Sabah to table new Native Court Enactment, targets stronger food security and inclusivity, says CM
Hajiji said the Sabah Native Affairs Council has prepared a draft of the new enactment, the Sabah Native Court Enactment 2025, which is currently under review by the State Local Government and Housing Ministry.
'This draft requires input from the State Attorney General's Chambers, the State Public Service Department, and the Finance Ministry before it is submitted to the State Cabinet and tabled at the State Legislative Assembly.'
He said this during the launch of the 2025 Kaamatan Festival at the Pisompuruan Open Hall, attended by Deputy Chief Minister I Datuk Seri Dr Jeffrey Kitingan, who is also the 2025 State Kaamatan Festival committee chairman, and Kadazandusun Cultural Association president Tan Sri Joseph Pairin Kitingan.
Meanwhile, Hajiji reiterated the state government's commitment to improving the Self-Sufficiency Level (SSL) of agricultural produce to bolster food security in Sabah.
The Chief Minister revealed that Sabah's current SSL stands at just 22.8 per cent, with the state still relying on imported food.
In response, the government revived the Sabah Rice and Rice Board (LPBS) last year and is working to develop approximately 22,146 hectares of abandoned padi fields across several districts, including Tuaran, Kota Belud, Kota Marudu, Keningau, Papar, and Tambunan.
'This initiative will help the Ministry of Agriculture, Fisheries and Food Industry (MAFFI) increase Sabah's SSL to at least 30 per cent by 2026 and 60 per cent by 2030,' he said.
Hajiji also highlighted this year's Kaamatan Festival theme, 'Kaamatan Untuk Semua, Kaamatan For All, Kaamatan Montok Toinsanan', which carries a significant message of inclusivity. He emphasised that the festival is not limited to one community but is a shared celebration that embraces all citizens, regardless of race, religion, or background.
'The Kaamatan Festival is no longer just a harvest festival. It has become a symbol of unity among the people, providing a space for us to understand and respect each other, while celebrating our cultural diversity,' he added. — Bernama

Hajiji wants Justice on Wheel to expand to more interior areas in Sabah
KOTA KINABALU: The Justice on Wheels programme should be expanded to more interior areas of the state, says Chief Minister Datuk Seri Hajiji Noor. He said the expansion of the programme by the Legal Aid Department would help more people in Sabah to gain access to legal aid services. "This is an important aspect of the people's well-being, as it ensures that our justice system is inclusive and easily accessible to all levels of society. "This programme, which focuses on delivering justice comprehensively and efficiently especially to those living in rural areas or who are less fortunate is also in line with the State Government's aspiration that no one should be left behind in gaining access to justice," he said at the Justice on Wheels programme held at Dewan Seri Sulaman here on Wednesday (Aug 20). His speech was delivered by Rural Development Minister Datuk Jahid Jahim. Through the Justice on Wheels programme, he said, the government's commitment and determination to prioritise the role of the Legal Aid Department in defending the rights of the underprivileged to obtain fair justice is clearly reflected. "Various reforms have been undertaken to promote legal aid services and to spread knowledge and public awareness of the facilities provided by the Government." "This is important to ensure that no one is excluded from the process of fair justice merely due to financial constraints or lack of knowledge about what has been made available by the Government over the past 54 years," he said. The Chief Minister noted that the acquisition of a dedicated van for Sabah, known as the Justice on Wheels Sabah van, to implement this programme that was launched in Penampang in Jan 2024, represented the Federal Government's commitment, in line with the State Government's aspiration to provide access to justice for every level of society, regardless of location. In 2024, the Legal Aid Department carried out 28 programmes across Sabah, Sarawak, Johor, Negeri Sembilan, Pahang, Perak, Kedah and Terengganu. Last year, the Justice on Wheels programme was implemented in five districts in Sabah – Pitas, Tongod, Papar, Sipitang and Paitan. This year, Justice on Wheels began in Kampung Gas, Batu Sapi, Sandakan, Tawau Community Hall and the Lahad Datu Syariah Court in February, followed by Dataran Bagandang, Beaufort in July, and the latest on Wednesday (Aug 20) in Tuaran.

