Over 1,700 animal abuse cases investigated since 2020, says deputy minister
The Deputy Agriculture and Food Security Minister said the Veterinary Services Department had implemented a 10-year national strategy to address rising concerns over animal cruelty.
'To address such cases, the Veterinary Services Department has developed the National Animal Welfare Strategic Plan 2021–2030, a long-term framework to ensure animal management in Malaysia meets welfare standards and promotes a caring, compassionate society,' he said in the Lower House.
The deputy minister was responding to a question on whether the government would introduce a national framework to tackle abuse of stray animals and collaborate with non-governmental organisations (NGOs), local councils and experts on the issue.
Kurup said ongoing initiatives include engagement programmes with local authorities to manage stray populations and animal cruelty complaints through the MyAnimal Welfare System.
Media campaigns are also being conducted to raise awareness, he added.
According to him, an animal welfare resource pack had been developed for preschool children to educate them on responsible behaviour towards animals.
When asked about the potential adoption of the trap-neuter-vaccinate-release (TNVR) method to control stray populations, Kurup said the government preferred a 'trap and rehome' approach, where animals are returned only if they have owners.
'This is a more effective method of population control,' he said.

Herbal trader fined for insulting Orang Asli community and Deputy Speaker on Facebook
IPOH: A 53-year-old herbal trader who insulted the Orang Asli community and Parliament Deputy Speaker Datuk Ramli Mohd Nor on his Facebook account pleaded guilty at the Tapah Magistrate's Court on Thursday (July 31). The accused, M. Toraise @ Turesh Kumar, made the guilty plea after the charge was read before Magistrate Anis Zainab Pawanteh. The trader from Seremban, Negeri Sembilan, was fined RM1,300. According to the charge sheet, the accused, on May 27 at approximately 9.30pm, had intentionally made an insulting remark on his Facebook account. His action provoked anger in an individual named Bah Bi A/L Bah Kerundang, who then lodged a police report. The accused committed an offence punishable under Section 504 of the Penal Code. Prosecuting officer Insp Herman Kayae asked for an appropriate sentence as a lesson to both the accused and the public to prevent repetition and to deter making comments that could disrupt public order. The accused was represented by lawyer R. Balamurali, who said his client is a single father supporting two children and is running a small business, earning between RM1,000 and RM1,500 a month. He added that the accused has limited language comprehension and was unaware that his actions could disrupt public peace. "The accused has pleaded guilty, apologised, and expressed remorse for the offence committed," he said. He paid the fine. In the police report dated June 23, Bah Bi, who is the Malaysian Ex-Police Association (Senoi Praaq branch) president from Jalan Pahang in Tapah, lodged the report after coming across the post. In the post, the accused had called Ramli a "sakai" and stated that he (Ramli) has the mental capacity "like Tarzan".

MPs demand school safety reforms after Zara Qairina's tragic death
KUALA LUMPUR: The death of 13-year-old boarding school student Zara Qairina Mahathir has sparked urgent calls for school safety reforms in Parliament. MPs debated the need for stricter anti-bullying policies and transparent investigations during discussions on the Education (Amendment) Bill 2025. Datuk Matbali Musah (GRS-Sipitang) described the incident as heartbreaking, stressing the need for immediate action. 'How many more of our children must lose hope after being bullied before action is taken? I plead not just as a member of parliament but as a father, as a citizen, that school bullying be addressed with proactive measures,' he said. He proposed establishing a dedicated anti-bullying unit in every District Education Office (PPD) to conduct regular school inspections and collaborate with parents, teachers, and law enforcement. Transparency in the investigation was another key concern. Datuk Suhaimi Nasir (BN-Libaran) emphasized, 'Only through a transparent investigation can we restore public confidence in our education system. The family of the deceased deserves the truth, justice for their loss, and reform of the education system.' Meanwhile, Datuk Seri Saifuddin Abdullah (PN-Indera Mahkota) questioned whether negligence or criminal factors contributed to the tragedy. 'If the incident was indeed an accident, what were the contributing factors? (Was it) the environment, hostel safety, or the emotional and mental state of the victim?' he asked. Zara Qairina was found unconscious near her hostel on July 16 and later passed away at Queen Elizabeth I Hospital. The case has intensified scrutiny on student welfare and institutional accountability in Malaysian schools. - Bernama
