and 2023-24, draws data from the National Achievement Survey 2021, the Unified District Information System for Education Plus (UDISE+), and information on the mid-day meal programme (PM-POSHAN). States/UTs are scored out of 1,000 points. No state/UT has scored in the higher ranges of 761 and above. The highest scorer was Chandigarh at 703, followed by Punjab at 631.1, and Delhi at 623.7. Kerala, Gujarat, Odisha, Haryana, Goa, Maharashtra, and Rajasthan also scored in the 581-640 range. The state that scored the lowest was Meghalaya (417.9). Just above it were Arunachal Pradesh (461.4), Mizoram (464.2), Nagaland (468.6), and Bihar (471.9). In the middle range of 521-580 were Uttar Praded, Tamil Nadu, Karnataka, Andhra Pradesh, West Bengal, Madhya Pradesh, Himachal Pradesh, and Uttarakhand. The scores are meant to help states/UTs identify areas where they need to make interventions. Of the 36 states/UTs, 25 saw an improvement in their scores in 2023-24 compared to 2022-23. Chandigarh scored 687.8 in 2022-23, and Punjab scored 614.1, followed by the Andaman and Nicobar Islands at 606.4, and Gujarat at 602.2. Chandigarh was the top scorer in 2021-22 as well, with a score of 659, followed by Punjab (647.4) and Delhi (636.2). 'Since the grading and the indicators have undergone changes, the results of PGI 2.0 are not strictly comparable with the previous PGI reports, though the pattern of achievement seems to be like the previous PGI results,' the latest report stated. Referring to the inter-state disparity, the report said, 'The maximum and minimum scores obtained by the States/UTs in 2023-24 are 719 and 417 respectively.'

Chandigarh has been adjudged the best performer in school education for the academic year 2023-24, while Meghalaya appears in the lowest rung of the Performance Grading Index (PGI) 2.0 report released by Union Ministry of Education on Wednesday (June 18, 2025). The States are graded on a wide range of indicators, including learning outcomes and quality, access, infrastructure, equity, governance processes, tand eacher education and training, for a total of 1,000 points. None of the States feature in the top scoring range of 761-1,000, which suggests that there is huge scope for improvement, Ministry officials said. The report shows that 24 States and Union Territories improved their scores in 2023-24, in comparison to the previous year, while the remaining 12 States/UTs saw declining scores. Grading the States Chandigarh achieved a score of 719, and is the sole State to reach Grade Prachesta-1, for scores between 701 to 760. Ten States and Union Territories — Punjab, Delhi, Gujarat, Odisha, Kerala, Dadra Nagar Haveli and Daman Diu, Haryana, Goa, Maharashtra, and Rajasthan — have scored between 581 and 640, called Grade Prachesta-3. At the other end of the scale is Meghalaya, which scored 417, thus falling into the category of scorers between 401 and 460, labelled as Akanshi-3. Other States who have far to go to improve the quality of school education are Telangana, Assam, Jharkhand, Tripura, Manipur, Chhattisgarh, Bihar, Nagaland, Mizoram, and Arunachal Pradesh, who have been put in the Akanshi-2 category, as they have scored between 461 and 520. In the middle ranks are fourteen States/UTs — Puducherry, Himachal Pradesh, Andaman and Nicobar Islands, Tamil Nadu, Karnataka, Lakshadweep, West Bengal, Madhya Pradesh, Sikkim, Uttar Pradesh, Jammu & Kashmir, Uttarakhand, and Ladakh — which scored between 521 and 580, labelled Akanshi-1. Best improved To assess States' performance in providing access to school education, multiple indicators were used, including enrolment and retention of students, transition of students to the next grade, and identification and mainstreaming of out-of-school children. 'In this domain, Bihar and Telangana have made the highest improvement,' officials said. With regard to the infrastructure domain, States were assessed on the presence of working toilets, clean drinking water, clean and attractive spaces, electricity, computing devices, internet, libraries, and sports and recreational resources in their schools. Other critical indicators include the availability of ICT facilities, and timely availability of textbooks and uniforms. 'Delhi, J&K, Telangana have made highest progress in this domain between 2022-23 and 2023-24,' officials said. The score of each indicator is calculated by multiplying the proportionate score of the indicator with its weightage. For example, for the indicator of proficiency in Mathematics in Grade 5, the weightage is 20. Thus, if a State has 50% students of Grade 5 who achieved minimum proficiency in Mathematics, its score for this indicator would be 20 times 0.5, which equals 10.
