Dublin transport contactless payment system not operational until 2029, says minister

Contactless payments across Dublin's bus, tram and railway public transport networks will not be fully operational until 2029, Darragh O'Brien has told an Oireachtas hearing.
The first testing phase of the 'next-generation ticketing' contactless payments system will be introduced in 2027 in a 'controlled area within Dublin across bus, rail and Luas', the Minister for Transport told Wednesday's Oireachtas hearing on 2025 transport estimates.
A second phase is scheduled to run in summer 2028, with a third one to follow in 2029, he said.
'Obviously how we roll it out will be dependent on the first phase – if that goes well and the testing of that is robust and we don't require many system changes,' Mr O'Brien said in response to a query on the system from Green Party leader Roderic O'Gorman. 'By 2027 to 2029 we would have the system fully operational.'

The Minister said he was investigating whether it was possible to 'shorten the distance' between the first two testing phases, but he could not give a commitment on that. 'It is a roll-out of, effectively, a whole new contactless ticketing system that's going to be with us for a generation and will make a very significant change.'
A National Transport Authority report published this year stated contact payments on public transport would take about three years to deliver. Spanish company Indra is responsible for the introduction of the contactless system across bus, tram and rail services.
Asked by Fine Gael TD Grace Boland whether the Government planned to maintain the 90-minute €2 fare beyond the end of this year, Mr O'Brien said it was his 'intention to keep that'.
The Minister also referred to the extension of free travel for five- to eight-year-olds from September and extending student travel fares to 25-year-olds.
Anecdotally, recent fare reductions have resulted in more people taking public transport, the Minister said. However, it was difficult to quantify how many people were opting for bus or rail as a result of such price cuts, he said.
Recently published data showed more than one million public transport journeys are now taken in Dublin daily.
The Oireachtas committee also heard how the number of electric-vehicle (EV) charging points across the State remained far behind the European Union average.
At present, there are seven EV charging posts for every 10,000 people, compared to an EU average of 20 per 10,000 and 13 per 10,000 in the UK, Sinn Féin's Pa Daly told the committee.
People needed to have 'confidence that the battery will take them far enough, but also that they'll be able to recharge around the State', Mr Daly said.
He also cited a recent warning from the Climate Change Advisory Council that the Government did not support access for lower-income families to EVs, which jeopardised emissions targets.
Acknowledging that the number of charging points was below the EU average, Mr O'Brien said his department was addressing the shortfall and investigating EV grant options for lower and middle-income families and for rural dwellers. Asked if this would include grants for second-hand EVs, Mr O'Brien said it would.
Earlier on Wednesday, the Minister told Newstalk Breakfast radio he did not expect the State would hit its projection of one million EV users by 2030, but said numbers would most likely reach 630,000-700,000 by the end of the decade.
Responding to concerns from Mr O'Gorman regarding the 'almost systematic removal of references to cycling in this programme for government', Mr O'Brien told the committee the TD could 'be absolutely assured that this Government is as committed as the last to continue the real advancements that were made over the last five years in the provision of active travel schemes'.
In addition to the Government's commitment to spend €360 million on public transport infrastructure, Mr O'Brien said his department would seek additional funds through the updated National Development Plan to improve 'active travel'.

It has proved popular with Irish motorists over recent years with many using it and similar car-sharing services as an alternative to owning a car. The company has invested heavily in its service over the last decade and has expanded its nationwide fleet to more than 1,000 since it first arrived in Ireland in 2008. However, in a statement sent to its members this week, the company said it had been left with no option but to curtail service in the city, As of Wednesday afternoon, there were only four GoCar locations around the city offering short-term rental cars. The company said it was 'proud to be a part of the Limerick community' and said it valued the support of people who use the service in the city. 'We've worked hard to continue providing a reliable service, because we know how important it is to your daily life,' the company said. 'Unfortunately, months of persistent incidents of antisocial behaviour have caused constant significant damage to our vehicles and placed an unsustainable strain on our operations.' The statement added that 'as a result, we've had to make the very difficult decision to temporarily reduce the number of GoCars available in Limerick.' GoCar said it was aware the move would cause disruption to those that use its cars correctly and it apologised to those who would be impacted by the curtailment. 'Please rest assured that this is not a decision we've taken lightly,' the statement continued, adding that the company was 'working closely with local authorities and An Garda Siochana to address the issues and are doing everything we can to restore full service as soon as possible.'

