
Three winning concepts announced during the sixth edition of Fikra
The winning concepts were selected through a rigorous process involving a Ministerial Committee, alongside a public vote.
The winners included:
1. 'Hayat plus' Application, presented by Major Hamad Subah Al Swar and Major Salem Subah Al Swar, from the Ministry of Interior.
2. National Points System (Kafu) presented by Manar Ahmed Thani, from the Prime Minister's Office.
3. 'Taqyeemk' Mandatory Yearly Cybersecurity Assessments, presented by Captain Engineer Jassim Isa AlObaidly, Captain Engineer Khalid Mohammed Saif, and Captain Engineer Khalifa Noaman Alhassan, from the Bahrain Defence Force (BDF), which won the public vote.
The Ministerial Committee extended its congratulations to the winners.
The Committee commended the innovative ideas showcased during the competition, highlighting their potential to enhance government workstreams and improve the efficiency of services for citizens and residents. This comes in line with the Kingdom's commitment to driving progress through government initiatives and programmes.
The Committee commended the participants' efforts, praising the high standard of all 12 concepts that reached the final stage and wishing them success in their future endeavours.
The Ministerial Committee consisted of the Minister of Finance and National Economy, HE Shaikh Salman bin Khalifa Al Khalifa, the Minister of Municipalities Affairs and Agriculture, HE Wael bin Nasser Al Mubarak, the Minister of Transportation and Telecommunications, His Highness Dr Shaikh Abdullah bin Ahmed bin Abdullah Al Khalifa, the Minister of Legal Affairs and Acting Minister of Labour, HE Yousif bin Abdulhussain Khalaf, the Minister of Health, HE Dr Jalila bint Al-Sayed Jawad Hassan, the Minister of Housing and Urban Planning, HE Amna bint Ahmed Al Romaihi, the Minister of Education, HE Dr Mohammed bin Mubarak Juma, and the Minister of Industry and Commerce, HE Abdulla bin Adel Fakhro.
Fikra aims to foster a culture of creativity and innovation within the public sector by empowering employees to propose solutions that address the Kingdom's aspirations. The initiative contributes to advancing government services in line with Bahrain Economic Vision 2030 and the 2023-2026 Government Programme.

Bahrain Launches Academic Excellence Authority to Empower Youth and Boost Innovation
His Highness Shaikh Nasser bin Hamad Al Khalifa, Representative of His Majesty the King for Humanitarian Work and Youth Affairs and Chairman of the Supreme Council for Youth and Sports, officially launched the Academic Excellence Authority during a ceremony attended by top officials and over 100 outstanding students and graduates. HH Shaikh Nasser emphasized that the launch reflects the vision of His Majesty King Hamad bin Isa Al Khalifa to support and empower Bahraini youth academically and professionally, helping them become active contributors to Bahrain's ongoing development and sustainable future. 'This authority is a strategic national platform aimed at embracing academically gifted youth and channeling their talents into scientific research, innovation, and entrepreneurship,' he said. 'It will enhance Bahrain's competitiveness on regional and global levels and aligns with the government's commitment—under the leadership of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister—to put youth at the heart of national development.' Highlighting the importance of investing in scientific talent, HH Shaikh Nasser stated, 'Youth are half of today and all of tomorrow. This authority will serve as a hub for brilliant Bahraini minds, providing them with the space and support to innovate and excel.' The launch event was attended by Ayman bin Tawfiq Al Moayyed, Secretary-General of the Supreme Council for Youth and Sports, and Minister of Youth Affairs Rawan bint Najeeb Tawfeeqi. Ethical AI Gets Bahrain Boost
TDT | Manama Bahrain has formally launched a national artificial intelligence (AI) policy and an ethics charter rooted in shared Gulf values, becoming the first country in the region to define AI governance through a blend of local legislation and cultural identity. Announced by the Information and eGovernment Authority (iGA) through its official website, the policy was launched in line with directives from His Excellency General Shaikh Rashid bin Abdullah Al Khalifa, Minister of Interior and Chairman of the Ministerial Committee for Information and Communication Technology. The policy aims to ensure that AI technologies are used responsibly, ethically, and in line with the country's long-term development goals, including Bahrain's Economic Vision 2030 and the UN Sustainable Development Goals. Governance and Growth Mr. Mohammed Ali Al Qaed, Chief Executive of iGA, stated that the new framework seeks to promote economic and social development, enhance government efficiency, and raise Bahrain's competitiveness by unifying AI-related initiatives and embedding ethical safeguards into all implementations. The policy outlines clear compliance with national laws such as the Personal Data Protection Law, State Documents and Information Protection Law, and Open Data Policy. It also places strong emphasis on educating national cadres and raising awareness about AI's role in sectors like health, education, and public services. 'Through this initiative, we aim to build community trust in modern technologies while advancing digital transformation,' Al Qaed said. Ethical Foundations Complementing the policy, the newly adopted 'Guiding Charter for Artificial Intelligence Ethics' sets out core principles aligned with Islamic law and national identity. Approved by the GCC Ministerial Committee for eGovernment, the charter reinforces values such as human dignity, sustainability, privacy, fairness, and justice. The ethics charter rests on four pillars: supporting human autonomy, ensuring system integrity, preventing harm, and promoting non-discrimination. It also seeks to strengthen Gulf cooperation through knowledge exchange and shared digital standards. Stakeholder Engagement The policy is directed not only at government agencies and digital service providers but also at legislators, academics, and the broader public. It encourages AI literacy, training programs, and local-international partnerships to build a more informed and innovative society. By aligning AI development with local legislation and Gulf identity, Bahrain positions itself as a regional leader in ethical and strategic AI governance.
