
The changes to plans for the streets around the Karanga-a-Hape CRL station, explained
In 2023, Auckland Transport shared and consulted on plans for the streets surrounding the Karanga-a-Hape CRL station. They were well received, yet they've since been subject to major changes. What happened?
Many Aucklanders have a dream. A dream that one day they will be able to get from point A to point B without pissing themselves in their car due to being gridlocked in traffic. A dream that one day, cars won't be our overloads, and roads our masters. This would require proper public transport, of course. The City Rail Link – New Zealand's largest transport infrastructure project ever – is expected to open next year. The 3.45km-long tunnels are being billed as ' transformational ' for travel, housing, productivity and revenue. Residents and passersby have either been staring longingly through the peepholes in the fences at the rising stations or getting pissed off by closed roads and road cones. It's happening, but details, like a design of the streetscapes around the stations, are still being debated.
Finalising plans around the Karanga-a-Hape Station is proving difficult. They were first revealed in 2023, and though they received wide support at the time, they are still being updated in response to feedback. The plans, which once featured a pedestrian mall (a street or area where using vehicles is prohibited or restricted), shared areas, planter boxes, speed bumps and more footpaths around Mercury Lane and Cross Street, have changed to preserve parking and vehicle thoroughfares. Urbanist commentator Connor Sharp is calling the new proposal a 'disgraceful switcheroo' and councillor Richard Hills says that 'sudden, dramatic' changes to the well-supported plans have prompted 'extreme shock and frustration'.
Auckland Transport's director of infrastructure and place, Murray Burt, says that AT is continuing to receive feedback. The agency is 'very conscious' that the CRL construction and economic climate have made it challenging for nearby businesses, so 'we seriously consider feedback that our proposals may further impact businesses' ability to operate'. Though plans were meant to be finalised in November 2023, designs are still being 'refined'.
What was in the original proposal?
The Karanga-a-Hape Station has two entrances – one in Beresford Square near Pitt Street and another on Mercury Lane. Auckland Transport expects that up to 40,000 people will pass through these entrances every day, mostly arriving by foot or bike. The Karanga-a-Hape Station precinct integration project – often referred to as Project K – began with a proposal from AT to make changes that would improve walking and cycling through the neighbourhood (pedestrian mall, crossings, widening footpaths, cycleways) and adjusted the number of on-street parking and loading zones.
In the original plan a pedestrian mall would have stretched from Cross Street to Karangahape Road along Mercury Lane. Renders show planted areas, seats and string lights criss-crossing from posts. The plan for the lower end of Mercury Lane had wider footpaths and a two-directional cycleway. On Cross Street, a wide footpath ran all along the southern side and most on-street parking was removed, though there were options for some loading zones, car share and short stay areas. On East Street, it was proposed that the two-way cycleway that was initially built to be temporary during construction would stay.
Near the other entrance of the station, the plan for Pitt Street included another pedestrian and cycle crossing, new bus stops, cycle lanes, and new trees and landscaping. To make way, on-street car parking and loading zones were to be removed.
How was Project K received?
AT consulted the public from April to May 2023, met stakeholder groups like business associations and received more than a thousand items of feedback. A majority – 73% – of participants agreed or strongly agreed that the proposed changes would ' improve the area for me ', and 76% agreed or strongly agreed that the changes would 'improve the area for the neighbourhood'. People were overwhelmingly positive towards changes to support walking and cycling. Responses to changes in parking were mixed, but still a majority was in support – 53% backed the proposed changes and 17% opposed them. Support for pedestrianising the upper part of Mercury Lane was also mixed but positive, with 67% in support and 20% opposed. Another 10% had mixed feedback, and 3% of responses were 'not relevant to the survey question'.
The engagement feedback report also notes that the George Court Body Corporate, from the 1926 George Court apartment building on the eastern corner of Karangahape Road and Mercury Lane, opposed the proposed pedestrian mall on Mercury Lane because it believed it would have a negative impact on the community, negatively impact property owners and business operators and was inconsistent with the Resource Management Act. The ADIO Trust needle exchange on East Street was concerned about it too, saying that many of its visitors come by car. They said that if Mercury Lane must be closed, then there should be a right-hand turn at the Karangahape Road/Upper Queen Street intersection. The report noted that some aspects of the project required further engagement to agree on the best outcomes, and that final decisions were anticipated to be made by November 2023.
What happened next?
