
Bleeding Punjab and its exchequer dry: agri power subsidy, tubewells
Earlier, Power Minister Harbhajan Singh had said that the state would require about 17,000 MW power during paddy season and that Punjab State Power Corporation Limited (PSPCL) has made advance arrangements for the requirement.
In between, these two development, Chief Minister Bhagwant Mann announced that the agriculture fields, which get canal water, would not be given power for running tubewells during the daytime. The CM had then expressed dismay over farmers pumping out underground water even when they were being supplied canal water. 'I have learnt that the farmers switch on the motor even when the canal water is irrigating the fields. Sometimes, even when it rains, the motors are switched on,' Mann had said.
Mann's statement was as much a comment on the wastage of power — the government provides power to farmers at subsidised rates — as it was on overexploitation of underground water by farmers, especially during the water-intensive paddy season. The agri experts, co-relating the Punjab's groundwater crisis and its connection with power subsidy and tubewell costs — are now calling for a ban on paddy cultivation in the most over-exploited groundwater blocks, warning that failure to act now will result in long-term damage to both the environment and the state's finances.
Punjab's groundwater situation has been deteriorating for years. At 32.44 lakh hectares, the state witnessed an all-time high area under rice crop in the last season. Of the 150 agricultural blocks in the state, 60 (40%) are experiencing water extraction levels far beyond sustainable limits, with a groundwater extraction rate ranging from 201% to more than 301%. The average water extraction is 101% to 200% in 53 blocks and less than 100% in 37 remaining blocks.
According to data obtained from the Punjab Agricultural University (PAU) and the Punjab Agriculture Policy-2023, which is yet to be implemented, 15 blocks are facing an acute groundwater crisis with extraction levels exceeding 301%, signaling that the water being drawn from the ground in these areas is far greater than the rate at which it is replenished. These blocks are considered highly over-exploited. An additional 16 blocks have extraction rates between 251% to 300%, and 29 blocks are extracting groundwater at levels between 201% to 250%. This large-scale overexploitation of groundwater is raising serious concerns among experts, who warn that if immediate action is not taken, these blocks will continue to deplete their water resources at a devastating pace.
The economic burden: Power Subsidy and Tubewell Costs
Not only is groundwater being drained, but the financial burden on both farmers and the state government is increasing. The tubewells [agricultural pumps] used for irrigation in these over-exploited blocks are consuming disproportionately higher amounts of electricity, which is placing a significant strain on the power subsidy system. It further forces farmers to use more powerful motors with higher horsepower (BHP) to operate the tubewells for extracting water from deep down.
According to the PSPCL, the average annual agricultural power (AP) subsidy per connection in Punjab is Rs 53,984 (2022-23). However, in the over-exploited blocks like Barnala (Rs 89,556), Sangrur (Rs 84,428), Patiala (Rs 78,476), and Moga (Rs 75,812), the power subsidy per connection is considerably higher.
In addition to the high subsidy costs, farmers in these regions are forced to spend large sums of money to deepen their tubewells as groundwater levels continue to decline.
Urgent call for phased reduction of paddy cultivation
Given the alarming rates of groundwater depletion and the escalating costs of power subsidies, it is clear that paddy cultivation in the most over-exploited blocks cannot continue without catastrophic consequences. Even the Agricultural Policy-2023 acknowledges this, with experts urging the government to take bold actions. One of the key recommendations is the phased reduction of paddy cultivation in blocks where groundwater extraction exceeds 200%. The government must phase out paddy farming in these areas and transition to crops that consume less water. Furthermore, farmers should be encouraged and financially supported to grow more sustainable crops like cotton, maize, sugarcane, vegetables, and orchards.
Experts call for immediate action
Experts from PAU have raised alarm, emphasising the urgent need to stop cultivating water-intensive crops like paddy in these over-exploited blocks. Dr Rakesh Sharda, Principal Scientist (Plasticulture), Soil and Water Engineering Department at PAU, has pointed out that in addition to prohibiting paddy cultivation in these blocks in a phased manner, there is a need to incentivise the adoption of water-saving technologies. The use of Direct Seeded Rice (DSR) technology and other water-efficient techniques should be promoted in blocks where groundwater extraction is between 100% and 200%. Moreover, efforts to recharge groundwater in these areas must go hand in hand with promoting crops that can benefit from systems like drip irrigation and other micro-irrigation technologies. Such measures will help ensure sustainable farming in the long run while addressing the critical issue of groundwater depletion, added he.
He also advocated for ensuring farmers are not financially burdened during this transition. It is crucial to offer adequate compensation and support for their shift from paddy to alternative crops. This could include subsidies, technical assistance, and training on water-efficient farming practices, he emphasised.

