The European Union's General Court has annulled a
European Commission
decision that denied a journalist from The New York Times daily access to text messages exchanged between Commission President
Ursula von der Leyen
and pharmaceutical company Pfizer CEO Albert Bourla.
The verdict marks a significant legal and political blow to the EU's executive arm, raising fresh doubts about von der Leyen's leadership style and her handling of transparency obligations.
"Von der Leyen has gathered more power than any other president before her, leading the Commission with a centralized and secretive approach — and this has clearly backfired," Olivier Hoedeman of
Corporate Europe Observatory
, a Brussel's based watchdog, told DW.

case involves messages that were reportedly exchanged during the EU's negotiation of a multibillion-euro
COVID-19 vaccine contract
with Pfizer during the coronavirus pandemic. The existence of the private communication was first hinted at in a 2021 interview, sparking widespread concern over opaque decision-making at the heart of the EU.
Later that year, New York Times journalist Matina Stevis-Gridneff submitted a request to access the messages, according to EU transparency laws, which the Commission rejected, claiming it did not possess them.

That refusal prompted the US daily to challenge the decision before the General Court.
No 'plausible explanation'
The EU court has now concluded that the Commission failed to justify its claim that it did not possess the requested documents credibly — and that it did not demonstrate it had made adequate efforts to locate or preserve them. The judges also ruled that text messages sent in the context of public procurement should be treated as official EU documents.
In an interview with DW, Transparency International's Shari Hinds said the decision was "a real victory for transparency," adding that it represented a step toward restoring
public trust
and institutional accountability.
In response to the ruling, the European Commission said it would take note of the General Court's decision and acknowledged the need to provide a more detailed explanation as to why it was not able to provide the requested text messages.
However, it underlined that the Court had not challenged the Commission's overall document registration policy, and said that, therefore, no change to these rules was foreseen. "Transparency has always been of paramount importance," the Commission said in a statement, reaffirming its commitment to openness and accountability under the existing legal framework.
The EU's main executive body can now appeal the ruling or comply by either releasing the messages — if they still exist — or providing a detailed account for their absence, including information about whether they were deleted and if so under what circumstances.
'Humilitation and resounding defeat'
"The Commission keeps repeating its commitment to transparency, but when it comes to implementing those principles, it's falling short," Päivi Leino-Sandberg, Professor of Transnational European Law at the University of Helsinki, told DW, adding that the body did not "even acknowledge the problem."
Many members of the
European Parliament
also reacted sharply. Martin Schirdewan, co-chair of The Left Group called the ruling "a humiliation and resounding defeat" for the Commission.
He accused von der Leyen of damaging democracy through her secrecy and demanded that she publish the messages immediately. Anything less, he warned, would be irresponsible — and grounds for her to step down.
Hoedeman argued that by presiding over the very institution tasked with enforcing EU law and overseeing the vaccine negotiations directly, von der Leyen had played a dual role that had "created a clear conflict of interest."
He said that the ruling was thus not only a scandal for the European Commission but for its president herself.
He said that when an institution responsible for enforcing transparency failed to hold its own leadership to account, public confidence eventually took a hit, particularly if the leadership appeared to benefit from a lack of scrutiny. "This has damaged trust in both the Commission and the EU as a whole," he explained.
Furthermore, he added that while the Commission had defended its approach by citing the urgency of the pandemic, crisis conditions could not justify a lack of transparency. "The Commission must start seeing transparency as something to embrace, not fear. Otherwise, it fuels conspiracy theories instead of trust."
'Accountability and oversight' needed
Transparency watchdogs and legal experts said the court's decision called for a turning point in Brussels' handling of executive communications.
"Decisions affecting millions shouldn't be made through private texts," Hinds said. "They need to happen in formal settings, with accountability and oversight."
The message from critics is clear: Policymaking, especially when it comes to public health and finance, should not be done in the shadows.
The controversy comes at a sensitive time for the EU. As far-right, nationalist forces gain traction in several member states and many citizens grow increasingly skeptical of Brussels, institutional trust is a critical asset.
The European Parliament might now demand an independent inquiry, and civil society groups are calling for stricter regulations to ensure all official communications are archived and accessible.
Whether von der Leyen can weather the fallout remains uncertain. But with legal scrutiny intensifying and public trust on the line, her presidency now faces one of its most serious tests yet.