When November 2023 rolled around, AT held three community workshops, inviting locals to join the conversation to shape plans for the spaces. The first focus area was Cross Street and then Mercury Lane, Canada Street and Beresford Street. Participants agreed with widening the footpath on the southern side of Cross Street, and removing on-street car parking there to make space. Suggestions of making Cross Street an even more pedestrian-friendly 'shared space' with surface painting were supported too. Workshop participants liked the idea of large planted pots and seating on lower Mercury Lane, and a slew of other measures to slow down cars and make the area more inviting to pedestrians and cyclists.
Meanwhile, the George Court Body Corporate was presenting a case against the pedestrian mall at the top of Mercury Lane. Connor Sharp has dug into their activities, which included attending Auckland Transport board meetings and approaching Auckland Council's transport committee and even the mayor. While the group threatened legal action, AT's legal team reviewed their concerns and noted they were wrong. Sharp has called the George Court group a 'vocal minority' and 'never-satisfied grumblers'. In his view the original designs, which were well-supported and refined by community feedback, were ' quietly chipped away by a vocal, litigious, oppositional minority, in a series of small rooms '.
What are the plans now?
The most recent version of the plans was shared with the Waitematā Local Board in early April, 16 months after they were supposed to be finalised. The top of Mercury Lane is no longer a pedestrian mall, it is now a 'shared space'. Burt says pedestrians will have priority but residents and service vehicles can use the area at low speed. The notes on the plans say that a 'low number of vehicles' are expected and 'safety and space for pedestrians will be paramount'. There are retractable bollards that could be used to control traffic if monitoring indicates they're necessary.
At the bottom of Mercury Lane, green areas have been adjusted to accommodate a roundabout for two-way traffic. Nearby on East Street, the new plans now remove the two-way cycleway – which was added as an interim measure during CRL construction – in order to reinstate two-way vehicle traffic.
On Cross Street, where the southern side was once planned to be a wide footpath, there is instead preserved on-street car parking, a new loading zone and a relocated car share space. 'Businesses have told us they rely on loading on both sides,' says Burt. Proposed planter boxes, speed humps and speed cushions have been removed. Burt says that due to feedback, AT is now investigating an option that would create a footpath on the south side by bridging over the trench next to the carpark building.
Burt wants people to know that for Cross Street, 'this project is not a final outcome'. He says it's an interim approach to allow for future projects because there are private developments expected on the street and nearby which will lead to changes in the way the street is used.
The area near the station's other entrance on Pitt Street has not had the same attention, though local businesses have asked for a loading zone that is now planned on the western side but only available outside bus lane hours.
What will happen next?
Councillor Richard Hills is not happy that this proposal is 'suddenly so different'. He says the original plans aligned with council policy and plans – now, he has 'serious concerns about accessibility and safety'. He sees the decision to allow cars through Mercury Lane as dangerous, and says that on Cross Street the plans show a lack of access for pedestrians, especially people with limited mobility, disabilities and prams. He says that while the plan should include loading space for businesses, this should not come at the detriment of all other users. Due to pushback from supporters of the original proposal, AT has promised a full review of the plan for Cross Street and potential for other changes. 'I hope we end up with a dramatic improvement for pedestrians and other users, like originally planned,' says Hills.
Burt says the Karanga-a-Hape Station precinct integration project's updated plan has already received further feedback and is once again being updated as AT tries to find 'the best possible outcome'. The updates are expected to be shared with the local board and stakeholders in 'the coming weeks'.