How Orthodox Jewish families finding ways to support their trans children
Massachusetts (US), Aug 16 (AP) Ziva Mann remembers how joyful and smiley her daughter was as a child — the family even gave her the nickname 'Giggles." 'She was just sunshine," Mann said. That changed around second grade, when her joy began to fade. 'She got sadder and sadder," Mann recalled. 'It was like watching someone disappear." Mann later realised that her child's growing sadness was connected to a struggle to reckon with her gender identity. Her daughter came out as transgender at home in Massachusetts four years ago. 'Mom, I'm a girl," Mann remembers hearing her say. Though she was surprised by the news, she quickly came to admire her daughter's bravery. Since then, the family has striven to find the best ways to support Ellie within their modern Orthodox community, where tradition and strict gender roles shape daily life. They've managed to find emotional and spiritual resources close to home at a time when transgender rights are under attack nationwide. Raising a trans child in Orthodox Jewish communities Two of the three biggest branches of Judaism in the US — Reform and Conservative — support the rights of transgender people, but it can still be challenging for trans youth to find an inclusive congregation. Schools in Orthodox Jewish communities are typically divided by gender, and most synagogues have separate seating sections for men and women — sometimes on different floors. 'Orthodoxy today is just binary," said Myriam Kabakov, co-founder and executive director of Eshel, an organisation supporting LGBTQ+ people in Orthodox environments. 'You're either male or you're female. So if a trans person is in between transitioning, very often they will be asked not to come to synagogue." She said even after someone has fully transitioned, rabbis should allow them to sit where they feel comfortable. But that acceptance is not guaranteed. To connect parents and trans children with inclusive synagogues, Eshel developed a program called 'Welcoming Shuls," where people can confide in spiritual leaders who will treat them with respect. According to Kabakov, about 300 rabbis and 160 families with trans members have joined their listings. Deslie Paneth is among them. She lives on Long Island and has travelled far to find support for Ollie, her transgender son. 'One night, I said to my husband I need help, I don't know how to navigate this,'" Paneth said. 'Without Eshel, I don't know how this would have turned out for any of us." Balancing tradition and change Mann defines herself as modern Orthodox, meaning she strives to uphold Jewish law while embracing the values within her family. 'The only time we break the rules is to save someone's life," she said. 'Because a life is more important than all of the rules." Respecting her daughter's identity felt akin to saving her life, so Mann didn't feel the need to talk to God about it. She said that who her daughter is as a person mattered more than the gender she thought she had. Mann has heard of families with trans children who were asked to leave their synagogue, but this didn't happen to her. Before discussing Ellie's identity with other relatives, Mann reached out to her rabbi. He assured her that her daughter would be treated with dignity and respect. 'He offered us a blessing," Mann said. 'The strength, the love and the grace to parent a child who's walking a difficult path." Finding a place to belong Mann feels lucky to have found support, both in religious spaces and among family members, which has helped Ellie be her joyful self again. Some Orthodox families have faced a tougher process. Paneth recalled that her son, before starting his transition around 2017, was deeply religious, and they enjoyed sitting together at synagogue. 'He tells me still today that, especially around the holiday times, it hurts him that he can't sit next to me in temple," Paneth said. 'He's probably my child who has the strongest commitment to Judaism from an emotional connection." A rabbi told Paneth that Ollie is welcome to come to services, but he would now be expected to sit among the men. This is part of the reason why Ollie has not returned to synagogue since his transition. Faith and identity at a crossroads Ollie believes that his relationship with religion splintered as a student in an all-girls Orthodox Jewish high school. As he started raising questions about gender equality, none of the answers sufficed. 'I'm still convinced that if I weren't trans, I would still be a religious Jew," the 27-year-old said. He initially told his parents he was a lesbian. But since attending a secular college, making LGBTQ+ friends and feeling trapped during the pandemic, he decided to speak with them again. 'If I was going to survive this, I had to come out with my parents as trans and start medically transitioning." He had top surgery in 2022 and soon after met his girlfriend at JQY, a program for Jewish LGBTQ+ teens. The couple now lives together in New York. Ollie doesn't think of himself as Orthodox and says he would like to find a new path toward God. Paneth understands and still includes him in the Jewish holidays. Ollie appreciates it. Because he first connected to God as a girl, it doesn't feel natural to him to embrace traditions that are typical for Jewish men, like wearing a kippah. 'I don't do any of the tasks that men do religiously because I'm the same person I always was," he said. 'Even though I look different, my relationship to God didn't change." Making synagogues more inclusive Kabakov said many LGBTQ+ Jews eventually decide to leave Orthodoxy, but for those who wish to remain, Eshel and some spiritual leaders offer support. Rabbi Mike Moskowitz, who works at an LGBTQ+ synagogue in New York, thinks of his job as helping people understand how they can be their authentic selves and still feel accepted by their religion. 'It's not that Judaism is the problem," he said. 'Orthodoxy, the people, are the problem." The counselling he provides for trans children and their parents is specific to each person, but in general, he offers fresh interpretations of the Hebrew Bible. 'Those who want to be transphobic say the Bible says you can't wear misgendered clothing," Moskowitz said. 'I think a response is that trans folks are not wearing misgendered clothing. They're wearing gender-affirming clothing." He, like Kabakov, believes there's a trend in Orthodoxy toward more inclusivity, but there's more work to do. 'Discrimination is unholy," he said. 'Unity is coping through kindness and being able to replace the weight of oppression with the elevation of love." New rice variety tests fertiliser habits of farmers in Punjab, overuse to drop yield
