Intense discussion on the population of castes and their interplay with politics seems to be the season's flavour in Karnataka. Even before the opposition from dominant castes to the Socio-Economic and Educational Survey (popularly known as the caste census) recommendations could come to a head, another caste survey is set to begin in Karnataka on Monday, findings of which will hopefully address the demand for internal reservation among the Scheduled Castes.
The latest survey comes in the backdrop of the Supreme Court's direction in August 2024, which paved the way to resolve the vexed issue of internal reservation among SCs. States have now been allowed to divide the reservation matrix among different SC groups based on empirical data. In Karnataka, 101 SCs receive 17% reservation, and the Dalit left caste (Madiga) has for decades sought internal reservation, accusing the Dalit right (Holeya) of cornering the benefits of reservation.

The population data from the survey will help the commission, headed by retired High Court judge H.N. Nagmohan Das, to determine the quantum of reservation to be provided to both sections, considered the 'untouchable' castes within the SC category. The 'touchable' castes under SC also benefit under the 17% reservation policy.
This survey comes close on the heels of the Karnataka State Commission for Backward Classes' Socio-Economic and Educational Survey report being accepted by the Cabinet. While the Cabinet deferred decision on the issue as discussions remained incomplete, the fate of the survey findings now hangs in balance as the Centre has announced a caste census alongside the 2026 national Census.
The long-standing caste conundrum in Karnataka has challenged political dispensations from all hues, with parties shying away from taking bold decisions, due to fears of political fallout. While the 2015 caste census remained in cold storage for nearly a decade, its findings have been rejected by Vokkaligas and Lingayats, the politically dominant land-owning communities. Similarly, parties kept away from the internal reservation issue.
Another commission, headed by retired judge A.J. Sadashiva, had recommended internal reservation back in 2012, but its findings were never made public. Based on leaked information, the Dalit right factions have challenged the population data used to recommend internal reservation. While the BJP government, ahead of the 2023 Assembly polls, announced an internal reservation matrix based on population figures collated from the Sadashiva Commission — a move widely seen as a political attempt to placate the Dalit left. However, it was criticised by Dalit right, and the 'touchable' castes.
The population data of SCs in Karnataka has become contentious due to the use of a common nomenclature that overlaps depending on the region they reside in. During British rule, the Madras Presidency classified Tamil-speaking SCs as Adi Dravida and Telugu-speaking SCs as Adi Andhra through a 1922 order.
Similarly, in 1925, the Mysore Princely State coined the term Adi Karnataka (AK) to group Kannada-speaking SC right and SC left castes under one nomenclature. Over time, both factions have AK certificates. In some districts, the Dalit left is known as Adi Karnataka, while in others, the Dalit right is known by that name, causing confusion during enumeration.
The latest survey hopes to put such confusion to rest and provide socio-economic and educational data to find out backwardness and eventually form the basis for the reservation matrix.
Caste groups are now engaging with the communities to ensure that members write their original caste name instead of the nomenclatures coined by the British or the Mysore rulers during enumeration. This survey comes as an opportunity to set right the decades-old problem, which will also settle the internal reservation quota within the 17% matrix. For, ultimately, it would be this data that would determine the quantum of reservation.
Meanwhile, the government has taken a stand by putting public recruitment on hold till the Das-led Commission comes up with a report, signalling its intent to implement internal reservation. While the survey results are expected in a few months, it will be a wait-and-watch game for both factions till then.

Bengaluru: Under Section 4 of the Forest Act 1963, the government has the option to abandon the land allocated before the notification, and a special proposal will be submitted to the Centre and the Supreme Court to provide justice to the people who have built houses and are cultivating for 30-40 years after the notification, said Forest, Ecology and Environment Minister Eshwara B Khandre. Presiding over a meeting held with Chikkamagaluru district MLAs and forest and revenue department officials at Vikas Soudha, he said that a request will be submit-ted to the Supreme Court and the Centre to give an alternative to the designated forest with residential areas, patta land, etc. and the land allocated after the Section 4 notification, and to abandon this land from the forest area. In many cases, even though Section 4 has been notified for 60-70 years, Section 17 is still not in effect. After the implementation of the Forest Conservation Act of 1980, it has become difficult to abandon such forests. Therefore, it is imperative to appeal to the Center and the Supreme Court. Chikkamagaluru district is in the Western Ghats and there is a rich forest area here. There is 300-400 acres of land in a single survey number, and there is confusion because there is no joint survey. In this context, he told the officials to conduct a joint survey of forest and revenue land and try to resolve the problem quickly. The survey number in the certificate submitted to the Supreme Court as a deemed forest also includes houses, government schools, government buildings, and land plots. Now that we have finally got the opportunity to submit a report to the Supreme Court, we can submit a petition to the Supreme Court by conducting a proper survey and determining the amount of land eligible for abandonment, and by providing revenue land elsewhere as an alternative and cultivating a forest there, Ishwar Khandre Forest Minister also instructed that the deemed forest certificate, which was al-ready submitted to the Supreme Court in 2022, be uploaded on the department's of-ficial website to make it available to the public. Responding to the request of the MLAs that the current 10 km buffer zone around the bear sanctuary in Arsikere limits of Hassan district is also causing hardship to the farmers of Chikkamagaluru in the border area, the Minister said that a proposal has been submitted to reduce this limit to 1 km. He assured that this problem will be resolved soon. Forest, Ecology and Environment Minister Eshwar B Khandre, who convened a meeting to discuss the problems being faced by the common people due to Section 4 of the Forest Act and the affected forest notification in Chikkamagaluru district, was thanked by MLAs Rajegowda, Thammanna, Nayana Motamma, Srinivas and Anand who participated in the meeting. Forest Force Chief Meenakshi Negi, Chief Wildlife Warden Subhash Malkade, PCCF BP Ravi, Biswajit Mishra, Chikkamagaluru District Commissioner Meena Na-garaj and others participated in the meeting.