Joining Kinabalu Move would have betrayed people's mandate, says Shahelmey
Tanjung Keramat assemblyman Shahelmey Yahya was suspended from Umno for six years for defying the party's directive to back the 2023 Kinabalu Move. KUALA LUMPUR : Tanjung Keramat assemblyman Shahelmey Yahya says he refused to take part in the Kinabalu Move which failed to unseat Hajiji Noor as Sabah chief minister two years ago as he did not want to betray the people's mandate. Shahelmey, who was suspended from Umno for six years for defying the party's directive at the time, said the people's rejection of Warisan in the 2020 state election should have been respected. He said that the Umno faction backing state chapter chief Bung Moktar Radin had sought to form an alliance with Warisan, led by Shafie Apdal, to topple the state government – a move which he said clearly went against the will of the people. 'Suddenly there was an attempt to overthrow a government that had been formed through the people's mandate, and to return power to Warisan in an undemocratic manner. 'To me, that would have been a betrayal of the trust that the people placed in me,' he told FMT in an interview outside Parliament. Shahelmey also alleged that Bung had not consulted all of the Umno assemblymen before launching the Kinabalu Move. 'I was never consulted about the plan, but my principle was clear: I would not betray the people's mandate by helping to change the government,' he said. Shahelmey was among six Umno assemblymen who chose to back Hajiji's administration. The Kinabalu Move ultimately failed as Hajiji, who was appointed as chief minister in September 2020, also continued to command the backing of assemblymen from Gabungan Rakyat Sabah and Pakatan Harapan. Bung was removed as deputy chief minister, and Shahelmey appointed in his place. Shahelmey said the failure of the Kinabalu Move turned out to be a blessing as Hajiji's unity government grew stronger, creating political stability. 'With this stability, we can continue implementing the Sabah Maju Jaya development plan,' the Sabah works minister added. Last week, Kunak assemblywoman Norazlinah Arif described the Kinabalu Move as the ultimate betrayal of the people of Sabah, claiming that Shafie was also involved. Shafie however denied the allegation by the former Warisan women's chief, saying the move arose from a conflict between Hajiji and Bung and had nothing to do with him.

Shahelmey weighs GRS ticket after BN door ‘closes'
Last Sunday, GRS chairman Hajiji Noor hinted that Shahelmey Yahya might contest under the GRS banner to defend his Tanjung Keramat state seat in the next Sabah polls. KUALA LUMPUR : Sabah deputy chief minister Shahelmey Yahya is weighing the possibility of contesting under Gabungan Rakyat Sabah (GRS) in the upcoming state election, with his chances of standing again as a Barisan Nasional candidate possibly over. Shahelmey, who currently holds the Tanjung Keramat seat, said his decision would ultimately hinge on feedback from voters in the constituency. 'I need to listen to the people in the area because they are the ones who will be voting. There is also the local machinery whose views I must consider. 'If the feedback is convincing, then we will make a decision,' he told FMT when met at the Parliament building. GRS chairman Hajiji Noor had earlier expressed confidence that Shahelmey could defend the seat under the coalition's banner. Shahelmey first won Tanjung Keramat on a BN ticket in 2020. However, his ties with BN have soured since March 2023, when Umno suspended him for six years for refusing to support the party's move to topple Hajiji. The rift widened last year after Sabah BN chief Bung Moktar Radin named Sabah Umno election director Jeffrey Noh as the coalition's candidate for Tanjung Keramat, effectively sidelining Shahelmey. '(It's as if) the door has closed,' Shahelmey said of his BN prospects. He said there had been no discussions with Sabah BN or coalition chairman Ahmad Zahid Hamidi regarding his candidacy. Shahelmey said his decision on whether to contest on a GRS ticket was further complicated by his position as Umno's Putatan MP. Under the anti-hopping law, he risks losing his parliamentary seat if he contests under a party other than BN as he won Putatan on a BN ticket in the 15th general election. 'That matter is quite technical. I will make a decision later,' he said, without elaborating.