Handshake abroad, discord at home with Opposition in the spotlight
A high-profile diplomatic offensive launched by New Delhi to rally international opinion in the wake of the Pahalgam terrorist attack and Operation Sindoor concluded on Sunday with the return of the Ravi Shankar Prasad-led 'Group II' from a fortnight-long mission to Europe. The delegation was one of seven that fanned out globally to expose Pakistan's sponsorship of terrorism and reinforce India's strategic narrative in key capitals. More than 50 MPs, former diplomats, and ex-Union ministers were dispatched to 33 destinations, including Brussels, home to several European Union (EU) institutions. The delegations — drawn from across the political spectrum — are expected to brief Prime Minister Narendra Modi in the coming days. Group II, which included BJP leader D Purandeswari and Shiv Sena (UBT)'s Priyanka Chaturvedi, made stops in France, Italy, Denmark, the United Kingdom, Belgium, and Germany. The group's return coincided with the Ministry of External Affairs's (MEA's) announcement of External Affairs Minister S Jaishankar's upcoming European tour. In a statement, the MEA said in the first leg of his tour, Jaishankar will travel to Paris and Marseille in France. He will also hold talks with his EU counterpart Jean Noel Barrot and participate in the inaugural edition of the Mediterranean Raisina Dialogue in Marseille. In Brussels, Jaishankar will meet EU High Representative for foreign affairs and Vice-President Kaja Kallas. Jaishankar's trip builds on his recent May visits to the Netherlands, Denmark and Germany, as well as Foreign Secretary Vikram Misri's engagements in Tokyo and Washington DC. Before Group II's return, Chaturvedi posted on social media that her delegation concluded its mission 'with a sense of satisfaction that India stands together, resolute in its fight against terrorism'. She thanked her party leadership and also the government 'for realising the need to take everyone along to send a strong message on Operation Sindoor and India's fight back against terror.' While formal assessments of the outreach are still forthcoming, the initiative appears to have burnished the profiles of several Opposition leaders. Congress' Shashi Tharoor, Salman Khurshid, and Manish Tewari; NCP (Sharad Pawar)'s Supriya Sule; DMK's Kanimozhi; AIMIM's Asaduddin Owaisi; BJP's Baijayant Panda; and JD(U)'s Sanjay Jha have emerged as prominent faces of the campaign. Yet the multi-party engagement has also stirred political turbulence back home. Khurshid, who travelled with Group III to Japan, South Korea, Singapore, Indonesia and Malaysia, publicly vented frustration over intra-party sniping. 'When on mission against terrorism... it's distressing that people at home are calculating political allegiances. Is it so difficult to be patriotic?' he wrote in a veiled dig on social media. According to government sources, Khurshid — given his experience — was crucial to India finding unequivocal support from the Malaysian government for Operation Sindoor. Meanwhile, Tharoor, who headed Group V to the US, Guyana, Panama, Colombia and Brazil, faced criticism from Congress ranks. Party leader Udit Raj accused him of being a 'super spokesperson of the BJP'. Tharoor pushed back, saying working in the national interest should not be viewed as partisan. 'We are here as representatives of a united India,' he said during a press meet, highlighting the diversity within his team: five parties, three religions, seven states. Supriya Sule, who led Group VII to Qatar, South Africa, Ethiopia and Egypt, echoed this sentiment upon return. 'I couldn't be demanding a special Parliament session while representing India abroad,' she said, clarifying why she urged her party to wait until the delegations returned before pushing for a special session of Parliament to discuss the Pahalgam attack and Operation Sindoor. She noted a warm reception in the countries her team visited. 'They consider India the land of Mahatma Gandhi, Jawaharlal Nehru, Indira Gandhi, Manmohan Singh and Narendra Modi,' she said. Her delegation included Manish Tewari, Anand Sharma, Anurag Thakur, and Rajiv Pratap Rudy as members. PM Modi 3.0: A resounding mandate for a stronger, bolder, rising Bharat
When Prime Minister Narendra Modi took oath on June 9, 2024, for a historic third consecutive term, he didn't just make history, he shattered every political myth built by the opposition over the last decade. In a post-COVID world where no major global leader could return to power, Modi emerged not only victorious but undefeated and unshaken. In a country where no Prime Minister in the last 50 years had achieved three consecutive terms, the people once again placed their full trust in one man, Narendra Modi 3.0, India's internal and external security has undergone a tectonic shift. The days of reacting to terror with dossiers and diplomatic notes are over. Today, terror is answered with tactical precision and overwhelming force. The world watched as Operation Sindoor redefined India's war doctrine. Nine cross-border terror hubs, linked to 25 years of attacks on India and other nations, were dismantled. Over 100 terrorists were neutralised. This was not mere retribution; it was a clear change in India's war doctrine: India now treats any act of terror as an act of war. This transformation was further strengthened by the deployment of indigenously built defence systems like Akashteer, a symbol of India's growing military self-reliance. Defence exports, which were Rs 686 crore in 2013, have surged past Rs 23,000 crore in 2025, with more than 90 countries now sourcing India's defence technology. India is no longer just a defender but a global supplier of milestones have followed in step with these security achievements. What past regimes promised for 2047, Modi 3.0 delivered in 2025. India is now a $4 trillion economy, the world's fourth-largest, proving that with vision and resolve, timelines can be compressed and milestones