Project, mitti palatna, kajal lagana and darshan - these were the code words Jamaluddin alias Chhangur Baba used at various stages to convert one's faith as he lured several people, mostly women, with incentives, financial aid, promises of marriage or forced through intimidation.
While "project" referred to women, " mitti palatna" meant religious conversion. " Kajal lagana" meant manipulation and " darshan" referred to introducing the victims to Chhangur Baba.
These details were revealed by the Uttar Pradesh's Special Task Force (STF) on Saturday and emerged at a time the Enforcement Directorate (ED), which is also probing the case, said 18 bank accounts linked to Chhangur Baba saw transactions worth Rs 68 crore. Around Rs 7 crore was deposited in these accounts in a span of three months.
On July 5, Chhangur Baba, the alleged mastermind of a religious conversion gang, was arrested along with his aide, Neetu alias Nasreen. The two are residents of Madhpur in Balrampur district, bordering Nepal. A non-bailable warrant was issued by a court against Jalaluddin, while the police had declared a cash reward of Rs 50,000 for his arrest, an official statement said.
MODUS OPERANDI
According to the STF, Chhangur Baba, during the course of investigation, said he used several code words to communicate with his gang, in a bid to hide his activities.
Explaining the modus operandi, Chhangur Baba told investigators that his aides would lure young women and men and ask them to convert their religion by luring them with financial incentives, foreign travel, jobs and scholarships.
On Saturday, the STF said, a 16-year-old girl from Faridabad alleged she was one of the victims of the fraudster. The minor alleged she was trapped by one Aamir Hussain, who lives near her house, on the pretext of love. She said she met Hussain through his sister Neha Khan in 2023.
The girl said Hussain took her to Nizamuddin Dargah in Delhi, where he introduced her to Chhangur Baba. The fraudster allegedly made her offer namaz and asked her to marry Hussain after converting to Islam. He also showed her "big dreams"; he gave her an amulet and asked her to dip it in water and drink the water. Hussain has been arrested.
THREAT OVER REFUSAL TO CONVERT
A man who claimed to have worked as a sweeper at Chhangur Baba's premises also alleged he was forced to convert to Islam by the fraudster. Sanjeet Kumar said he was six to seven months into the job when Chhangur Baba offered him a lot of money, saying it would be sufficient to ensure the sweeper's child gets married and is taken care of. Chhangur Baba said the money will help him purchase a car and a house, and improve his standard of living.
Kumar said when he refused the offer, Chhangur Baba threatened him. The accused threatened him, saying he had spent a lot of money on him, and that he would get shot. The victim was forced to flee the place that night, he said.
GLOBAL TRANSACTIONS WORTH CRORES
Meanwhile, ED said it has gathered details of 18 out of 40 bank accounts linked to Chhangur Baba.
Sources in the probe agency said these 18 accounts recorded transactions worth Rs 68 crore.
These accounts received around Rs 7 crore through global funding in a span of three months.
Efforts are being made to gather details pertaining to the accused's Income Tax Returns, the sources said.
Chhangur Baba once used to sell rings and amulets on his bicycle. He later became a village head. Based on the documents found so far, it was confirmed that funds worth Rs 106 crore were deposited into his 40 different accounts, NDTV earlier reported. All this money came from Islamic countries of the Middle East, as per the probe.
Last week, Uttar Pradesh Chief Minister Yogi Adityanath said the "initial probe" revealed that the activities of the accused are "not only against society but also against the nation".

He was arrested in Varanasi. The accused defrauded these women of Rs 40 lakh and had been cheating them for the past six years, according to Deputy Commissioner of Police (Crime) Saravanan Thangamani. The accused, Dayali Uppal, is a resident of the NTPC Police Station, District Pedapalli, Telangana. 'Today in Thana, Chitaipur Commissionerate Varanasi, we arrested one suspected person named Dayali Upaliya, who is a resident of NTPC Police station, District Pedapalli, Telangana. We found out that he had cheated almost 25 plus women by creating fake matrimonial profiles and has defrauded these women to the tune of Rs 40 lakhs so far and he has been doing it for the last six years,' Thangamani told ANI. 'We recovered army uniforms from him. He also has in his custody fake name plates in the names of Major Amit and Major Joseph. In addition to this, we also obtained a few fake ID cards from central police organisations, including the National Investigation Agency, the Territorial Army, and the Jammu & Kashmir Police,' he further said. The police also recovered printing papers that are used for creating these fake ID cards. 'We also got hold of the printing materials, the papers that are used for creating these fake ID cards, and it also came to our notice that he had already married three women by posing himself as an army officer. Based on the complaint by a lady from Chandauli district who is presently residing in Commissionerate Varanasi, she had made a complaint that she was in a relationship with him and when she was asking to legalise the marriage and asking for documents, he was not ready to give legal action is being taken...,' DCP Crime T Saravanan added. The accused has been arrested in relation to FIR under Sections 115 (2), 351(2), 318(4), 319(2), 338, 336(3), 204, 205, 235 BNS and 6 Arms Act. When asked, accused Dalai Uppal told that he used to contact different girls through a matrimonial site and trap them in love by telling them that he is an army officer and take a huge amount of money from them. 'I trapped the plaintiff in a love trap through a matrimonial site by telling them that I am an army officer by the name of Joseph and married her about five years ago. After marriage, I and the plaintiff lived together. To date, I have taken about six lakh rupees from the plaintiff. The plaintiff is an officer in the bank. When she was not at home, I used to talk to other girls. To date, I am in contact with about twenty-five girls from different states: Telangana, Andhra Pradesh, Madhya Pradesh, Chhattisgarh, Uttar Pradesh, Delhi, Punjab, Uttarakhand and West Bengal. I am in contact with them and have taken money from them. I had searched the IDs of army officers on the internet and made them myself using a printer. Using them, I could easily trap girls in my love trap,' he said. He said that to impress the girls, he made army uniforms, medals, a fake name plate, fake ID cards of the Army, NIA, Jammu Kashmir Police, Territorial Army and also bought a fake pistol. 'So that no one suspects that I am not in the army. I used to talk to different girls using different fake names and meet them. That is why I had made fake ID cards in different names. I have got my fake ID card, army uniform, printer machine, medals, name plate, Aadhar card and fake pistol recovered by the police. Accepting my crime, I am repeatedly apologising for my mistake,' he added. (ANI)

