Forum: Safety and reliability top priorities in OBU installation

Safety and reliability are top priorities in the roll-out of the on-board units (OBUs) in ERP 2.0. To date, we have successfully installed OBUs in more than 650,000 vehicles, or about 65 per cent of all vehicles in Singapore. All installations are carried out by trained technicians in authorised workshops. To uphold consistent standards, the Land Transport Authority conducts regular audits of these authorised workshops and follows up on feedback received.
As with any large-scale roll-out, some vehicles may also experience issues that require follow-up attention. When installed according to specifications, the OBUs do not interfere with vehicle systems. Investigations have also confirmed that OBUs were not the cause of any reported vehicle fires.
Some vehicle owners have encountered issues such as unresponsive displays or detection problems at carparks and gantries, which may be due to hardware or device malfunctions. Vehicle owners who face issues should return to the workshop that installed their OBU.
Unauthorised tampering with the OBU's wiring or placement were also found to affect OBU operations and functions. Vehicle owners are advised against adjusting the OBU positioning or wiring on their own, as this may affect its functionality and void its warranty.
The recommended mounting position of the touchscreen display was developed in consultation with the motor industry and research by the Nanyang Technological University. This included psychophysical and rigorous eye-tracking studies to ensure that drivers' vision is not obstructed.
Vehicle owners can also discuss preferred mounting positions with installers, fold down the screen, or choose to display information on their smartphones instead of the display unit.

To enhance safety, the touchscreen operates only when the vehicle is stationary or moving at less than 15kmh. Owners can also adjust the sound and brightness of the touchscreen display to their preference.

Yeoh Lam Keong calls VERS approach to HDB lease decay 'too little, too late'
Former GIC chief economist Yeoh Lam Keong has warned that Singapore's reliance on the Voluntary Early Redevelopment Scheme (VERS) to address the ageing of Housing and Development Board (HDB) flats risks leaving many households' retirement savings exposed. In a Facebook post on 11 August 2025, Yeoh described the government's latest reforms under National Development Minister Chee Hong Tat as 'steps in the right direction' but ultimately insufficient. He noted that for the bottom 50% of households, HDB flats constitute 80–90% of their net worth. By the time flats reach the 70-year lease mark and become eligible for VERS, much of their value would already have depreciated. Yeoh cautioned that allowing this erosion of asset value could create a heavier long-term financial burden on the state in the form of increased income support for elderly citizens. He suggested a more comprehensive approach: a guaranteed Selective En bloc Redevelopment Scheme (SERS) for all HDB estates, planned over 90–100 years. This, he argued, could be funded through an annual sinking fund and higher plot ratios for redeveloped mixed-use projects. According to Yeoh, this proposal was detailed in a policy paper co-authored with architect Tay Kheng Soon and property consultant Ku Swee Yong, submitted to the Ministry of National Development (MND) and then-Finance Minister Lawrence Wong in November 2019. The 2019 proposals In their public housing paper, Addressing Singapore's Key Housing Problems: Asset Protection, Affordability and Access, the three experts proposed that HDB owners should be given an affordable, automatic one-time 99-year lease top-up after 50 years. They argued that such a measure would immediately address the depreciation of older flats, while retaining state land ownership through the Singapore Land Authority. Owners affected by redevelopment could be compensated with a flat of equivalent use value and location, mirroring current SERS provisions. The paper suggested a base lease renewal fee of about 3% of the average market value of a resale flat—around S$15,000 for a 4-room flat or S$10,000 for a 3-room unit—payable over 10–15 years at no interest. Lower-income owners could be charged nominal fees as low as 10% of the guideline price. Beyond the lease top-up, the authors proposed state-funded reconstruction of HDB flats every 100 years, citing structural concerns with reinforced concrete over long periods. Under this plan, owners would receive a new, sustainably designed flat with a fresh 99-year lease at no rebuilding cost. The group also called for closer alignment of Build-To-Order and retirement flat prices to construction costs, as well as a sufficient stock of high-quality subsidised rental flats for the bottom 30% of income earners, especially in a volatile gig economy. They argued that Singapore's large fiscal reserves, land ownership and past compulsory acquisitions made such reforms affordable and sustainable. Yeoh warned at the time that failing to act—'do nothing'—would invite a housing crisis in future decades. Current government stance VERS was first announced by Prime Minister Lee Hsien Loong during his National Day Rally speech in 2018 as a way to allow more HDB households to benefit from redevelopment before their 99-year leases expired. Lease expiry had become a growing concern among homeowners, and then-National Development Minister Lawrence Wong revealed in a 2018 CNA interview that the government had been studying the matter since 2016. However, despite this review period now spanning almost a decade, no detailed framework has been released. The CNA report this week, which ran extensively through Minister Chee Hong Tat's remarks, offered more context than content: timelines were provided, but concrete mechanisms — such as how sites will be chosen, exact compensation formulas, and financial modelling — remain absent. Minister Chee said the framework will be finalised during the current government term, before September 2030, and that public engagement will be used to shape its parameters. In effect, after nearly nine years of discussion, the key features of VERS are still undecided. The only confirmed points are that VERS will be rolled out in selected sites in the first half of the next decade, it will be voluntary rather than compulsory, and it will target flats at about 70 years of age — meaning residents are likely to receive less compensation than under SERS. Chee stressed that redevelopment would be staged over two to three decades to avoid a housing crunch in the 2070s and 2080s, while HIP II would be used to keep 60–70-year-old flats liveable until lease expiry. Yeoh's comments reflect broader public concerns that, despite the long lead time and repeated public references to VERS, the government still appears far from delivering a detailed, actionable policy to address lease decay and safeguard retirement security.

