Pune: Charholi residents call bandh on May 30 to oppose proposed town planning schemes
PUNE : Residents of Charholi have intensified their protest against PCMC over the proposed Town Planning schemes and have called for a 'bandh' in the area on Friday. Many residents, primarily small landholders, expressed strong opposition to the plan, claiming that the scheme would reduce their landholdings and adversely impact livelihoods. The Pimpri Chinchwad Municipal Corporation (PCMC) proposed five Town Planning (TP) schemes covering a total of 1,425 hectares in Charholi. An intention in this regard was published in the newspaper last month. Residents argued that they lost big portions of their land to previous development projects and could not afford to lose more land now. "My family lost six acres for the development of two major roads in the area. If the administration now plans to take away our remaining farmland, which our families preserved for generations, we will resist it strongly," said Rohidas Kakade, a local farmer. Earlier, the civic body proposed six TP schemes — one for Chikhali and five for Charholi. The Chikhali plan was scrapped because of strong opposition. Now, residents are demanding rollback of the Charholi schemes also. They want the civic body to focus on executing development according to the existing Development Plan (DP). Two weeks ago, a group of residents staged a protest in front of the municipal corporation and submitted a formal letter of objection to the municipal commissioner. Ulhas Kate, another farmer, said they lost land for a petrol pipeline and the widening of a 90-metre road. "The municipal corporation placed a reservation on our land in the existing DP. Now, with the TP scheme, they want to take even more land, which is unjust," he said, alleging that the civic officials had put reservation in the TP scheme only on land owned by farmers. A majority of landowners in the Charholi area are small farmers. "If the TP scheme allows the municipal corporation to acquire 40–50% of our land, the remaining land will be of no practical use," Kate said. BJP leader and former PCMC mayor Nitin Kalje, a resident of Charholi, said TP schemes had not been successful in other parts of the state and could delay development in Charholi. "Even if a single landowner challenges the scheme in court, the entire process could be stalled for years," he said. Kalje argued that TP schemes were more suited for newly merged areas of the municipal corporation, not for rapidly developing localities like Charholi. "Charholi saw massive growth, with several high-rise residential towers already built with PCMC's permission, while construction of more such towers is under way. If the civic body allowed construction, I don't understand how it plans to reserve these lands now under the TP scheme," he said. Prasad Gaikwad, the deputy director of PCMC's town planning department, said there was some misunderstanding among residents regarding the TP schemes. "We are working to create awareness about the advantages of these. These plans are designed to promote systematic and planned development. These will ultimately benefit local residents," he said. Gaikwad clarified that the TP schemes were still in the initial phase. "The municipal corporation has only published a notice of intention in the newspaper. There is still a long way to go before implementation. If residents continue to raise objections, the civic body is open to taking an appropriate decision at a later stage," he said.

TP business course valedictorian makes sacrifices to juggle studies, running popular flea market

She is one of 5,100 students graduating from May 2 to May 13. SINGAPORE – Every weekend, Bugis Street Art Lane in Victoria Street is brimming with vintage goods vendors selling items like retro digital cameras and unique Y2K fashion pieces. There may even be a musician or two serenading audiences at an outdoor open mic. Scurrying from booth to booth is 21-year-old Portia Gabrielle Karl, ensuring that everything is running smoothly for the more than 40 vintage goods vendors there. Ms Karl is one of the co-founders of the Resurrack Vintage Market, as well as a graduating Temasek Polytechnic (TP) business student. She and her business partner and fellow TP business student, Isaac Loh, 21, came up with the vintage goods flea market in 2024. Resurrack Vintage Market operates on weekends from 3pm to 9pm, attracts up to 500 attendees weekly, and has more than 16,000 followers on Instagram. Ms Karl is also the valedictorian of TP's 2025 business cohort and the recipient of the Pan-Pacific Award for All-Round Excellence. The award commends and acknowledges polytechnic graduates who excel in their studies and have made outstanding contributions in their co-curricular activities. She is one of nearly 5,100 students across 37 full-time and 49 part-time diploma courses graduating from the polytechnic from May 2 to May 13. Ms Karl found her success, both inside and outside the classroom, to be surprising, particularly given her struggles with academic studies during her primary and secondary education. 'I felt like I couldn't keep up with everyone else. It was very demoralising and affected my confidence,' she remarked. However, Ms Karl found her groove in the hands-on learning environment of polytechnic. 