Pune: Charholi residents call bandh on May 30 to oppose proposed town planning schemes

: Residents of Charholi have intensified their protest against PCMC over the proposed Town Planning schemes and have called for a 'bandh' in the area on Friday.
Many residents, primarily small landholders, expressed strong opposition to the plan, claiming that the scheme would reduce their landholdings and adversely impact livelihoods. The

(PCMC) proposed five Town Planning (TP) schemes covering a total of 1,425 hectares in Charholi. An intention in this regard was published in the newspaper last month.
Residents argued that they lost big portions of their land to previous development projects and could not afford to lose more land now. "My family lost six acres for the development of two major roads in the area. If the administration now plans to take away our remaining farmland, which our families preserved for generations, we will resist it strongly," said Rohidas Kakade, a local farmer.
Earlier, the civic body proposed six TP schemes — one for Chikhali and five for Charholi. The Chikhali plan was scrapped because of strong opposition. Now, residents are demanding rollback of the Charholi schemes also. They want the civic body to focus on executing development according to the existing Development Plan (DP). Two weeks ago, a group of residents staged a protest in front of the municipal corporation and submitted a formal letter of objection to the municipal commissioner.
Ulhas Kate, another farmer, said they lost land for a petrol pipeline and the widening of a 90-metre road. "The municipal corporation placed a reservation on our land in the existing DP. Now, with the TP scheme, they want to take even more land, which is unjust," he said, alleging that the civic officials had put reservation in the TP scheme only on land owned by farmers.
A majority of landowners in the Charholi area are small farmers. "If the TP scheme allows the municipal corporation to acquire 40–50% of our land, the remaining land will be of no practical use," Kate said.
BJP leader and former PCMC mayor Nitin Kalje, a resident of Charholi, said TP schemes had not been successful in other parts of the state and could delay development in Charholi. "Even if a single landowner challenges the scheme in court, the entire process could be stalled for years," he said.
Kalje argued that TP schemes were more suited for newly merged areas of the municipal corporation, not for rapidly developing localities like Charholi. "Charholi saw massive growth, with several high-rise residential towers already built with PCMC's permission, while construction of more such towers is under way. If the civic body allowed construction, I don't understand how it plans to reserve these lands now under the TP scheme," he said.
Prasad Gaikwad, the deputy director of PCMC's town planning department, said there was some misunderstanding among residents regarding the TP schemes. "We are working to create awareness about the advantages of these. These plans are designed to promote systematic and planned development. These will ultimately benefit local residents," he said.
Gaikwad clarified that the TP schemes were still in the initial phase. "The municipal corporation has only published a notice of intention in the newspaper. There is still a long way to go before implementation. If residents continue to raise objections, the civic body is open to taking an appropriate decision at a later stage," he said.