US embeds trackers in AI chip shipments to catch diversions to China, sources say
The US has sought to limit exports of chips and other technology to China in recent years to restrain its military modernisation. - The US authorities have secretly placed location-tracking devices in targeted shipments of advanced chips they see as being at high risk of illegal diversion to China, according to two people with direct knowledge of the previously unreported law enforcement tactic. The measures aim to detect artificial intelligence (AI) chips being diverted to destinations that are under US export restrictions, and apply only to select shipments under investigation, the people said. They show the lengths to which the US has gone to enforce its chip export restrictions on China, even as the Trump administration has sought to relax some curbs on Chinese access to advanced American semiconductors. The trackers can help build cases against people and companies who profit from violating US export controls, said the people, who declined to be named because of the sensitivity of the issue. Location trackers are a decades-old investigative tool used by US law enforcement agencies to track products subject to export restrictions, such as airplane parts. They have been used to combat the illegal diversion of semiconductors in recent years, one source said. Five other people actively involved in the AI server supply chain said they were aware of the use of the trackers in shipments of servers from manufacturers such as Dell and Super Micro, which include chips from Nvidia and AMD. Those people said the trackers are typically hidden in the packaging of the server shipments. The US started restricting the sale of advanced chips by Nvidia, AMD and other manufacturers to China in 2022. In one 2024 case described by two of the people involved in the server supply chain, a shipment of Dell servers with Nvidia chips included both large trackers on the shipping boxes and smaller, more discreet devices hidden inside the packaging – and even within the servers themselves. A third person said they had seen images and videos of trackers being removed by other chip resellers from Dell and Super Micro servers. The person said some of the larger trackers were roughly the size of a smartphone. The US Department of Commerce's Bureau of Industry and Security, which oversees export controls and enforcement, is typically involved, and Homeland Security Investigations (HSI) and the Federal Bureau of Investigation (FBI) may take part too, said the sources. The HSI and FBI both declined to comment. The commerce department did not respond to requests for comment. The Chinese Foreign Ministry said it was not aware of the matter. Super Micro said in a statement that it does not disclose its 'security practices and policies in place to protect our worldwide operations, partners and customers'. It declined to comment on any tracking actions by the US authorities. Dell said it is 'not aware of a US government initiative to place trackers in its product shipments'. Nvidia declined to comment, while AMD did not answer a request for comment. Chip restrictions The US, which dominates the global AI chip supply chain, has sought to limit exports of chips and other technology to China in recent years to restrain its military modernisation. It has also put restrictions on the sale of chips to Russia to undercut war efforts against Ukraine. The White House and both houses of Congress have proposed requiring US chip firms to include location verification technology with their chips to prevent them from being diverted to countries where US export regulations restrict sales. China has slammed the US exports curbs as part of a campaign to suppress its rise and criticised the location tracking proposal. In July, the country's powerful cyberspace regulator summoned Nvidia to a meeting to express its concerns over the risks of its chips containing 'backdoors' that would allow remote access or control, which the company has strongly denied. In January, Reuters reported the US had traced organised AI chip smuggling to China via countries such as Malaysia, Singapore and the United Arab Emirates – but it is unclear if tracking devices were involved. The use of trackers by US law enforcement goes back decades. In 1985, Hughes Aircraft shipped equipment subject to US export controls, according to a court decision reviewed by Reuters. Executing a search warrant, the US customs service intercepted the crate at a Houston airport and installed a tracking device, the decision noted. US export enforcement agents sometimes install trackers after getting administrative approval. Other times, they get a judge to issue a warrant authorising use of the device, one source said. With a warrant, it is easier to use the information as evidence in a criminal case. A company may be told about the tracker, if it is not a subject of the investigation, and may consent to the government's installation of the trackers, the source added. But the devices can also be installed without its knowledge. People involved in diverting export-controlled chip and server shipments to China said they were aware of the devices. Two of the supply chain sources, who are China-based resellers of export-controlled chips, said they regularly took care to inspect diverted shipments of AI chip servers for the trackers due to the risks of the devices being embedded. An affidavit filed with a US Department of Justice complaint – regarding the arrests of two Chinese nationals charged with illegally shipping tens of millions of dollars' worth of AI chips to China earlier in August – describes one co-conspirator instructing another to check for trackers on Quanta H200 servers, which contain Nvidia chips. It said the English-language text was sent by a co-conspirator, whose name was redacted, to one of the defendants, Mr Yang Shiwei. 'Pay attention to see if there is a tracker on it, you must look for it carefully,' said the person, who went on to call the Trump administration by an obscenity. 'Who knows what they will do.'
