Saudi VAT Refund Scheme Poised to Boost Tourism and Retail Spending

Saudi Arabia's recent decision to allow foreign tourists to reclaim value-added tax (VAT) on eligible purchases is expected to significantly enhance the Kingdom's appeal as a global tourist destination, while giving a strong boost to retail and non-oil economic sectors.
The policy follows amendments to the executive regulations of the VAT law, approved by the Board of Directors of the Zakat, Tax, and Customs Authority. Effective April 18, international visitors are now eligible to reclaim the 15% VAT on goods purchased in Saudi Arabia, provided the items are for personal use and not consumed within the country. Refunds can be processed at departure points through designated service providers.
The move comes amid Saudi Arabia's continued efforts to diversify its economy under Vision 2030. The Kingdom recorded more than 30 million foreign visitors in 2024, and international tourist spending reached a record SAR154 billion (USD41 billion), a 14% increase compared to the previous year.
Tax expert Ali Al-Nasser told Asharq Al-Awsat that the VAT refund initiative marks a pivotal step toward positioning Saudi Arabia as a competitive tourism hub. 'Lowering the effective cost of shopping by 15% creates a powerful incentive for visitors to spend more. This will not only stimulate retail activity but also encourage businesses to improve services and tailor promotions to tourists,' he said.
Al-Nasser advised tourists to keep tax invoices from participating retailers and ensure purchases are unused before departure. Refunds do not apply to services such as accommodation, food and beverages, tobacco products, or vehicle purchases. He also emphasized that refunds must be requested at the point of exit through officially approved channels.
Experts anticipate that the new system will lead to a 15-20% rise in tourist arrivals in the coming years, driven by the added value and improved visitor experience. Al-Nasser also expects a 10-15% increase in average spending per tourist, especially as awareness of the refund system grows.
Mohammed Al-Abdulkarim, a tourism expert, called the VAT refund scheme a 'strategic step' that aligns with Saudi Arabia's tourism ambitions. 'Allowing tax refunds makes Saudi Arabia more competitive with other global destinations, particularly for shopping tourism,' he said. 'It enhances visitor satisfaction and encourages both longer stays and repeat visits.'
Al-Abdulkarim urged tourists to retain receipts and provide passport information at the point of sale. He added that refunds can be issued either in cash or via electronic payment at the airport before departure.
Beyond tourism, the VAT refund program is expected to have a broader economic impact. Increased tourist spending will benefit retail outlets, while related sectors such as transport and hospitality are likely to see indirect gains.

RIYADH: Saudi Arabia's $500-billion giga-project NEOM has installed the Kingdom's first fully automated, remote-controlled cranes at its Red Sea port as it moves ahead with plans to begin operations in 2026. The delivery of next-generation ship-to-shore and electric rubber-tyred gantry cranes marks a key milestone in the development of Terminal 1, which will accommodate the world's largest container ships. NEOM is aiming to position the facility as a global logistics hub connecting Asia, Europe, and Africa. The facility supports Saudi Arabia's Vision 2030 by contributing to economic diversification through enhanced trade, logistics, and industrial capabilities. As global supply chains shift toward resilience and efficiency, NEOM's strategic Red Sea location positions it as a vital link between Asia, Europe, and Africa. Sean Kelly, managing director of Port of NEOM, said: 'The arrival of our first automated cranes marks a tangible milestone as we lay the foundations for an advanced, future-ready port.' He added: 'We're not only accelerating industrial growth in northwest Saudi Arabia, but we're also setting a new benchmark for performance, efficiency, innovation and establishing a vital trade gateway for the Kingdom and the region beyond.' The new cranes will enable high-efficiency operations while allowing remote control from ergonomic workstations. Infrastructure developments, including a 900-meter quay wall and an 18.5-meter-deep channel, ensure the port can handle the largest vessels transiting the Suez Canal. Terminal 1 will also feature horizontal transport automation, boosting logistics capacity and regional industrial growth. Alongside infrastructure upgrades, the port is investing in local talent development. A specialized program is training Saudi workers, including women, for high-tech roles such as remote crane operations. Ten participants from Saudi Arabia's Tabuk region are currently in a two-year program combining technical training and mentorship. Trainee Hajjer Alatawi said: 'This experience has shown me that port logistics is far more complex than just moving cargo; it's about teamwork, precision and responsibility. Seeing more Saudi women entering this space gives me hope for a future where industries are defined by skills, not gender.' The press release added that by empowering Saudi workers with high-tech skills, 'Port of NEOM is supporting NEOM's vision of being a catalyst for a sustainable, diverse and innovative ecosystem that enables regional economic resilience and advances the goals of Saudi Vision 2030.'

Al-Rabiah carried out a field inspection tour of various locations within the holy sites, as part of the ongoing preparations for the Hajj 2025. He examined readiness of pilgrims' camps, facilities, and services before pilgrims commence their movement to Arafat for the most important ritual of Hajj. The tour included a detailed field visit to assess Arafat's readiness to receive pilgrims. The minister reviewed the efficiency of the camps, accommodation facilities, and logistical services, as well as the integrated health, technical, and service equipment—all to guarantee the smooth and safe performance of rituals. Al-Rabiah also closely followed the progress of the shading and cooling project for the courtyards surrounding the Namirah Mosque. This project stands as one of the unique initiatives dedicated to improving the environment in Arafat, covering an area of 85,000 square meters. It incorporates 320 canopies and 350 misting fans to provide a pleasant atmosphere, in addition to the planting of 2,000 trees in the eastern courtyards to expand vegetation cover. A comprehensive infrastructure, including water and electricity networks, has been prepared to ensure the project's sustainable operation. Al-Rabiah emphasized the crucial importance of integrating efforts among all participating entities and operating according to the highest standards of operational efficiency to serve the pilgrims. He stated that these actions are in direct implementation of the directives of the wise leadership, aspiring to achieve a model Hajj season that reflects the Kingdom's distinguished position and leadership in managing this grand ritual. Minister of Health Fahad Al-Jalajel visited several field health units operated in collaboration with health associations in Arafat. This visit was part of his inspection tour to assess the readiness of health services for pilgrims during the Hajj season 2025. Al-Jalajel reviewed the medical units' equipment and the health teams' preparations to ensure the delivery of health services at the highest efficiency. This aligns with the objectives of the Health Sector Transformation Program and the Pilgrim Experience Program under Saudi Vision 2030, which aims to enable pilgrims to perform their rituals in a healthy and tranquil environment.
