Confusion over actual financial burden on Bengal exchequer for Durga Puja grants

Confusion is brewing within the West Bengal State Secretariat over the exact financial burden on the state exchequer following Chief Minister Mamata Banerjee's recent announcement to enhance the annual grant for community Durga Puja committees this year. The confusion stems from the exact number of community Durga Puja committees that would be entitled to the eligible state-sponsored grants, with contradictory figures surfacing. While the 'Forum for Durgotsav', an umbrella body of the different community Durga Puja committees in West Bengal, has pegged the number at 43,000, the Chief Minister, in her announcement earlier this week, stated that a total of 45,000 community Durga Puja committees would receive the grant this year. The Chief Minister quoted this figure while she announced that the annual dole amount to each Puja committee this year would be increased to Rs 1.10 lakh from Rs 85,000 last year. If the figure of beneficiary Puja Committees this year is 45,000, as quoted by the Chief Minister herself, the total direct pay-out from the state exchequer will be Rs 495 crore, a 35 per cent rise over the previous year's figure of Rs 365.5 crore. Even if the figure for the number of beneficiary Puja Committees this year is 43,000, as per the records of 'Forum for Durgotsav', the total direct pay-out from the state exchequer will be Rs 473 crore, a 29 per cent rise over the previous year's Rs 365.5 crore. Insiders from the state finance department pointed out that while the figures mentioned above would be just the direct payout from the state exchequer, the actual expenditure would be much more, considering the massive 80 per cent electricity concessions provided to beneficiary Puja committees in addition to the annual dole. Opposition parties have already lashed out at the state government over this enhanced Puja dole hike. The leader of opposition in the West Bengal Assembly, Suvendu Adhikari, on Thursday, appealed to the community Durga Puja Committees in West Bengal not to accept the annual dole from the government. He urged them to do so in memory of the young woman doctor who was raped and murdered last August on the premises of R.G. Kar Medical College and Hospital, and in solidarity with lakhs of unemployed youth in the state, whose aspirations, he alleged, have been crushed by flawed government policies. Adhikari also announced full support to those community Durga Puja committees that choose to refuse the state government's dole offer this year.

Bengal govt commences outreach programme to address neighbourhood issues

Kolkata, Aug 2 (PTI) Ahead of the 2026 assembly elections, the West Bengal government on Saturday launched a Rs 8,000-crore outreach programme to address local issues like setting up street lamps, improving road conditions and ensuring water supply across districts. The programme – Amader Para, Amader Samadhan (Our neighbourhood, our Solution) – is the first-of-its-kind initiative in the country, Chief Minister Mamata Banerjee had said while outlining the scheme on July 22. A task force headed by Chief Secretary Manoj Pant would monitor the programme, and district-level task forces have been formed as many camps started functioning on Saturday. 'We are sanctioning 10 lakh per booth. In total, the state government will be spending Rs 8000 crore on this programme. It will start on August 2," she had said. While these camps will be held for two months, there will be an administrative evaluation for 30 days, a government statement said. 'The implementation or addressing the issues raised by the people will take a period of three months from the day of launch," it said. In the Kolkata Municipal Corporation area, there is one camp for every two booths. 'We had seen that there are small teething issues plaguing a locality, which are too localised but need urgent attention. 'While local civic bodies, people's representatives and various agencies are there to look into various issues – like the setting up of a tap, need for an electric pole or ensure proper lighting in the area, this interactive initiative is an inclusive one where various things can be brought up for being sorted out under one umbrella," a senior government official said. Banerjee had said state government officials will be present on the ground to listen to the people's problems, and the centres will address these issues in a locality. 'You (citizen) can track schedule, status and progress at You decide how your booth's budget is spent," said the government advertisement on Saturday announcing the start of the outreach programme. The programme is rooted in the vision of a self-reliant Bengal, where the focus is not merely on delivery but on deep listening, transparency and collaboration, the statement said. Government officials will be physically present in every locality to listen to grievances, register demands, and oversee the process, which will likely span over two months, it said. 'The initiative is unprecedented in the history of India, and it reflects the state government's commitment to placing people at the heart of policymaking," another statement said earlier. No resumption of MGNREGA work in West Bengal despite HC order says PBKMS

Despite an order by the Calcutta High Court, to resume MGNREGA in West Bengal from August 1, there has been no resumption of 100 days work, Paschim Banga Khet Majoor Samity, a union of agricultural workers, said on Friday (August 1, 2025). Hearing a petition of PBKMS a division bench of the Calcutta High Court headed by T.S. Sivagnanam on June 18 directed the resumption of the scheme from August 1 'Yet, even after this landmark victory for rural workers, both the Central and State governments have chosen to brazenly defy the Court's order. Instead of preparing for the resumption of work, block offices in multiple districts are refusing to even accept job applications. This is a deliberate attack on the right to work of the state's poorest,' a press statement by PBKMS said. The union also added that job applications by people made under MGNREGA have been rejected. 'In just four days, between 28th and 31st July 2025, 2,092 job applications were submitted across block offices in Purulia, South 24 Parganas, and North 24 Parganas districts. Meanwhile, job applications from 1,349 workers were illegally rejected in 9 block offices across 7 districts,' the union said. A representative of PBKMS said that when they contacted the NREGA Commissioner, he clearly stated that no work will begin unless the Central Government issues fresh instructions - a position that clearly undermines the authority of the Calcutta High Court. Alleging willful inaction by both the governments, the union stated that the Central Government is equally guilty and by hiding behind Section 27 of the MGNREGA Act, 'it continues to block the release of funds and work, systematically depriving Bengal's workers of their legal right to employment'. The workers union also claimed that in Nadia district's Krishnagar-II block, when a member of the union accompanied workers to submit job applications, the BDO and several panchayat pradhans responded with abuse and threats, calling him a 'Bangladeshi' and threatening him with arrest and punitive action. Demanding the immediate implementation of MGNREGA work in West Bengal, as per the High Court order, the PBKMS stated that this blatant 'non-compliance with a High Court order is illegal, unjust, and unacceptable and it continue our struggle for the right to work in every village and every district'. Before the Lok Sabha polls in 2024, the Trinamool Congress along with MGNREGA workers held protests in Delhi demanding payment of wages and resumption of work. However, West Bengal's ruling party response to the High Court order has been lukewarm. West Bengal Chief Minister Mamata Banerjee has said her government has started Karmashree Prakalpa to provide at least 50 days of wage employment to each Job Card holder household in a financial year. The scheme, however, is not visible at the grass roots level .Work under MGNREGA had stopped in the State since December 2021 which has resulted in widespread rural distress and migration.