According to a report by Axios, the final straw behind Musk's relationship with Trump came when the US president abruptly announced he was withdrawing the nomination of Jared Isaacman to be NASA administrator. Isaacman is a close friend of Musk's and was backed by the Tesla boss. After Isaacman's nomination was dropped, reports surfaced that Sergio Gor, the director of the Office of Presidential Personnel who had clashed with Musk, was behind the decision. 'This was Sergio's out-the-door 'f**k you' to Musk," a White House official said. Five sources told the New York Post that Gor was instrumental in the withdrawal of Isaacman's nomination, turning a contained disagreement on legislation into a firestorm of insults. Gor had pulled up Isaacman's donations to Democrats, including $100,000 in 2021 to a PAC linked to Senate Minority Leader Chuck Schumer. Gor's 'Humiliation' By Musk Musk and Gor had disliked each other since before Trump took office on January 20, with the former describing Gor as 'sleazy" during the transition and questioning his staffing picks. Furthermore, Gor was reportedly 'humiliated" by Musk during a Cabinet meeting on March 6, when the Tesla CEO criticised the pace of staffing the administration. Following Thursday's feud, Gor had reportedly bragged to his colleagues about giving the billionaire 'payback" for making him look bad. 'Elon was always telling the president 'Sergio's not moving fast enough to hire people. He's not the right guy for the job.' In front of the entire Cabinet, he said that. It's not just humiliating, but the president starts looking at him like, 'Why aren't you doing your f—ing job?'" a source said. Some sources said Gor's intensely personal dislike of Musk was illustrated by his periodic celebrations when Tesla's stock cratered. 'He'd go around showing Tesla stock prices going down and laugh about it, like he was responsible for taking the Tesla stock down," one source revealed. Gor Denies Vendetta Rumours As per the report, Gor had an obsession with Musk for making him look bad and spared little opportunities to gloat when Tesla's stock price declined. He also forwarded an article to his colleagues that expressed concerns about Musk's Department of Government Efficiency (DOGE). However, Gor has denied harbouring a personal vendetta against Musk and insisted that reports of him celebrating Tesla's stock decline were false. 'I fully support President Donald Trump's decision to remove this nominee. Those who actively supported Democrats in the last cycle have no place in this administration. This was never about Elon," he said in a statement on Trump withdrawing Isaacman's nomination for NASA administrator. Former White House staffer Steve Bannon defended Gor and claimed Trump's cancellation of a planned Pentagon briefing for Musk about China, and the president not acting to extend Musk's 130-day tenure as a special government employee fuelled the dispute. BENGALURU: The Congress has announced the party's four nominees for the State Legislative Council. They are: Dinesh Amin Mattu, media advisor to Chief Minister Siddaramaiah; Arathi Krishna, deputy chairperson, Karnataka NRI Forum; Ramesh Babu, chairman, the party media cell; and Sagar, Dalit leader. The names were cleared by the party high command. They would be sworn-in after getting the assent of governor. With their swearing-in, Congress will have 37 members in the 75-member House, the same as the BJP-JDS combine. All eyes are now on the independent, Lakhan Jarkiholi, brother of minister Satish Jarkiholi. Lakhan's vote could shatter or solidify the balance of power in the House. If the Congress wins him over, the party will seize both the chairman and deputy chairman posts, currently held by the BJP. It was Lakhan's brother, Ramesh Jarkiholi, who toppled the Congress coalition by defecting to the BJP. Ramesh might yet convince Lakhan to back the BJP-JDS alliance, ensuring status quo. There has been a precedent of having a person from another party as chairman of the Upper House. When Ramakrishna Hegde was the CM, Congress member Rehman Khan was chairman for about two years. If the Congress does get Lakhan's vote, the question is who will become chairman and deputy chairman. Veteran BK Hariprasad was once seen as a frontrunner. Now he has been elevated as the party general secretary for Haryana. There is no clarity on what his next role could be. Minister Bose Raju, Chief Whip Saleem Ahmed and former minister Nasir Ahmed could emerge as choices, as sources say the party would assign roles according to its priorities.
