Four Companies Appointed For Change Of Ownership Inspection For Private Vehicles
PUTRAJAYA, July 16 (Bernama) -- The Ministry of Transport (MOT) has appointed four companies to implement Motor Vehicle Inspection Centre (PPKM) services with a specific function for the Change of Ownership Inspection (M.V.15) for private vehicles.
Transport Minister Anthony Loke Siew Fook said the appointment of the four companies to implement the M.V.15 inspection is one of MOT's efforts to increase the supply of vehicle ownership inspection services in the market.
He said the initiative would also make it easier for the public to obtain vehicle ownership inspection services without having to crowd at the existing PPKM which also conducts periodic inspections of heavy vehicles.
"Previously, any vehicle owner who wants to sell car, or buy a used car, must send the vehicle for verification before the transfer of ownership is allowed.
"Now they only have one option, which is to go to the Computerized Vehicle Inspection Centre (PUSPAKOM), so by opening a new market, it will further facilitate the process of transferring vehicle ownership because the public can go to any company premises that offers this service," he said in a press conference here today.
According to Loke, the appointment of the four companies was made in accordance with the decision of the Cabinet Meeting on March 17, 2023 which had agreed to open motor vehicle inspection services required under the Road Transport Act 1987 [Act 333] to other qualified companies.
The four companies appointed are Carro Technology Sdn Bhd; Carsome Academy Sdn Bhd; Wawasan Bintang Sdn Bhd; and Beriman Gold Sdn Bhd.
Loke said all the companies were given 12 months to make preparations based on the conditions set out in the Guidelines for Granting PPKM Licenses M.V.15.
"During this period, JPJ will carry out continuous monitoring and the Operating License will only be granted after the company concerned meets all regulatory requirements and equipment requirements and is ready to commence operations," he said.

Azalina Tables Motion To Extend Debate On Auditor-general's Report
KUALA LUMPUR, July 23 (Bernama) -- Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said tabled a motion in the Dewan Rakyat today to extend the debate on the Auditor-General's Report (LKAN) to facilitate institutional checks and balances. She said the move is part of ongoing reforms to enhance the efficiency, transparency, and effectiveness of public entities, and reinforce the government's push for stronger public sector governance and supporting the oversight of the Public Accounts Committee (PAC). 'In line with the principles of transparency and accountability, the MADANI Government has taken a significant step by not only tabling the LKAN in this Honourable House but also allowing it to be openly debated. 'This is a departure from previous administrations that only tabled the report without debate,' she said while tabling the LKAN 2/2025 motion in the Dewan Rakyat today, adding that since June 6, 2023, the report has been debated four times. She said the report, which covers the activities of ministries, departments, statutory bodies and federal government-linked companies, presents audit findings on five programmes, activities, or projects across seven ministries, with a total audited value of RM48.873 billion. Azalina said LKAN 2/2025 highlighted serious irregularities in three of the five audited programmes, potentially undermining their efficiency and intended impact. 'To address these shortcomings and prevent recurrence, the report sets out 22 recommendations for the relevant ministries, departments, agencies and federal government-linked companies to act upon. 'This initiative creates a direct avenue for more members of parliament to play an active role in ensuring government funds are managed prudently in the public interest,' she said. She added that the debate is also intended to provide a platform for discussing concrete steps to address the issues raised, ensuring they are given due attention before effective corrective action is taken.