Auckland's shiny new $5.5b underground leaves political landmines
If you thought the Government's operating deficit announced in the Budget last month sounded on the high side, it was – it included a $700 million 'impairment' that the Crown is swallowing on the Auckland underground rail project. The one-off amount took the 2025/26 projected operating balance, excluding ACC, to a deficit of $12.1 billion. It is not an extra injection of cash, but a way of accounting for the fact the Crown is getting less value back in assets than it put in to help build the City Rail Link. Either way, it blew out Finance Minister Nicola Willis' Budget 'Obegalx' figure by a further 6 percent while the Government and ministers were trying to lower that number through public spending cuts and reprioritisation. The Treasury has been matter-of-fact about the $700m impairment, saying it is 'non-cash' and an accounting necessity as the firm building the project, City Rail Link Ltd, begins to go out of existence and hands the assets to others. The Government and Auckland Council went halves on the cost of the nine-year, $5.5b project and are about to have the assets handed over to be listed on the books of KiwiRail and Auckland Transport. In broad terms, KiwiRail gets the tracks and tunnels; AT the stations, passenger facilities and precincts. Auckland Council forecast in its Long-Term Plan 2024-2034 that its Auckland Transport company would receive assets totalling $2.8b. The central government Budget suggested $1.4b in assets would come to KiwiRail, with that gnarly $700m hit from the impairment to be accounted for. In total, it appears the $5.5b spend is delivering assets tentatively valued at $4.2b to the new public owners. It's getting close – and politicians are nervous The rail lines and stations are due to open to paying passengers in just over a year, around July 1 2026. The existing train routes will be changed to a south and city loop line, an East-West line and an Onehunga to west line, and the frequency of services in and through Britomart station will rise from 20 an hour to 30 initially, 15 each way. The Crown has had to fund extensive upgrades and rebuilds to existing rail tracks to cater for the new and increased services – with the whole network closing again over June and October long weekends, and seven weekends of partial closures until September. Next summer a further six weeks of closures will be needed. KiwiRail is already employing 55 extra drivers and train managers. AT's contractor is recruiting 56 station staff, maintenance and cleaning teams. Auckland is buying 23 new three-car trains, taking the fleet from 72 to 95, with 11 already in service or in testing; the existing fleet is being modified to be compatible with the CRL tunnels and tracks – 13 are complete, 33 are being done now and 26 are yet to be done. As the final months of CRL Ltd work take place, and train and systems testing occur underground and at the new above-ground station at Mt Eden, that date has started to focus the minds of city politicians. The asset carve-up carries financial risks for Auckland Council, and the mayor and councillors are starting to fret about political risks as well. Mayor Wayne Brown told a transport committee meeting: 'Next year's increase in rates is largely down to the fact that the opex [operating expenditure] for this thing was not included in anyone's budget. 'So it's becoming my problem,' he said. 'Half the buck, probably more than that, rests with us.' The Maungawhau station and entrance road for taxi and Uber dropoffs. Mayoral 'meddling' Brown, by his own admission, has started to 'meddle' in the late-stage planning for the Maungawhau station precinct at Mt Eden, after learning buses and cars won't go into the station area off the main roads to drop off and pick up. Land the council had transferred to the project for proposed residential development, expecting to be valued at $180m, has also not seen a project materialise, leaving the mayor looking at ways 'to get the money back'. On the asset values, an Auckland Council spokesperson told Newsroom: 'It's important to note that the value of assets relative to the value of investment by each of the two CRL funders creates a book-entry surplus or deficit, not a cash windfall or shortfall. 'Whatever the final figures, there are no implications for Aucklanders in terms of the delivery of rail services on the new lines.' And at this point, there are no rumblings from any party that the $5.5b total construction cost could rise, with one final demand to the two partners as the project rolls towards completion. The council Long-Term Plan issued last year says the asset values would be reflected on the council group's balance sheet in the year they are vested from CRL Ltd to Auckland Transport, with lower investment costs into CRL Ltd but a substantial increase in the value of council Property, Plant and Equipment (PPE). Test trains have reached the 70 km/h maximum in the new tunnels. The ongoing cost The plan says there will be an annual net operating cost once the trains and passengers start moving of about $235m. How that is funded – and what the Beehive might kick in – is not determined. The $235m includes the cost of interest the city will pay on the billions it borrowed to get the CRL built, maintenance, station running costs, depreciation, charges to KiwiRail and the cost of the extra rail services. The asset transfers, valuations, effect on balance sheets and then the annual cost of the new trains are one area of challenge. Another is the cost to Auckland ratepayers of developing smart precincts around new stations at Wellesley St in the city, Karangahape Rd and at Mt Eden/Maungawhau. The Maungawhau precinct from the air, with undeveloped land towards Mt Eden Rd Here, it is Maungwhau that is the flashpoint, causing Brown political anxiety and prompting other councillors to question how some aspects of the CRL have been run in the transition period, citing too many agencies and not enough accountability. As mayor, Brown is one of two co-sponsors of the overall project with the Minister of Transport, Chris Bishop. He says 'both myself and the other co-sponsor are pretty worried about that $180m'. A separate agreement was announced Thursday between the Government and Auckland Council on special legal measures to help the city plan and consent high-rise, dense housing around Maungawhau and the Kingsland