Planners back solar farm near airport

Plans to fit solar panels to a building close to an airport have been agreed after it was concluded there would be no risk to pilots flying overhead.
A scheme to install 300 solar panels to the roof of a building at Aviation Point near Blackpool Airport has been given the go-ahead by Blackpool Council.
Concerns were raised by the nearby airport about possible glare from the panels on on Amy Johnson Way impacting pilots operating in the area.
However, a glint and glare assessment has shown there would be no impact and the airport did not object to the application.
If glare from the solar panels became a problem in the future, action could still be taken to resolve it, the Local Democracy Reporting Service said.
A council report setting out the decision said a glint and glare assessment had been provided and confirmed as acceptable by Blackpool Airport.
The airport suggested a condition requiring the operator of the solar panels to stop their usage if glare becomes an issue, it said, but added this was covered under the Air Navigation Order.
"As such, it is not considered necessary to repeat this in a planning condition," it said.
"Overall and on balance, it is considered that prior approval can be granted in relation to external appearance, particularly impact from glare."
Meanwhile, plans were submitted last year for a solar farm on land south of Blackpool Airport's main runway, to generate its own renewable electricity.
Documents were submitted in August to Fylde Council for the scheme which means one of the airport's two runways, which is much less used for flights would be lost.

Resort's bus services receive £4m cash boost

Bus passengers in Blackpool are set to benefit from a £4m investment designed to encourage more people to use public transport. Planned improvements include a major upgrade of bus shelters in the town, and installing more real-time information screens. The work will go ahead after the spending plans were approved by Blackpool Council's executive committee. Town hall bosses are keen for more people to use public transport following the recent announcement that 3,000 Department for Work and Pensions (DWP) staff will be moving to Blackpool, the Local Democracy Reporting Service said. Blackpool Council, which owns Blackpool Transport, also hopes increased bus use will help the local authority meet its environmental targets. A report for the council said it would also "contribute to improved local air quality and to climate change objectives". Planned improvements include: Enhancements to the bus service Bus lanes on Talbot Road A deep clean and repairs to bus shelters, or replacing worn-out ones Providing more real-time information (RTI) screens at town-centre bus shelters The Bus Grant Delivery Plan is supported by funding from the Department for Transport, which in December handed out £955m to support bus services across England. The report stated: "Local bus services are a vital resource for less able people and children/young people in Blackpool's community. "Clearly the economic impact of having to use taxis and private hire to get around town has a disproportionate impact on partially sighted, less ambulant and poorer members of society. "Bus use, especially on newer cleaner buses and electric buses, is more sustainable than private car use." Work starts on airport's new passenger terminal

Work has begun to build a new passenger terminal at Blackpool Airport as it continues with its expansion plans. The new hub, which was granted planning permission in September, will include an enhanced arrivals and departures area able to handle up to 45 passengers as well as a larger security checkpoint. It is the latest development in the airport's plans to upgrade as it continues to increase private corporate and executive and commercial aircraft charter flights. Airport director Steve Peters said it was "exciting to take the next step in our journey to a brighter future for aviation in Blackpool". The new terminal will also enable the accommodation of larger cabin class corporate aircraft, the Local Democracy Reporting Service. Mr Peters said: "The new passenger handling facility and administrative building will mean we can continue with our growth plans both in terms of the number of flights and the size of corporate aircraft we can accommodate." The airport used to have a full commercial passenger terminal used by airlines such as Jet2 when they operated holiday flights from Blackpool. But it was demolished in 2016 to make way for construction of the Energy College on the site. A planning application for a new road and hangars was revealed last year and future plans for the airport include new general aviation and executive hangars, a maintenance and repair hangar, proposed solar farm and a new sustainable fuel farm. Development costs are being met from £54m set aside by Blackpool Council. Listen to the best of BBC Radio Lancashire on Sounds and follow BBC Lancashire on Facebook, X and Instagram. City could raise litter finds in fresh clampdown

Liverpool City Council is considering raising fixed-penalty fines for people littering from £80 to £200 as part of a fresh clampdown. The council is in talks with private contractors tasked with increasing action against littering across the city, the Local Democracy Reporting Service said. Bosses hope wardens will be out across Liverpool from July, seven years since the council severed ties with controversial litter enforcement company Kingdom after a large number of complaints. Councillors are due to meet in May to consider the fine increase. Liverpool City Council said 3,000 bins bags and 1,200 fridge freezers as well as 539 shopping trollies were dumped between May 2023 and 2024. It currently spends around £12.5m on cleaning litter and fly-tipping. Councillor Laura Robertson-Collins said the proposed litter fine increase would strike a "good balance between deterrent and punishment". Officials said three private contractors have been interviewed for a five-year contract to take on the city's litter issues. The council's cabinet is expected to sign off on the selected contractor during its meeting in June. The council said it was "looking for enforcement interventions that are delivered in a way that is fair and proportionate" while the "quality" of officers "is critical to the reputation of the city".
