Chandigarh: The municipal corporation is set to introduce a software solution integrated with POS machines to collect accurate data on vehicles' presence, stay, and duration at the exit point in each paid parking lot. The civic body authority will request the Society for Promotion of IT in Chandigarh (SPIC) to provide a software solution integrated with POS machines for this purpose.
Despite rejection by the general house last time, the authority finalised the revised hourly paid parking rates for inclusion in the fresh RFP document of the
Smart Parking Solution
on the PPP model. The agenda item in this regard is scheduled for discussion in the monthly general house meeting on Wednesday.
The agenda item states, "An agenda regarding approval of the Smart Parking Solution of 87
paid parking sites
was placed before the general house of MC, held on March 25, and after deliberation, the house passed the resolution and scrapped the existing RFP to float a fresh RFP for the Smart Parking Solution within three months. Accordingly, a meeting of committee members was convened on April 22, for the preparation of the RFP of the Smart Parking Solution on the PPP model. The committee members discussed various points like smart features to be included in the RFP document, GST, stamp duty, baseline revenue, free parking list, rates of parking, duration, zone or single, hours of operation, illustration of sharing of revenue to be mentioned in the RFP, data protection, theft cases."
The agenda also states that the committee members recommended that to facilitate the preparation of the RFP and estimation of baseline revenue, a mechanism for capturing data on the duration of vehicle stay in the parking lot is required. It was also decided that the parking fee should be collected at the entry point of each paid parking area as per the existing parking fee. Also, at the exit point, vehicle data may be recorded through POS machines to capture information on the duration of stay.
"For the collection of data, the SPIC may be requested to provide the software integrated with POS machines. This software will support the collection of accurate data on vehicle stay duration in each paid parking lot, and also help to prepare the RFP of the Smart Parking Solution on the PPP model," the agenda states.
Proposed parking fee rates
The committee members also discussed the revised parking rates. Under the revised charges for four-wheelers, like previous times, the MC has kept the first 15 minutes free. From 16 minutes to four hours, a proposal of Rs 20 has been finalised, which will be Rs 25 from four to eight hours and Rs 30 after eight hours. The charges for two-wheelers are proposed at Rs 10, 15, and 20, respectively. Like previous times, the charges are higher for Elante, Piccadilly, and Fun Republic paid parking lots. The request for proposal (RFP) for the parking will come later. The agenda states that since the preparation of a fresh RFP for the Smart Parking Solution is under consideration, the
revised parking rates
need to be approved by the general house for inclusion in the fresh RFP document for the Smart Parking Solution, which is still in progress.

Chandigarh MC asks PU, PGI to clear Rs 93cr in property tax dues

1 2 Chandigarh: Staring at its empty coffers — a situation which hasn't changed much in the past more than a year amid its worst-ever financial health, the Chandigarh municipal corporation has intensified efforts to boost its own revenue sources, including recovery of pending dues. Following extensive reconciliation efforts, the civic body, which has long struggled to make top property tax payers clear their dues running into crores, has raised fresh demands with Panjab University and PGI, Chandigarh, to pay up their property tax and service charges, pending for years. The authority has asked the PGI to clear Rs 24.1 crore in dues and Panjab University (PU) to pay up Rs 69.73 crore, besides service charges. The MC has created detailed records with separate IDs for individual buildings within these institutions to provide clarity on property tax and service charges. Subsequently, both institutions have made partial payments to the civic body, though substantial amounts remain outstanding. Records indicate PGI has paid approximately Rs 1.10 crore, while Panjab University has cleared around Rs 1.80 crore to the municipal corporation. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Villa For Sale in Dubai Might Surprise You Villas in Dubai | Search ads Learn More Undo The authority has also continued its discussions with both entities regarding outstanding dues. "The MC completed the reconciliation process in collaboration with PGI. Throughout this exercise, PGI's relevant personnel worked alongside MC's property tax department staff. Additionally, the MC provided all property tax-related documentation as requested by PGI. A comprehensive new survey was conducted for both PGI and PU," officials, not wanting to be named, said. Additionally, Chandigarh Golf Club, also a tax defaulter, cleared approximately Rs 21.8 lakh in tax payments recently. Officials said, "In fact, we have given tax defaulters the option of clearing the dues in instalments." Property tax and service charges represent vital revenue streams for the municipal corporation, warranting significant attention. Despite numerous reminders and notices, many defaulters have failed to clear their dues for several years, leading the authority to consider enforcement actions against such entities.

DoT to review public sourcing policy

New Delhi: The Department of Telecommunications (DoT) plans to review its public procurement policy (PPP) with preference to Make-in-India (MII) order issued in October last year in a bid to incorporate more products and likely relax local sourcing requirements . The DoT had identified 36 products that must have more than 50% local value addition to be eligible for procurement by the Centre and its affiliated entities. Since 5G products were excluded from the list, it had incorporated an enabling provision to review the products from time to time. As per the DoT's notice issued on Wednesday seeking stakeholders' comments, it proposes to review its PPP-MII order dated October 21, 2024, specifically for aspects concerning the list of products notified under the order, product wise local content (LC) requirement including the ceiling of LC for design, conditions of inputs (including design) to be qualified as LC and criteria for calculating LC for software products. The stakeholders can send their comments within 30 days. "Multiple reports (NITI Aayog, Trai, MAIT, PLI companies, etc) indicate that India's limited component ecosystem poses challenges in achieving 50-60% LC in electronic/telecom products. Recognizing this constraint, the conditions for LC qualification also requires a review," the notice said. Currently, the list of products where the minimum LC has to be more than 50% include routers, ethernet switches, media gateways, customer premises equipment, Gigabyte Passive Optical Network equipment, satellite phones and terminals, optical fibre and cable and telecom batteries. While tightening the norms and pushing for Make-in-India, the government had excluded imported items sourced locally from resellers and distributors from the calculation of LC. Besides, royalties, technical charges paid out of India and supply of repackaged and refurbished goods were excluded from the calculation of LC. In case of public procurement, preference is given to class-1 suppliers. In case, class 1 supplier is not able to supply, class 11 supplier is given a chance. All companies making products under the production-linked incentive (PLI) scheme for telecom equipment would be treated as class 11 suppliers. A class 1 supplier has to have 50% LC while a class 11 supplier needs 20% LC. "Any recommendations for the inclusion of new products or exclusion of existing ones must be substantiated with detailed justification...," the notice said.