Chandigarh: Punjab farmers are caught in a dilemma over a new rice variety promising a higher yield but clashing with their traditional practices of fertiliser usage. The PR-132 — touted as a high-yield, nitrogen-efficient variety with superior milling and grain quality — offers a solution to rising input costs. It requires approximately 25% less urea than other non-basmati varieties — only 1.5 bags per acre compared to the typical two bags (90 kg each) needed for other popular varieties. But farmers who continue to follow their usual dosage of subsidised fertilisers face a major risk, as excessive use can cause the crop to fall over — a condition known as lodging. While drawn to the promise of a high yield, some farmers are hesitant because the crop is susceptible to lodging if nitrogen application guidelines are not strictly followed. Jaskaranvir Singh, a farmer from Makhano village in Fatehgarh Sahib, expressed the predicament of cultivators . "Most farmers want to stick to their traditional ways of using fertilisers and were thus wary of opting for it," he said. He is, however, testing the variety himself, he said. "I have sown PR-132 over one acre as a test case and would expand the area if the yield is higher," he added. The Punjab Agricultural University (PAU), the developer of the new variety, has issued a clear caution, stating, "During the current season PAU recommended a new rice variety, PR-132. It yields best with 75% recommended dose of urea (1.5 bag). Excess application of urea to PR-132 may result in lower yield owing to lodging." The new variety also promises an impressive average yield of 31.5 quintals per acre, surpassing varieties like PR-126, which yields about 30 quintals per acre. It is a medium-duration variety, maturing in approximately 110 days, slightly longer than the short-duration PR-126, which matures in about 93 days. An agriculture officer, speaking on condition of anonymity, said the claims of a higher yield for the new rice variety will be put to the test during harvesting in a few weeks. He explained the risks of over-fertilisation, noting that if the crop receives more nitrogen than required, it becomes "succulent", making it more susceptible to insect attacks and diseases. This excess weight also leads to lodging, where the plant falls over. "The agriculture department is making farmers aware that a higher amount of fertilisers is actually detrimental for the crop. While other paddy varieties require 90 kg of urea per acre, farmers are often tempted to use a higher dose of this fertiliser, which costs Rs 265 per bag at a subsidised rate," he said. During the Kharif 2024 season, the short to medium-duration rice varieties recommended by PAU were widely adopted, covering about 74% of the total area. The most popular varieties were PR-126, which accounted for 43% of the area, and PR-131, which covered 19%. PAU currently recommends 12 of these varieties, including the newly introduced PR-132, along with PR-131, PR-129, PR-128, PR-122, PR-114, PR-113, PR-127, PR-130, and PR-126. According to the varsity, these varieties have been well-received by farmers since their release in 2012. Their widespread adoption has not only helped to curb the declining water table but has also contributed to a reduction in farm fire incidents. This is because the varieties have a lower straw load and provide a longer window for farmers to manage their crop residue. PR-132 RESULT OF 8 YRS OF RESEARCH: RICE BREEDER According to PAU's senior rice breeder and additional director of research, G S Mangat, the PR-132 is the result of eight years of extensive research. This paddy season marked the first time the variety was made available to farmers, with approximately 1,500 quintals of seeds distributed in 4 kg packets. Mangat said the new PR-132 rice variety is a collaborative effort with the International Rice Research Institute (IRRI) in the Philippines. The variety was developed by crossing a sister line from IRRI with existing PAU varieties, specifically PR-121 and PR-126. The release of PR-132 follows the successful development of other varieties like PR-131. Mangat explained that the PR-132 will undergo further testing over the next three years at PAU's five research stations, using feedback gathered from farmers. This process of "multi-location testing" is crucial for evaluating the new variety's adaptability and performance in various conditions. "PR-132 has been developed keeping in view the demands of the farmers, millers, and end consumers," he said. Mullanpur, Zirakpur residents endure 12-hr power cuts
Mohali: Residents of Mullanpur and Zirakpur faced prolonged power outages this week, with many housing societies going without electricity for up to 12–14 hours. The outages not only caused discomfort but also forced residents in several gated communities to bear steep generator charges ranging from Rs 20 to Rs 28 per unit. Manish, a resident of one of the societies, said, "We had no power for the whole day, and the promoter ran generators which cost us Rs 28 per unit for using air-conditioners." Mullanpur executive engineer Taranjit Singh attributed the outage to a fault in the underground power cable. "We replaced two kilometres of cable, which took nearly 12 hours. The work was also delayed due to rain," he said, adding that the disruption was unrelated to the ongoing power workers' strike. "PSPCL has adequate manpower to address complaints promptly," he asserted. Zirakpur also experienced widespread outages. Many societies, including Jaipuria Greens and Maya Garden on VIP Road, remained without power from Monday into Tuesday for up to 14 hours. In Lohgarh, electricity went off at around 4:30 pm on Wednesday and was restored around 7 pm. Residents complained that such cuts have become routine in the township. "Power interruptions happen regularly here, and there's little long-term solution in sight," one resident remarked. While PSPCL officials maintain that the Mullanpur disruption was purely a technical snag, the recurring outages in both towns have left residents frustrated, especially during peak summer heat.