accelerated. Foreign exchange reserves have soared to $700 billion, reflecting deep financial resilience. The Purchasing Managers' Index (PMI) stands at a 10-month high, signaling robust industrial growth. In a move that stunned critics and delighted the masses, the Union Budget abolished income tax for incomes up to Rs 12 lakh, a historic relief to India's middle class, igniting a surge in consumption, savings, and investment. This growing economic strength translated into unprecedented political success. In state after state, the BJP-led NDA expanded its footprint, demolishing long-standing political strongholds and rewriting electoral history, all fought and won under Prime Minister Modi's leadership. In Maharashtra, the alliance secured over 79% of assembly seats, reaffirming its grip over India's industrial powerhouse. In Haryana, the BJP achieved the unprecedented feat of forming the government for a third consecutive term. Perhaps the most symbolic breakthrough came in Delhi, where the BJP returned to power after 27 years, ending decades of politics built on populism, freebies, and false promises. These victories were not isolated regional wins; they were united national endorsements for Modi's leadership, fought in his name and sealed by the people's Modi 3.0 government has also demonstrated political strength by passing some of the most contentious bills in recent history with absolute authority and without disruption in both Houses of Parliament. The Waqf Amendment Bill, long suppressed under layers of political appeasement, was decisively enacted to restore land rights and dignity to neglected Muslim sects, especially Muslim women, ending decades of the bold announcement of a nationwide Caste Census alongside the decadal census, Modi 3.0 shattered the status quo. Previous regimes merely exploited the caste census as a cynical vote-bank tool; this government seized it as a powerful instrument for data-driven governance, evidence-based policymaking, and true social empowerment, boldly moving beyond divisive politics.A major step towards long-term reform came when the Cabinet approved the long-pending One Nation, One Election proposal. This reform, long overdue, promises to eliminate policy stagnation, reduce election costs, and ensure smoother governance nationwide. Only a government with political will and a long-term vision could push this internal security story is no less remarkable. Once infamous as a Left-Wing Extremism hub, Bastar is now nearly free from Naxal terror. Through a combination of precise operations, development initiatives, and inclusive governance, the government has broken the backbone of the red corridor. The promise to make India entirely Naxal-free is no longer a slogan, it is rapidly becoming a reality. The number of LWE-affected districts reduced from 126 to 90 in April 2018, 70 in July 2021, and further to 38 in April 2024. Out of the total Naxalism-affected districts, the number of the most affected districts has been reduced from 12 to projects, too, tell a story of transformation. From the strategic Wadhwan port to the ambitious Polavaram Project, from the engineering marvel of the Chenab Bridge, the world's highest railway bridge, to the Z-Morh tunnel enhancing border connectivity, India is witnessing the largest and most integrated infrastructure revolution since Independence. These are not mere construction efforts, they are milestones in term is not just about continuity but marks a new high watermark in India's journey. Modi 3.0 is firmer in resolve, sharper in delivery, and more unstoppable in ambition. With unparalleled political capital, global credibility, and the unshakable trust of the people, this government is rewriting the rules of governance, redefining national security, and reimagining India's opposition leaders were saying that Modi 3.0 wouldn't match the momentum of his earlier terms. But PM Modi 3.0 emerges as a resounding mandate for a stronger, bolder, rising Bharat has proven otherwise, emerging as a more assertive, far-reaching, and visionary phase of leadership. EAM Jaishankar to visit France, Belgium to boost ties, push anti-terror stand
New Delhi: External affairs minister S Jaishankar is visiting France and Belgium this week for meetings with the leadership of the two countries and the European Union (EU) to bolster bilateral relations and emphasise India's zero tolerance policy for terrorism. Jaishankar will travel to the two countries during June 8-14 for talks with his French and Belgian counterparts and the first ministerial strategic dialogue with EU foreign and security policy chief Kaja Kallas,the external affairs ministry said on Sunday. He will travel to Paris and Marseille for discussions with French foreign minister Jean Noel Barrot. Besides engaging with the senior leadership of France and interacting with think tanks, Jaishankar will participate in the inaugural edition of the Mediterranean Raisina Dialogue in Marseille. The engagements will be an opportunity for Jaishankar to brief interlocutors on India's military strikes on terror infrastructure in territories controlled by Pakistan in retaliation for the Pahalgam terror attack and New Delhi's new approach for fighting terrorism. India and France have completed 25 years of their strategic partnership, and bilateral ties are 'rooted in deep trust and commitment', with the two countries cooperating closely across all strategic domains, the external affairs ministry said. During the visit to Belgium, Jaishankar will hold bilateral consultations with Belgian foreign minister Maxime Prevot and meet the country's senior leadership of Belgium. India and Belgium share friendly relations and a robust economic partnership. The bilateral collaboration spans trade, investment, green energy, technology, pharmaceuticals and the diamond sector. Jaishankar's visit is expected to deepen India's relations with the EU, France and Belgium and give renewed momentum to ongoing cooperation in diverse areas, the ministry said.