'The way we learn is different. Projects allow me to be more flexible and creative, and I enjoy the collaborative aspect of group work,' she said. It was at TP that she met her business partner, Mr Loh, through shared classes in their first year in poly. She found his entrepreneurial spirit 'infectious' and counts him as one of her main inspirations. Mr Loh was running an online business selling vintage goods online when the two met in their first year of polytechnic. In July 2023, he approached her with a proposal to become his business partner as he sought opportunities to grow his business. In October 2023, the pair opened a physical store, Resurrack , as a one-stop shop for different types of vintage goods at the now-defunct Peace Centre shopping mall in Sophia Road. The shop was open from Friday to Sunday every week. The pair sold vintage goods, such as vinyl records, toys and cameras, sourced from over 30 vendors and funded the venture entirely themselves. The store remained operational until January 2024, at which point Peace Centre permanently closed. Following this, Resurrack went on hiatus as both Ms Karl and Mr Loh went to Vietnam for an overseas internship programme. The business partners reached out to different malls in Singapore during this period to scale up their business from a single physical outlet to an entire street market. An agreement with CapitaLand was eventually reached for the use of Bugis Street Art Lane. The Resurrack Vintage Market at Bugis Street Art Lane in Victoria Street attracts up to 500 attendees weekly, and has more than 16,000 followers on Instagram. In order to help manage the new venture, Resurrack Vintage Market, Ms Karl also co-founded events agency Elevents in August 2024, which focuses on organising youth-targeted events in Singapore. Resurrack Vintage Market ran its first market in November 2024. Ms Karl said that she tries to be on the ground to manage the event as much as possible. The six core team members of Resurrack are mutual friends of both her and Mr Loh, whom she met during her time at TP. 'I've (also) had less time for myself and less time to spend with my friends.' Ms Karl stated her intention to pursue a business degree at the Singapore Management University. She also plans to continue working on Resurrack and Elevents while studying in the hopes of selling the business once it has grown sufficiently. Running a business while studying helped to enhance her TP education, she said, as it allowed her to 'directly apply concepts we learnt in class, like accounting, to real-life scenarios'. She added: 'When I came (into TP), I thought the only path was to work a nine-to-five corporate job. I never thought I could start my own business.' When asked about the biggest lesson she learnt from her time in TP, Ms Karl said: 'I've learnt not to limit myself and that I can take on more in life. Coming into TP, I never thought I'd be able to do so much. 'Anything is possible.' Bhubaneswar: BDA initiates town planning scheme implementation in Dasapur and Malipada
BHUBANESWAR : Bhubaneswar Development Authority (BDA) has initiated its town planning (TP) scheme implementation in Dasapur and Malipada areas, covering a total of 846 acres. This is TP scheme Nos. 5, 6 and 7, which fall in zone I of the BDA. The TP scheme implementation holds importance as BDA has already proposed to develop a Bhubaneswar New City in the same area, which will cover 400 hectares of land. As part of the initiation process, the BDA recently issued a request for proposal to select a firm that will aid the development authority in planning, designing and executing the TP scheme in Dasapur and Malipada. BDA officials said that the selected firm, with experience in planning, design and implementation of TP schemes, will be responsible for preparing designs as per the scope of work and assisting the BDA in planning, designing and implementing the schemes in this area. "We progressed a lot in the TP scheme implementation recently. This time, the focus remained on completing the three schemes in Dasapur and Malipada. We already held a public hearing event for the landowners of the area," vice chairman (BDA) N. Thirumala Naik said. Last Dec, BDA initiated the town planning scheme implementation in Zone IV, covering 14 schemes in the Dhauli and Tamando areas. The entire 14 schemes in this stretch cover a total of 2,496 acres of land. The BDA has divided the city into four zones and is implementing a total of 45 TP schemes covering 58 revenue villages. The BDA has planned to acquire the required land for the ambitious inner ring road project from the areas under the TP scheme. Under the TP Scheme framework, landowners contributed 40% of their land for infrastructure development while retaining 60% as TP area. The developed areas feature 9-metre-wide roads and essential utilities, including drainage, water supply, sewerage, and electricity connectivity. The state govt recently announced the implementation of the TP scheme in other cities, including Sambalpur and Berhampur. Several bureaucrats and researchers have also continued to visit the TP scheme sites in Bhubaneswar recently to understand the implementation process. "The BDA is setting an example in the implementation of the TP scheme. The scheme is a win-win situation for both residents and authorities. Our implementation method is unique, which is why officials from different places are visiting the site," a BDA official said.
