Centre clarifies pay, allowance rules for deputationists in UT administration
Chandigarh: Government employees on deputation with the Chandigarh administration, irrespective of the date of joining, may elect to draw either the pay in the level/scale of pay of the deputation post or basic pay in the parent cadre with effect from April 1, 2022.
This was stated by the UT personnel department in an order to all administrative secretaries on Tuesday.
The deputation (duty) allowance will only be admissible up to the fifth year as calculated from the date of joining or April 1, 2022, whichever is later. Once the officers/officials exercise their option to draw the pay of his/her parent cadre, the grant of deputation (duty) allowance, after reviewing deputation terms, may be regulated in terms of provisions of the order of the Government of India, dated March 28, 2024.
However, consultation with the finance department may be sought, if required.
Deputationists opting to draw pay of the post against which they have been appointed on deputation shall be entitled to dearness allowance at the rates applicable in the Chandigarh administration. However, in such cases, the pay of the deputationists will be re-fixed as per guidelines of the Government of India order dated March 28, 2024, and dearness allowance as per GoI's orders issued from time to time.

In the case of a deputationist who opts to draw the pay of his/her parent cadre post, a separate proposal may be furnished to the finance department for consideration as they shall be eligible for dearness allowance at the rates prevailing in their parent organisation (i.e., the lending state or central government).
Commenting on the UT personnel department's latest communication on deputationists, Ranbir Singh, Punjab and Haryana Employees Welfare Association (Deputationist), said, "The deputationist from Punjab and Haryana will adopt pay scales of Chandigarh and according to DOPT guidelines of March 28, 2024, then deputation allowance is not permissible."
He added that if the administration wishes to change any condition of deputation for the Chandigarh administration, which involves financial implications, then the approval of the department of expenditure, ministry of finance is mandatory.
"Also, it is mentioned in a recent circular by MHA in June, 2024, that if the administration wishes to start a new scheme or project from budgetary allocations, then irrespective of the amount, the approval of the department of expenditure, MOF must be sought as necessary. MHA has already given a special status to UT Chandigarh, being a capital of both states, due to which special terms and conditions of deputationists were approved by the ministry of finance, Government of India in 1967 and 1978," said Singh.

Earlier, Singh was found to be associated with Pakistan Intelligence Officer Shakir alias Jutt Randhawa and it was established that he came into direct contact with ISI officers during his visits to Pakistan in 2020, 2021 and 2024. He also disclosed during police interrogation that former Pakistan cop Nasir Dhillon had introduced him to ISI officials in Lahore. Nauman Ilahi, a 24-year-old security guard in Haryana, was found to be in touch with an ISI handler in Pakistan, and used to receive money in the account of his brother-in-law. A 28-year-old health worker from Gujarat Sahdev Singh Gohil was arrested for transmitting sensitive information related to Indian military infrastructure to a Pakistani operative. Centre raises financial threshold for procurement of scientific equipment, consumables
New Delhi [India], June 7 (ANI): The Central government has raised financial limits under the General Financial Rules (GFRs) for procurement of scientific equipment and consumables. The simplification of GFRs will reduce delays and enhance autonomy and flexibility for the research organisations. Under the new rules, the Finance Ministry said that Vice Chancelors, Dierectors and academic institutions under specified departments and ministries will be able to make non-Government e-Marketplace (GeM) procurement of scientific equipment and consumables. As per the notification of the Finance Ministry, the institutions can now procure scientific instruments and consumables worth up to Rs 2 lakh without the need for quotations. The earlier limit was Rs 1 lakh, which is now doubled by the Centre. Similarly, under the new rules, purchase committees can procure equipment worth Rs 25 lakh. The financial ceiling for such purchases was Rs 10 lakh. In addition, vice-chancellors and directors can give nods to the global tenders enquiring up to a value of Rs 200 crore. The move will play a pivotal role in facilitating researchers, startups and innovators, said Union Minister Dr Jitendra Singh in a post on the social media platform X. 'Here is some heartening news and a major breakthrough for young aspiring #StartUps, Innovators and Researchers: In a landmark step enabling #EaseOfDoingResearch, the GFR rules have been simplified for procurement of scientific equipment and consumables,' Union Minister Singh added in the X post. 'This will reduce delays and also enhance autonomy and flexibility for research institutions--empowering them to innovate faster,' the post added. As per the Finance Ministry, the new rules will be applicable to the authorities in departments and ministries such as science and technology, biotechnology, scientific and industrial research, atomic energy, space, earth sciences, and health research, including the Indian Council of Medical Research. According to the notification, apart from the above-mentioned departments, the Defence Research and Development Organisation (DRDO), the Indian Council of Agricultural Research (ICAR), and its affiliated universities and institutes offering postgraduate and doctoral-level programmes under any ministry or department will also benefit from the relaxed rules.
