Halim reclaims MTUC presidency in fresh election

PETALING JAYA : The six-year leadership crisis at the Malaysian Trades Union Congress (MTUC), which led to legal disputes and intervention by the Registrar of Societies, has been resolved with the re-election of Halim Mansor as president.
Halim, who first became president in 2016, narrowly defeated Effendy Abdul Ghani by seven votes at a special delegates conference held over the weekend, which was ordered by the Shah Alam High Court.
Effendy was elected as president in the 2022 triennial election, which was later declared null and void by the High Court.
Halim said the long-running dispute had weakened the labour centre, resulting in MTUC losing its representation on statutory boards such as the EPF and the Social Security Organisation or Perkeso for the past six years.
'Now that the matter has finally been resolved through the court's intervention and a legitimate election has been held, I will ensure that MTUC regains its rightful place in these statutory bodies to protect workers' rights,' he told FMT.
'Enough is enough – the split in MTUC must be repaired. Thankfully, the election saw members from both factions elected into office, which bodes well for the organisation's future unity.'
Halim said human resources minister Steven Sim called him immediately after the election to congratulate him and assured him that the ministry would cooperate with the new leadership to address pressing labour issues.
He also thanked the minister and former MTUC secretary-general J Solomon, who was appointed by the court to lead the special joint committee overseeing the fresh election. Halim praised Solomon for implementing the court order impartially.
Among the key office-bearers elected were Mohamed Dauzkaply as deputy president, Kamarul Baharin Mansor as secretary-general, and Bindu Patel as financial secretary.
In the 2019 election, Halim was tied with another presidential candidate, but the then secretary-general and working committee failed to resolve the impasse and sidelined Halim. The committee later disqualified him from contesting the 2022 election, claiming that he was ineligible.
This led Halim to file a lawsuit, and a year later, the Shah Alam High Court declared the 2022 election null and void, ruling that the actions taken were ultra vires the MTUC constitution.
The court granted a conditional stay of execution, allowing MTUC officials to handle only daily operations and barring them from making policy decisions, public statements, or representing MTUC in official capacities.
In February, the Court of Appeal heard a challenge by the then MTUC president against secretary-general Kamarul, with both of their 2022 elections being nullified.
All parties eventually reached a mutual agreement to form a joint special committee to run MTUC and hold a fresh election within 90 days.

She also wanted to know whether the same method would be used through the Malaysia-Thailand Joint Development Authority (MTJDA) or another method given that the rights of Sabah as well as Sarawak are protected under the Malaysia Agreement 1963 (MA63). Datuk Che Mohamad Zulkifly Jusoh (PN-Besut) asked the Prime Minister to state the government's decision after a holistic engagement session with stakeholders regarding the status of the establishment of the Malaysian Ombudsman, as well as the next steps to expedite its establishment. In addition, Jimmy Puah Wee Tse (PH-Tebrau) asked the Minister of Defence if the ministry had plans to integrate the use of unmanned aerial vehicle (UAV) technology in the country's air defence system. The Dewan Rakyat sitting will then resume with the debate session on the 13th Malaysia Plan (RMK13) motion tabled by Prime Minister Datuk Seri Anwar Ibrahim last Thursday.

Ringgit climbs against US dollar amid growing rate cut expectations

KUALA LUMPUR, Aug 5 — The ringgit extended its gains to open higher against the US dollar today, as investor sentiment on risk assets rebounded amid talk of a possible United States (US) interest rate cut, an economist said. At 8 am, the local note climbed to 4.2260/2395 against the greenback from yesterday's close of 4.2350/2385. Bank Muamalat Malaysia Bhd chief economist Dr Mohd Afzanizam Abdul Rashid told Bernama that the US dollar slipped further as market participants continued to digest last Friday's weak labour market data, which bolstered the odds of a rate cut. 'It appears that emerging market currencies against the US dollar are in a sweet spot, as the Federal Reserve seems poised to cut its policy rate, perhaps at an accelerated pace, to demonstrate to markets that it is on top of the situation. 'The September Federal Open Market Committee (FOMC) meeting is likely to see a 25-basis-point rate cut,' he said. Mohd Afzanizam said the ringgit is expected to linger within a range of RM4.22 to RM4.23 against the US dollar, supported by the prevailing positive sentiment. Meanwhile, the ringgit was mostly higher against other major currencies in early trade. It weakened against the Japanese yen to 2.8795/8889 from 2.8652/8677 on Monday, but strengthened against the British pound to 5.6197/6377 from 5.6296/6342, and edged higher against the euro at 4.8954/9110 from 4.8978/9018. The local unit was also mostly higher versus regional currencies. The ringgit rose against the Singapore dollar to 3.2841/2949 from Monday's close of 3.2878/2908, but slipped against the Thai baht to 13.0747/1229 from 13.0452/0616. It appreciated against the Philippine peso at 7.36/7.39 from 7.38/7.39 yesterday, and firmed against the Indonesian rupiah to 257.6/258.5 from 258.2/258.5. — Bernama
