Singapore government extends The Online Citizen's financial ban to 2027 over falsehoods
In a statement today, Singapore's Ministry of Digital Development and Information (MDDI) said the extension — effective from July 21, 2025, to July 21, 2027 — was necessary 'to ensure Singaporeans continue to be alerted to TOC's record of communicating falsehoods.'
The website and its associated Facebook, Instagram and X pages were first labelled as DOLs in July 2023. This status means the operators cannot monetise their content or receive financial support during the declaration period.
According to MDDI, TOC 'continued to communicate falsehoods through its online platforms over the past two years', even while under the initial DOL designation. Between July 2023 and June 2025, the site was issued eight correction directions under Pofma.
One such direction, issued on February 25, related to an article TOC published about modification works at the Ridout Road colonial bungalow leased by Home Affairs Minister K. Shanmugam's wife. In it, TOC claimed that the Singapore Land Authority had promised Shanmugam a lease extension beyond 2027 and that public funds were used for earthworks at the property from 2024 — claims which the ministry said were false.
The latest DOL order requires TOC to carry a notice on all its platforms stating that it has 'communicated multiple falsehoods' and warning viewers to exercise caution when accessing its content.
In addition, the MDDI said service providers, including digital advertising agencies, 'will have to take steps to ensure that their paid content on TOC's platforms are not made available in Singapore.'
'Individuals and companies must also not provide financial support to TOC's DOLs to avoid promoting the communication of falsehoods in Singapore on these platforms,' the ministry added.
TOC may continue operating its platforms but is barred from monetising them during the DOL period. Under Pofma, the Singapore government can also instruct internet intermediaries to block access to DOLs if operators fail to comply with restrictions. Companies that flout such orders face fines of up to S$20,000 (RM65,900) per day, capped at S$500,000.
Operators of DOLs may apply to the minister to vary or cancel the declaration. If unsuccessful, they may appeal to the High Court.
TOC is one of four entities currently designated as DOLs, alongside Gutzy Asia, the Transformative Justice Collective, and Opposition politician Kenneth Jeyaretnam's platforms.

E-commerce platforms use it to recommend products and time flash sales, banking mobile applications detect unusual spending and categorise expenses automatically and ride-hailing platforms adjust fares based on traffic and demand, while Rapid KL taps AI data to optimise bus routes. But compared to its Asian neighbours, Malaysia is still in the early stages of adoption. The MTR (Mass Transit Railway) uses sensors and real-time algorithms to manage crowd flow and adjust train frequency, preventing congestion on busy platforms. Government services rely on AI chatbots to handle tax and permit applications in multiple languages. The private sector is also leaning on AI, for example retailers like Watsons in Hong Kong deploy AI-powered mirrors that analyse skin and recommend products instantly. In hospitals, AI is used to pre-screen chest X-rays, freeing doctors to concentrate on more complex cases. Even the Legislative Council (LegCo) taps AI to transcribe and summarise lengthy debates, making proceedings more accessible to the public. Among the tools used most often is iFLYTEK, a China-based AI platform that does simultaneous interpretation. It is able to support 60 languages for text translation with about 15 languages optimised for real-time speech-to-speech or live transcription at conference level. Smart traffic with AI in Shenzhen Just across the border from Hong Kong, in Shenzhen, one of the most visible applications of AI is on the roads. Once a quiet fishing village, the city now operates a sophisticated traffic control system built in collaboration with Huawei from 2019. At its core is an ultra-broadband network capable of processing 40 times more data than traditional systems. Combined with citywide surveillance, AI detects fake plates, scrapped vehicles and multiple violations in real time. China's approach Beyond Hong Kong and Shenzhen, China has embedded AI across various sectors. Healthcare platforms such as InferVision help detect early signs of lung cancer. In agriculture, AI monitors weather, soil and pests to optimise yields — for instance, supporting Maoming's lychee industry. In classrooms, the Squirrel AI platform personalises lessons in real time, giving each student a tailored learning path. Malaysia's National AI Roadmap is focused on preparing the workforce through upskilling and ethical adoption. For example, the Education Ministry has announced the introduction of AI basics in schools from 2027, supported by 10,000 smartboards nationwide and pilot projects that flag dropout risks. In classrooms, AI is already helping teachers by generating learning summaries for parents and highlighting struggling students. In offices, it assists with translations, document drafting and grammar checks. In tourism, it could one day guide visitors to halal eateries, recommend local food or provide flood alerts in real time. Safeguard constitution to ensure nation's wellbeing, says Tengku Maimun
Former chief justice Tengku Maimun Tuan Mat warned that the erosion of constitutional boundaries will have consequences that extend beyond the realm of legal doctrine. KUALA LUMPUR : Constitutional adherence plays a critical role in shaping perceptions of Malaysia as a secure and stable environment for economic activity, former chief justice Tengku Maimun Tuan Mat said today. Speaking at a lecture here, Tengku Maimun said there was an intrinsic connection between strong constitutional governance and the broader stability and wellbeing of a nation. Adding that the Federal Constitution clearly defines the roles and limits of each branch of government, she warned that when constitutional boundaries are eroded – whether through legislative overreach, executive interference or the weakening of institutional safeguards – the consequences extend far beyond the realm of legal doctrine. 'They strike at the heart of our constitutional order, which upholds the rule of law, separation of powers and, ultimately, legitimacy of public authority,' she said. 'Investors, businesses and financial institutions base their long-term investments and economic planning on expectations of legal certainty, impartial adjudication and the protection of property and contractual rights. 'A judiciary that is independent and consistent in applying the law reinforces these expectations. Conversely, when laws are applied inconsistently or when institutions appear vulnerable to external pressure, investors' confidence is undermined.' She was speaking at the Allianz Centre for Governance's Distinguished Speaker Series inaugural lecture titled 'The Sanctity of Malaysia's Federal Constitution: Threats, Solutions and Impact on National Governance'. Tengku Maimun said there would be less room for the arbitrary exercise of power when each branch of government operates within its prescribed limits and respects the institutional independence of the others. She said this, in turn, fosters public trust in the government and strengthens the credibility of public institutions. 'When this constitutional framework is disrupted, when one branch seeks to dominate or silence another, the rule of law is placed at risk,' she said. 'In such moments, the judiciary is not merely permitted but obligated to act in accordance with the solemn oath to protect, preserve and defend the Federal Constitution.'