Digital arrest scam: Consumer panel sends notices to banks, flags service ‘deficiencies'

Digital arrests have reached the doorstep of the national consumer commission. For the first time, a clutch of banks have received notices from the National Consumer Disputes Redressal Commission which has flagged that victims of digital arrest fraud have been subjected to 'deficiencies in service.' The petitions filed by digital arrest victims were admitted in an order dated March 3 and on July 7. The banks' replies were heard by the NCDRC bench that included the commission's President, Justice (retired) AP Sahi, and member Bharatkumar Pandya. The NCDRC bench has said that it would consider seeking assistance of Central Government agencies like the Financial Intelligence Unit (FIU) and the Home Ministry's Indian Cyber Crime Coordination Centre (I4C) should it be decided that the complaints were 'maintainable' before the commission. The petitions of two Gurugram victims — who had lost Rs 10.30 crore and Rs 5.85 crore — in digital arrest scams last year were clubbed together for the NCDRC case; a third case from Mumbai will also be heard at the next hearing, fixed for November 14. Mahendra Limaye, the lawyer for all the three victims, said the Mumbai victim had lost a sum of Rs 5.88 crore after facing digital arrest last year. Limaye told The Indian Express, 'What is significant is that the Consumer Commission bench has sent notices to all banks in the chain of the digital arrest cases, including the beneficiary banks. The allegations of violation of guidelines of the Reserve Bank of India (RBI) and the deficiency of services will now be heard in detail by the Commission which is a first for the banking sector…' The orders make clear that the issue of whether digital arrest pleas fall within the definition of a 'consumer complaint'' and what would be the 'pecuniary jurisdiction' for entertaining such complaints are the two issues which will be heard. In its March 3 order, the NCDRC bench has stated that the allegations they were examining was how 'customer diligence was clearly compromised' and that 'RBI guidelines were blatantly violated and no customer protection care was taken.' The order added: 'The guidelines for checking unauthorized electronic banking transactions are governed by circulars and it appears that the accounts in which the amounts have been transferred by the complainants, those accounts were maintained seemingly without taking any precautions and no alerts or red flags were raised by any of the Banks in the background that the transactions were all suspicious for huge amounts…' Among the banks which have been sent notices and several of which were represented during the July 7 hearing are: ICICI Bank, HDFC Bank, UCO Bank, Federal Bank, Sreenivasa Padmavathi Bank, Yes Bank, State Bank of India and Kotak Mahindra Bank. As reported in an investigative series in The Indian Express in June and July, the number of digital arrest frauds in India had jumped up to 1,23,672 cases in 2024 with an amount of Rs 1,935 crore being swindled from the victims. The case of one of the Gurugram victims — who is now before the NCDRC and had lost Rs 5.85 crore — was investigated to show how from her bank account, the money was moved by fraudsters to 141 accounts located all over the country in three layers of transactions. The amounts were withdrawn sometimes within seconds and minutes of being deposited from one bank to another. Lucknow: The body of 43-year-old man, Suresh Lodhi, who fell into an overflowing drain after stepping on broken slab on Saturday morning, was recovered after 28 hours on Sunday near the IIM Road embankment, about 1 km from the accident site in Thakurganj's Radha Gram locality. Chief Minister Yogi Adityanath announced Rs 5 lakh compensation from the CM fund and directed action against negligent officials. An additional Rs 4 lakh was provided from the disaster management fund, taking the total aid to Rs 9 lakh. Municipal commissioner Gaurav Kumar also initiated action against the errant officials. According to family members, Suresh was swept away by the strong current of the drain which was overflowing after heavy rain, around 7am on Saturday. The family alleged that despite complaints, the Lucknow Municipal Corporation (LMC) started the rescue operation after three hours. Later, teams from SDRF and Suez India launched a rescue mission with over 100 personnel, but it was a local resident, Buddha, who eventually found the body, residents claimed. On the directives of the CM, municipal commissioner Gaurav Kumar suspended junior engineer Raman Kumar for failing to inspect the area despite complaints received through IGRS and the control room. Assistant engineer Alok Kumar was also issued a show-cause notice. Cleaning contractor Ankit Kumar has been blacklisted and penalised. An FIR was also lodged against the vendor and the local BJP corporator. The commissioner said the work of drain cleaning in the area was of poor quality. Residents alleged that the drain slab was broken for months, and no one paid attention despite repeated complaints by residents and the victim's family. "No one helped us. We searched and found the body on our own. Who will look after my children now?" Suresh's wife, Renu, said. She demanded Rs 50 lakh as compensation which was supported by relatives and neighbours. Locals staged protest and shouted slogans against the municipal corporation and officials. Renu alleged that they had filed complaints twice about the broken drain slab, but no action was taken. "We had to get the drain outside our house repaired on our own," she said. LMC launches drive to cover open manholes, drains Lucknow: A day after a man died by falling into a drain in Thakurganj, LMC has launched a drive to cover all open drains and manholes. Municipal commissioner Gaurav Kumar and senior officials inspected the site and ordered 24x7 monitoring through a control room. Mayor Sushma Kharkwal said negligence would not be tolerated and urged people to report open drains on toll-free number 1533.
