South Korea issues arrest warrant for ex-President Yoon

A South Korean court has issued an arrest warrant for former President Yoon Suk-yeol over his attempt to impose martial law on December 3.
The arrest warrant was issued in the early hours of Thursday, according to the South Korean news agency Yonhap. Yoon had appeared in a Seoul court on Wednesday for a seven-hour hearing to review the arrest warrant requested by prosecutors, and was then taken to a detention centre while he waited for the court's decision.
Yoon, a conservative, was removed from his position as president by South Korea's Constitutional Court in April over his martial law attempt, after being accused of overstepping his authority. Parliament had voted to impeach Yoon on December 14, but needed the approval of the Constitutional Court.
Yoon was previously arrested in January while he was still president, but was released in March after his arrest was overturned.
However, the Seoul Central District Court accepted on Thursday Special Prosecutor Cho Eun-suk's argument that there was a risk Yoon would seek to destroy evidence if he was not arrested.
Cho's team had questioned him twice before submitting a request for Yoon's arrest warrant on Sunday. Yoon's lawyers had said that the request was excessive and without basis.
The former president is accused of abuse of power, falsifying official documents and obstruction of official duties, as well as charges related to his attempt at imposing martial law on South Korea, in what prosecutors have labelled an attempted rebellion and an attempt to seize total power and detain his opponents. He denies the charges.
Yoon's martial law attempt fell flat, however, after protesters and lawmakers quickly descended on South Korea's parliament, defying soldiers, before the parliamentarians voted to lift the martial law order.
South Korea voted in Yoon's liberal rival, Lee Jae-myung, in June elections. He approved legislation to launch investigations into Yoon's martial law attempt and other criminal allegations involving his wife and administration.
Yoon could potentially now spend months in custody, with the possibility of more charges against him being filed, until his trial begins.

The dismantling follows orders from President Lee Jae Myung, who took office in June and days later ordered the suspension of loudspeaker broadcasts as part of a shift towards a more diplomatic approach after years of hardline policies under his conservative predecessor Yoon Suk Yeol. The loudspeakers had been in operation for over a year, broadcasting political news programmes and pop music to South Korea's isolated northern neighbour. The measure was a reaction to hundreds of balloons filled with refuse sent over the border by Pyongyang. Tensions on the Korean Peninsula have risen over recent years, with Pyongyang modernizing its nuclear and missile programme at a rapid rate. It has also entered into military cooperation with Russia, supporting Moscow with troops and ammunition.

dpa Seoul The influential sister of North Korean leader Kim Jong Un on Monday said Pyongyang would not hold talks with the government of South Korean President Lee Jae Myung, according to a statement carried by state news agency KCNA. Kim Yo Jong, a senior official in the ruling Worker's Party's central committee, said Pyongyang had no interest in engaging with the government of Lee, who took office last month vowing to ease tensions and restart inter-Korean dialogue. 'We clarify once again the official stand that no matter what policy is adopted and whatever proposal is made in Seoul, we have no interest in it and there is neither the reason to meet nor the issue to be discussed with the ROK,' Kim Yo Jong said. Relations between North and South Korea 'have irreversibly gone beyond the time zone of the concept of homogeneous,' Kim Yo Jong added. The comments are North Korea's first official response to the new South Korean government, according to South Korean news agency Yonhap. Since taking office, Lee has taken several steps aimed at easing tensions with North Korea, including dismantling loudspeakers broadcasting propaganda across the border, marking a shift from his predecessor's hard-line stance. Kim Yo Jong, however, criticized Lee's close alignment with the United States, saying authorities in Seoul's 'blind trust' in Washington 'and their attempt to stand in confrontation' with North Korea 'are little short of their predecessor's.' His powerful sister also dismissed a proposal to invite Kim Jong Un to the Asia-Pacific Economic Cooperation (APEC) summit in October as a 'daydream.'

South Korea seeks mutually agreeable US trade package

Agencies South Korea will prepare a trade package that is mutually agreeable with the United States ahead of minister-level meetings planned next week and a US tariff-pause deadline of August 1, the presidential office said on Saturday. The package will include shipbuilding cooperation, a sector of high interest to US Commerce Secretary Howard Lutnick, who discussed the matter with South Korea's Industry Minister Kim Jung-kwan on Friday, it said in a statement. Friday's meeting was a follow-up to a meeting on Thursday, where Lutnick and Kim reaffirmed their commitment to reach a trade deal by August 1, after a joint meeting of finance ministers and top trade envoys that had been scheduled for Friday was postponed. South Korea, facing 25 percent tariffs, is rushing to reach a trade deal with Washington, with National Security Adviser Wi Sung-lac visiting the US recently for high-level talks and Minister for Trade Yeo Han-koo also in the US for negotiations, as pressure grows on officials to clinch a deal that is no worse than Japan's that cut tariffs to 15 percent. South Korea's trade negotiations with the US have included non-tariff barriers in the agricultural and digital service sectors, but foreign exchange has not been part of trade talks beyond usual consultations, according to South Korean officials. US President Donald Trump arrived in Scotland on Friday for bilateral talks with European Commission President Ursula von der Leyen on Sunday, which could yield a trade deal with the European Union, after making a deal earlier this week with Japan and the Philippines. Next week, US officials will hold a new round of trade talks with China in Sweden for an extension to a separate deadline of August 12 set between the two countries. South Korea's Finance Minister Koo Yun-cheol and Foreign Minister Cho Hyun will also hold meetings with US Treasury Secretary Scott Bessent and State Secretary Marco Rubio, respectively, next week.