Last Updated: Caste arithmetic and an unfavourable result in the elections last year have prompted the party to take steps to win the poll battle The BJP has decided to go all out to woo Dalits of poll-bound Bihar, even before seat-sharing talks have begun among the NDA constituents for the upcoming election. Starting June 20, the party will target the Ravidas community by organising the Sant Shiromani Ravidas Sammelan-cum-honour ceremony in Bihar. Sant Ravidas, a 15th-century Bhakti saint, is a significant figure in the Dalit community and is widely recognised as a Dalit icon. Last year, Prime Minister Narendra Modi commemorated Ravidas' 647th birth anniversary in his Lok Sabha constituency Varanasi. Now, with Bihar election around the corner, BJP has decided to hold such conclaves in different districts and created a schedule for that. News18 has learnt that BJP has fixed conclave dates for Begusarai on June 20, Samastipur on June 22, Madhubani on June 25, Bagaha and Bhagalpur on June 29, Saharsa on June 30, Muzaffarpur and Siwan on July 6, Darbhanga on July 7, Gaya on July 13, Banka on July 16, Arwal on July 18, Khagaria and Sitamarhi on July 20 and Gopalganj on July 31, which will be the season finale. There will also be a special conclave through which Dalit outreach efforts will be made in Bihar's capital Patna though the date for it is not yet finalised. The party wants the Patna conclave to be a show-stopper with big names in attendance, and hence, the date will depend on their availability, say BJP sources. But why the focus on Dalits? Sources in the know suggest there are two reasons behind it. One is pure caste arithmetic. Though the Ravidas community constitutes just 5 per cent of Bihar's voters, if the total Dalit pie in Bihar is taken into consideration, the number jumps to 19 per cent. While BJP is confident about upper castes and OBC support of a few, JDU too brings OBC strengths. Even NDA's smaller allies like Rashtriya Lok Morcha leader Upendra Kushwaha can influence OBC votes. Only former Bihar CM Jitin Ram Majhi's Hindustan Awam Morcha-Secular(HAM-S) and LJP (RV) Chirag Paswan have limited sway over those known as the backwards. The second reason stems from an unfavourable experience in last year's Lok Sabha election when the BJP-led NDA lost nine Lok Sabha seats in Bihar. In 2019 Lok Sabha polls, NDA won 39 seats while in 2024, it managed to win 30. In neighbouring Uttar Pradesh, the situation was even more grim. The BJP-led NDA lost a whopping 28 seats. Later, BJP went on record to accept that Congress managed to twist BJP's '400 paar' campaign slogan as fear mongering among Dalit voters, suggesting their reservation rights are on the line. This worked against the BJP in the two Hindi heartland states. Since June 4 last year, when the results were declared, BJP has taken corrective measures to win the narrative war. However, the party feels that with no big alliance partner that has a solid grip among the Dalit community, the outreach is the best way forward. Sources in the BJP say the plan to carpet-bomb the Ravidas Sammelans was conceived in mid-May when Leader of Opposition Rahul Gandhi alleged that the Bihar Police stopped him on his way to Ambedkar hostel in Darbhanga, adding that 'they could not stop me because your power (minority community) is watching over me". Back then, Bihar BJP president Dilip Jaiswal had hit out at Gandhi, saying: 'He should use his mind. If he had to use a government building or hostel, he should have sent an official itinerary. He is the Leader of Opposition and a state president of a party has to teach this?" However, it is learnt that this visit may have worked as a catalyst for the state BJP to pre-emptively launch a mega Dalit outreach, having learnt its lessons last year. Remove Ads As the all-party parliamentary delegation concluded its four-nation diplomatic tour in Egypt, BJP leader V Muraleedharan called the visit "very productive" and highlighted the strong support India received on the global stage against terrorism."I found it very much productive, very meaningful, and I found a consensus among everyone in favour of India, especially on the issue of terrorism," said Muraleedharan, speaking on the sidelines of the delegation's final stop in Cairo He added, "Everyone condemned the terrorist attacks that happened, and everyone was supportive of the efforts that India is making to counter terrorism. It just also felt that a global initiative has to be there and a consensus has to be created across the world against terrorism in all its forms and manifestations."The multi-party delegation , led by Nationalist Congress Party (Sharadchandra Pawar) MP Supriya Sule , had earlier visited South Africa, Ethiopia, and Qatar before arriving in visit aimed to strengthen diplomatic ties, reinforce India's commitment to peace, and update international partners on India's response to the recent terrorist attack in Jammu and Kashmir 's Pahalgam, where 26 civilians were killed on April their visit, Sule and the delegation held a constructive meeting with Egypt's Foreign Minister Badr Abdelatty in the New Administrative Capital. Abdelatty condemned the Pahalgam attack and assured India of Egypt's continued support, stating such acts of terror would not be tolerated."We had a constructive meeting with the Foreign Minister. He reassured us that India and Egypt must work together in peace, trade, and culture, as the two nations are uniquely placed," Sule added that the Egyptian leadership was among the first to reach out to Prime Minister Narendra Modi following the April 22 attack, expressing solidarity and reaffirming their commitment to peace and the global fight against terrorism."Under the leadership of our Prime Minister, we had Operation Sindoor, and as a part of that, this is an activity which the Honourable Prime Minister wanted all of us to do. We have come here not just as Members of Parliament or ideologues. We have come as Indians to tell the world what has happened in India five weeks ago," she also addressed the spread of misinformation, stating, "The world has changed, technology has changed our lives, and so has social media and the kind of information going around--some of it factual, some of it deep fake. The Honourable Prime Minister formed seven groups of five MPs each and sent them to four to five countries over the last 10 days."As part of this global outreach, Sule's group interacted with local leaders, opinion makers, and think tanks in Cairo. The delegation also paid floral tributes at the Heliopolis War Memorial in honour of Indian soldiers who laid down their lives during World War I and World War delegation included Rajiv Pratap Rudy, Vikramjeet Singh Sahney, Manish Tewari, Anurag Singh Thakur, Lavu Sri Krishna Devarayalu, Anand Sharma, V Muraleedharan, and Syed Akbaruddin.