Brothers behind Irish franchises of Starbucks and TGI Fridays banned from acting as company directors

Two brothers behind various Irish franchises, including several Starbucks cafes, TGI Fridays, Mao and Hard Rock Cafe, have been banned from acting as company directors of any company for five years. A High Court judge imposed the restriction after finding Colm and Ciaran Butler failed to prove they acted responsibly in their operation of one of their companies, Downtul Ltd, which leased a premises at St Stephen's Green, Dublin, that operated as a Starbucks. In a judgment published on Wednesday, Ms Justice Nessa Cahill noted the brothers were directors of more than 130 companies each. 'It is plain from this fact – and from the vigour with which this application was opposed – that the declarations of restriction sought in the particular circumstances of this case would have significant implications for them, beyond the symbolic or reputational,' she said. READ MORE Her orders followed an application from the liquidator of Downtul, Patrick O'Connell. Downtul was placed into voluntary liquidation in November 2022. Mr O'Connell later raised concerns that the brothers did not act honestly and responsibly 'with regard to their duties, responsibilities and actions' as directors of Downtul. Arising from this, Mr O'Connell sought an order for the brothers to be restricted from acting as company directors or secretaries for five years unless the company meets certain requirements set out in the Companies Act 2014. The Butlers opposed Mr O'Connell's application. A hearing of the case lasted five days, with both sides calling expert witnesses. Acceding to the liquidator's request, Ms Justice Cahill said she was not satisfied the brothers acted responsibly in relation to Downtul's affairs, but they showed they acted honestly. Ms Justice Cahill said her findings arose primarily from the brothers' operation of Downtul and a related company they controlled, Atercin Liffey Unlimited Company. Downtul's function was to lease a premises at Stephen Court, St Stephen's Green, and it did not trade or carry on a business. It entered into a lease agreement for the premise in December 2013, its sole transaction. Atercin operated a Starbucks cafe out of the Stephen's Green premises. The judge noted that Atercin operated from the premises rent-free for 2½ years and obtained Government supports to deal with the impacts of the Covid-19 pandemic. In effect, Downtul bore the liability and cost of the lease, while Atercin occupied the leased premises and earned revenue from its trade there. The judge said Downtul received no contribution from Atercin towards rent due on the Stephen Court premises 'and, consequently, was unable to pay its debts as they fell due'. 'In allowing the company to enter and maintain these arrangements, and in failing to ensure an enforceable mechanism by which the company could obtain the funds necessary to discharge its liabilities as they fell due or otherwise protect its position, the respondents [the Butlers] failed to demonstrate responsible conduct with regard to the interests of the company,' the judge said.

VAT rate cut for hospitality is back on the table - but will it be enough?

One of the shake-outs from last year's general election and the subsequent Government formation talks is that cutting the VAT rate for the hospitality sector to 9 per cent from 13.5 per cent now looks almost certain to happen. Ahead of last year's budget the idea was knocked back, with Department of Finance officials particularly opposed to the idea, calling it unjustified. 'The cost is very significant. For instance the cost of a further temporary VAT reduction to 9% for a full year is estimated to be €764 million,' the department said at the time. So what changed? READ MORE Aside from the election and a new Coalition, Ireland's budgetary position looks much more precarious as the impacts of Donald Trump's tariffs ripple across the globe, with Ireland and its bounteous corporation tax revenue particularly vulnerable. As a result, as Cliff Taylor notes, the Government has considerably less room to manoeuvre this year in terms of tax cuts than last year, and the mooted cut in VAT for hospitality is likely to eat up most of the available resources. The move has the potential to become a big political issue. Firstly, there is likely to be much less by way of an income tax package for households. As Taylor notes: 'If income tax bands and credits are not adjusted for inflation each year, then taxpayers end up seeing a bit more of their income taken in tax – for example due to a higher proportion of their income being payable at the higher 40 per cent rate.' Just doing nothing, the tax burden creeps higher. Secondly, other SMEs may wonder why they are being left out. And finally customers are unlikely to see much by way of a benefit, other than holding down the rate of inflation they face while eating and drinking out, at least for a while. And what of the benefit for the hospitality sector? The sector remains under pressure with regular reports of businesses closing down, with high costs a frequently cited factor. However, the sector faces a wide range of domestic price pressures, including sharply rising food prices and stubbornly high energy and insurance costs. The more challenging issue for the sector and the Government is that Ireland is now the second most expensive country in the European Union with only Danes expected to pay more for a range of goods and services. When it comes to alcohol and tobacco, prices here are the most expensive, while food and non-alcoholic drink prices in Ireland are third highest in the EU, though this is a slight improvement on recent years. This is likely to be a factor in the decline in inbound tourism – a key pillar for the hospitality sector - this year, with the Central Statistics Office reporting a 4 per cent fall in tourism numbers in April and a 10 per cent decline in spending. While a VAT rate cut may provide short-term relief for the hospitality sector, it is unlikely to deal with the structural challenges it faces.
