Removal of mandatory minimum sentences for some dangerous driving offences to kick in from June 12
SINGAPORE – Updated legislation covering dangerous and careless driving offences, with mandatory minimum sentences for first-time offenders removed, will take effect on June 12.
The first tranche of amendments in the Road Traffic (Miscellaneous Amendments) Act will lower the mandatory minimum jail terms for repeat offenders of dangerous driving causing death or grievous hurt to two years' jail and one year's jail, respectively.
The mandatory minimum jail term and disqualification period for first-time offenders will also be removed.
No changes will be made to the maximum penalties for repeat offenders. Those convicted of dangerous driving causing death can face up to 15 years' jail, while those who cause grievous hurt can be jailed for up to 10 years.
In a June 11 statement, the Ministry of Home Affairs (MHA) said: 'The courts will have the flexibility to decide on the appropriate sentence in every case, and MHA expects egregious offenders to continue to be subject to stiff penalties.'
Annual statistics released by the Traffic Police (TP) on Feb 21 showed a five-year high in the number of people killed or injured in accidents across 2024.
The figures showed that of the 139 fatal accidents in 2024, a total of 46 cases – or one in three – were related to speeding. A total of 142 people died in road accidents in 2024.
'MHA continues to be concerned about the road safety situation in Singapore. TP has intensified its enforcement efforts against egregious driving behaviour, including drink driving,' MHA said.
'We recently announced increases in the penalties for speeding offences, and are reviewing other laws and policies to promote a culture of responsible driving and ensure sufficient penalties for offenders.'
Senior Minister of State for Home Affairs Muhammad Faishal Ibrahim had said in Parliament on Jan 7 that the amendments do not mean the Government is signalling a more lenient stance towards repeat offenders.
Rather, the changes were made to recalibrate the balance between deterrence and proportionality.
Prosecutors will also be given more flexibility to proceed on a 'hurt' charge even when 'grievous hurt' is caused, he said.
This is to enable the prosecution to take into account other circumstances that could have been involved. They include the nature of the victim's injury and whether other road users were partly responsible for the accident.
The refreshed Act will also adjust how motorists' track records affect their classification as repeat offenders for dangerous or careless driving offences.
Under the new Act, motorists will be classified as repeat offenders only if they have at least two prior speeding convictions in excess of 40kmh of the road or vehicle's speed limit.
At least two of the speeding convictions will also need to have occurred within five years of the dangerous or careless driving offence they are currently facing.
Motorists with previous convictions for dangerous or careless driving, or found to have conducted illegal speed trials, will continue to be classified as repeat offenders if found to have committed another similar offence.

ST PHOTO: LIM YAOHUI Meta to work with Singapore banks in sharing intelligence to combat scams SINGAPORE – Social media company Meta is aiming to roll out a shared intelligence platform with local banks in Singapore to combat the scam scourge. This comes as the company looks to form a closer partnership with the Republic's law enforcement agencies to dismantle scam syndicates. First unveiled in the United Kingdom and Australia in 2024, Meta's Fraud Intelligence Reciprocal Exchange (Fire) is a platform that allows banks to share threat intelligence with the firm directly. Speaking to the media on June 12, Meta's Singapore and Asean head of public policy Clara Koh said the firm is ready to roll out the programme globally through an industry consortium – the Financial Services Information Sharing and Analysis Centre . She said that currently, Meta's customers who become victims of scams on its platforms have to report their experience to the firm. With Fire, Meta – the parent company of Facebook, Instagram and WhatsApp – will also be able to receive intelligence on scammers or victims from banks. Ms Koh said the platform allows Meta to analyse data and remove the scammers' ability to commit crimes. 'But at the same time, we use the signals and patterns or behaviours of the actors to help our machine learning and artificial intelligence (AI) actually better detect the bad actors. 'So yes, we are working with a few local banks to try and get them onboarded into the programme,' she added. She said more details will be shared at a later date. During a six-month pilot with UK banks NatWest and Metro Bank, Meta was able to remove some 20,000 accounts run by scammers from 185 website addresses shared by the banks. Ms Koh was one of the panellists at an anti-scam awareness event organised by Meta on June 12 at the firm's office at Marina One. ST PHOTO: LIM YAOHUI During the discussion, Supt McIntyre said that people should not be fearful if an unknown person is attempting to call or reach them through e-mail. Instead, it is important to slow down and assess the situation. 'The important thing is not to respond immediately, not to transfer money, because once it's out, it's out. The important thing is not to click a link,' said Supt McIntyre. In 2024, victims in Singapore lost a record high of $1.1 billion to scams. In total, victims here have lost more than $3.4 billion to scams since 2019. The most common ruse in 2024 was e-commerce scams, which includes concert ticket scams, with 11,665 reported cases and victims losing at least $17.5 million in total. Job scams and phishing scams rounded out the top three scam variants of concern in 2024. Some $156.2 million was lost to job scams, while victims of phishing scams lost $59.4 million across 2024. Ms Koh said that some scams – such as ticketing scams linked to big events like mega concerts or summits – can be anticipated, which means the authorities can prepare against a spike in fraud attempts ahead of time. 