PM Modi raised Bihar's railway budget by 9 times to ₹10,000 cr: Vaishnaw

Railway Minister Ashwini Vaishnaw announced on Monday that the rail budget for Bihar has been increased nine times since 2014 under the leadership of Prime Minister Narendra Modi, taking the total allocation to Rs 10,000 crore.
Speaking during his visit to Patna, the Union Minister said, "Since 2014, PM Narendra Modi has increased Bihar's railway budget by 9 times and taken it to Rs 10000 crores."
He shared multiple infrastructure and service developments aimed at enhancing connectivity across the state and linking it to key regions nationwide.
He stated that the 111 km Araria-Ghagaria railway line had been completed, significantly improving local connectivity. Additionally, the doubling of the Samastipur-Darbhanga line has made good progress, helping to reduce travel time and increase rail capacity.
In a major announcement for long-distance travellers, the minister said, "A decision has been taken to operate Amrit Bharat Express between Patna and Delhi every day."
He also declared that a weekly Amrit Bharat Express train will soon begin service between Darbhanga and Lucknow.
Meanwhile, to enhance southbound connectivity, Vaishnaw announced a new train, saying, "A train connecting Seemanchal to Erode in Tamil Nadu will soon be made operational."
Vaishnaw noted that Bihar is among the top states with the highest number of Vande Bharat trains, underlining the government's focus on modernising rail travel in the region.
Apart from railway projects, the minister also highlighted developments in the technology sector, especially in the state capital. He said, "Software Technology Park of India (STPI) is an outstanding facility that has been built in India to bring in industry to Patna."
Furthermore, he also conducted a window-trailing inspection of the Digha Bridge Halt-Karpuri Gram rail section. During the visit, he encouraged the on-duty gangmen.
Earlier, Vaishnaw stated that the Union Cabinet, meeting under the chairmanship of Prime Minister Narendra Modi, approved the Employment Linked Incentive (ELI) Scheme to boost job creation, incentivise first-time employees, and strengthen social security for the country's workforce.
With an outlay of Rs. 99446 crore, the ELI Scheme will support the creation of over 3.5 crore jobs, Vaishnaw said.
Gives details on the Employment Linked Incentive Scheme approved by the Union Cabinet, the Union Minister said, "The focus of the Employment Linked Incentive Scheme will be on the manufacturing sector. It has two parts; part one is for first-timers and part two is for support to sustained employment."
Under the Scheme, while first-time employees will receive one month's wage (up to Rs 15,000), employers will be given incentives for a period of two years for generating additional employment, with extended benefits for another two years for the manufacturing sector.
The ELI Scheme was announced in the Union Budget 2024-25 as part of PM's package of five schemes to facilitate employment, skilling and other opportunities for 4.1 Crore youth with a total budget outlay of Rs 2 Lakh Crore.

NHRC calls for accountability in state governance
Hyderabad: The National Human Rights Commission (NHRC) of India concluded a two-day Camp Sitting and Full Commission Hearing in Hyderabad, addressing a total of 109 human rights violation cases across Telangana. The sessions marked a significant step toward institutional reform, sensitization of state functionaries, and collaborative justice delivery. Present during the proceedings were senior government officials, including the Chief Secretary, Director General of Police, and department heads. Deliberations centered on issues impacting women, children, and marginalized communities, as well as the strengthening of enforcement mechanisms and accountability in state governance. Of the 109 cases, 90 were heard in the open session. Key grievances included fire-related child deaths in hospitals, attacks by wild animals, stray dog threats, trafficking of tribal women, police excesses, denial of pensions, and lack of basic infrastructure. Notably, misappropriation under the Dalit Bandhu scheme and administrative lapses in Gurukul schools were highlighted as areas of systemic concern. The Commission's main directives during the two-day hearings include: Caste-Based Boycott (Khammam): Immediate end to discriminatory practices enforced after the NHRC's directive. Gurukul School's negligence has prompted the Secretaries to order a comprehensive report within four weeks regarding 48 deaths and 886 food poisoning incidents. The commission took cognizance of Police Misconduct, and the Telangana government was mandated to provide detailed documentation on wrongful arrest and the alleged lathi charge case. About the industrial explosion at the DRDO-linked unit, it has been ordered that Rs 50 lakh in compensation be paid to the families of the victims. Regarding the issue of stray dogs, authorities have been instructed to develop a standard operating procedure (SOP). Additionally, punitive action was taken against involvement in trafficking, leading to the dismissal of a constable found guilty of trafficking tribal women, who have since been rescued. Parallel to the hearings, NHRC Chairperson Justice V. Ramasubramanian chaired a strategic session with state leadership, emphasizing timely compliance, systemic preventive measures, and multi-sectoral coordination. Chairperson Bharat Lal emphasized concerns regarding climate change, environmental balance, and businesses' human rights responsibilities. The issues discussed at the Full Commission Hearing include: crimes against women and children, child malnutrition and educational gaps, man-animal conflict fatalities, operational failures in the SC Corporation, grievances from farmers and fish seed producers, and the protection of LGBTQI rights. During the Full Commission session, 19 cases were examined, and a total compensation of Rs 49.65 lakh was recommended, of which Rs 22.50 lakh has already been disbursed. Additionally, 31 cases were closed, with 29 closed on merit and 2 closed after compliance verification. The NHRC also engaged with NGOs, civil society actors, and human rights defenders to forge pathways for joint monitoring and redressal. The Secretary General of the National Human Rights Commission (NHRC) emphasized the importance of collaborating with the State Human Rights Commission and encouraged citizens to submit grievances digitally through During interactions with stakeholders, several concerns were raised, including: Support for elderly and disabled citizens; Assistance for bedridden patients; and Delays in documentation and access to social schemes for children. Justice Ramasubramanian praised the contributions of civil society and reaffirmed the NHRC's commitment to uphold constitutional rights through fearless and impartial intervention.

SC to hear Prez reference matter from Aug 19
New Delhi: The Supreme Court on Tuesday said it will commence detailed hearings in the Presidential reference matter on whether governors and the president can be judicially compelled to act within fixed timelines on state bills, scheduling the matter before a five-judge Constitution bench starting August 19. The bench, led by Chief Justice of India Bhushan R Gavai and comprising Justices Surya Kant, Vikram Nath, PS Narasimha and Atul S Chandurkar, finalised a nine-day hearing calendar extending into September. The court also decided to hear preliminary objections raised by Kerala and Tamil Nadu against the maintainability of the reference at the outset before allowing the Union government and other supporting parties to present arguments. The bench accepted a request by senior advocates KK Venugopal and Abhishek Manu Singhvi, representing Kerala and Tamil Nadu, respectively, to allow them make arguments on why the reference ought to be returned and how it is an attempt to re-litigate settled law and amounts to an appeal disguised as a reference.