'You don't know how (scams) are going to evolve over time, but they evolve extremely quickly within days. Once you try and arrest a particular variant, it pivots and evolves i nto something else,' she added. She said Meta is also committed to fighting the scam scourge beyond just its online platforms – highlighting the human trafficking cost that comes with scam compounds run by organised crime. 'As a platform, we want to do our best to tackle the issue as it manifests... but I think equally, we also want to take real-world action on the actual criminal syndicates that are operating these (compounds),' she said. 'So we can do our part but, at the same time, we really need different segments of the ecosystem and society to work with us on the same side to really fight this scourge.' 16 arrested for illegal horse betting activities in S'pore-Malaysia police joint operation
Sixteen people were arrested and another 41 are being investigated for illegal horse betting activities, following a joint operation by Singapore and Malaysian police on June 11. Those arrested were aged between 50 and 78, and suspected of being involved with a criminal syndicate that carried out illegal horse betting activities, said the Singapore Police Force (SPF) in a statement on June 12. During the joint operation, officers from the SPF's Criminal Investigation Department (CID) and Special Operations Command conducted simultaneous raids at multiple locations across Singapore, which led to the arrest of 14 men and one woman. The officers seized cash, three bank accounts with a total value of about $200,000 that were believed to constitute criminal proceeds, as well as electronic devices such as mobile phones and gambling-related items. In Malaysia, a 53-year-old Singaporean man was arrested during a raid carried out by officers from the Royal Malaysia Police's (RMP) CID. The man will be charged in court on June 13 for offences under the Gambling Control Act. Investigations against the others arrested are ongoing. On June 11, officers from the SPF's CID and land divisions also conducted simultaneous checks at locations across Singapore including King George's Avenue, Jurong Street 24, Ang Mo Kio Street 22, New Upper Changi Road, Yung Sheng Road, Bukit Batok Street 31 and Marsiling Road. A total of 40 men and a woman, aged between 47 and 84, are being investigated for their suspected involvement in illegal horse betting activities. They are believed to have had roles such as illegal bookmakers, runners and punters. The police also seized more than $17,000 in cash, mobile phones and horse betting items. Under the Gambling Control Act, any person found guilty of gambling with an unlawful gambling service provider can be fined up to $10,000, or jailed for up to six months, or both. Under the same Act, anyone found to be involved in conducting an unlawful betting operation as an operator can be fined up to $500,000 and jailed for up to seven years. The police take a serious view of all forms of illegal betting activities and work with counterparts such as the RMP to find criminal syndicates, said Deputy Commissioner of Police (Investigation and Intelligence) Zhang Weihan, who is the director of the CID as well. He also thanked Commissioner Mohd Shuhaily Mohd Zain, director of the Criminal Investigation Department of RMP, and his officers for "their strong support and commitment in tackling transnational organised criminal groups". Mr Zhang said SPF will continue to work with its partners to detect and dismantle criminal syndicates wherever they choose to operate.

HSA raids nightclub at Coleman Street for sale and use of illegal e-vaporisers, Singapore News
Tobacco enforcement officers from the the Health Sciences Authority's (HSA) raided Club Slim, a nightclub in Excelsior Shopping Centre at Coleman Street, on May 15 and uncovered an active trade in illegal e-vaporisers and related accessories. This comes as the authority steps up enforcement and continues to combat the unauthorised sale and use of e-vaporisers at nightlife establishments, it said in a statement on Friday (June 13). The club's manager admitted to selling e-vaporisers to staff members and HSA linked him to an illegal distribution network after they searched his vehicle and residence. The 45-year-old man is currently assisting the authority in investigations. Three men and two women aged between 22 and 40, who were patrons of the nightclub, were also found to have e-vaporisers and components in their possession. They were issued fines by the HSA on the spot. Under the Tobacco (Control of Advertisements and Sale) Act, the possession, use or purchase of e-vaporisers carries a maximum fine of $2,000. It is also an offence to import, distribute, sell or offer for sale prohibited tobacco products, such as e-vaporisers and their components under the Act. If convicted, first-time offenders may be fined up to $10,000, or jailed for up to six months, or both. The second or subsequent offences carry a fine of up to $20,000, or imprisonment of up to 12 month, or both. The HSA encouraged smokers who need help with quitting to call the Health Promotion Board's toll-free Quitline at 1800-438-2000. The authority has also urged members of the public who have information on the illegal import, distribution or sale of e-vaporisers to contact the Tobacco Regulation Branch at 6684 2036 or 6684 2037 during office hours. Over 17,900 people were caught for possession and use of e-vaporisers between January 2024 and March 2025. More than $41 million worth of e-vaporisers and components were seized and 50 successful operations were conducted against large-scale e-vaporiser syndicates by HSA during this period. [[nid:718087]]