and Morningside zones along the western rail line. Resource Management Act reform minister Chris Bishop said: 'Auckland Council must enable, within a walkable distance from these stations, heights and densities reflective of the higher demand for housing and business in these areas.' The new rules would go further than national planning rules for urban development had to this point. It is possible the greater planning flexibility might now help Brown to realise back the value in the land Auckland Council had contributed to the Maungawhau CRL development – but any development is unlikely to be quick. On current plans, the station would risk opening with 'a Gaza-like piece of land in front of the station' that rail users could not be driven through by bus or car. Adding to the late, unfinished state of the station precinct, a multi-level residential development earmarked for the site by Kāinga Ora was also now off the table. The mayor says: 'KO, which is a major player, is now a sunken ship.' The Government basically wants the council to now sort out the Kāinga Ora failure as well, he argues. 'I've always said it is a good project but it was not set up particularly well.' He believes the council decision two years ago to turn the task of precinct development for the stations to its property arm Eke Panuku (which is about to be merged with the council operations) had not worked out. 'We canned Eke Panuku because they were not as successful as they thought they were. Their efforts here have been access reducing and value reducing. 'I have the 100 percent support of the other sponsor just to make sure we get the maximum valuation out of the area.' Artists' impressions shown to councillors confirm taxis and Ubers would be able to drive to the station entrance, and a review of possible bus routes at or through the station had begun with Auckland Transport. Though Brown claims 'we are going to have a drive-through' at the station, any realignment of Mt Eden Rd and New North Rd bus services presents AT with a major late headache. Council expert Barry Potter, the director of resilience and infrastructure, has now been put in overall charge of the final stage transition plans for the CRL. Passengers exiting at Te Waihorotiu station will see this kauri carving on the ceiling, representing Horotiu – the 'kaitiaki' or guardian looking after the people and supporting the abundance of life-giving energy in the area 'We will hang' The Maungawhau problems have prompted wider concerns from some councillors, keen to work out who made decisions, by what authority and when over the course of the CRL development. Maurice Williamson, of the Howick ward, is concerned how Auckland Transport and KiwiRail plan to launch the new route and services to the public. 'We will hang if this turns out to be a disaster. I really hope we do a soft launch not a hard one. The disasters that could come back to bite us could be dreadful. 'If we start with two or three routes, and bring some trains on board over a two or three month period so that finally when it is all running we had ironed out any bugs. If we do a hard launch and it fails then, holy hell, I'm going to be on the first plane out of here.' Deputy Mayor Desley Simpson said she and Brown had met Sydney Metro to learn from its launch of a new line and services. 'And also talk about how we don't go out all guns blazing on day one.' Some councillors encouraged colleagues not to start focusing on blame over past decisions or potential problems ahead. Chris Darby: 'I think we need to check ourselves on the finger-pointing … I'm optimistic that the project will open and be stunningly beautiful, impactful and deliver beyond what was promised.' Shane Henderson: 'Whenever we talk about the CRL around this table the tone is extremely negative. I'm not getting it. It's a city-shaping project. We should be positive champions.'

Auckland's new electric ferries set to make waves worldwide
Auckland Transport's first electric ferry has touched water for the first time. Workers began the slow process of bringing the vessel from the McMullen & Wing shipyard factory floor into the nearby Tamaki River in Mt Wellington early Wednesday morning. The first of two fully electric ferries will undergo technical tests here over the coming weeks, before trialling its seaworthiness inside the Hauraki Gulf. "In about a month's time we'll be taking it down the river and charging up at Auckland Transport's new charging station in Half Moon Bay," said EV Maritime chief executive Michael Eaglen. "Then we'll be doing trialling more broadly on the Hauraki Gulf, which we're expecting to be handing over to Auckland Transport in probably around about three months' time. "These are highly automated boats, so you test all the automation systems, take it to the point where we can then hand it over to Auckland Transport who can bring their operator on board and get into crew training," he said. Auckland Transport ferry programme director Nathan Cammock said the main route the EV Maritime ferries will run will be between Half Moon Bay and downtown Auckland, although they may take the occasional trip to Devonport and Hobsonville Point. "They're designed for mid-harbour routes so those are routes between 30 to 45 minutes journey time." "These two new electric vessels will service the Half Moon Bay route and we may see them go to other destinations over time," said Cammock. He said each boat cost about $20 million. "The New Zealand government has provided the biggest contribution around two-thirds of the cost of each vessel, the remaining third is split between NZTA Waka Kotahi and Auckland Council. "So a lot of parties have come together to make sure this project is successful," he said. The first work on the boats began in 2022 and they could begin service before the end of year, although Auckland Transport said there was still no fixed date for when commercial sailing will start. "We're not keen to rush it, we want it fully tested and commissioned and any issues are worked out so when it's handed over to Auckland Transport its working as expected," said Cammock. The fully electric ferries were designed by EV Maritime, while the propulsion technology was created by HamiltonJet in Christchurch. The ferry is made from carbon-fibre composite will be able to reach speeds of up to 25 knots - or 46 km/h - with a capacity of 200 passengers. The ferries are expected to have a lifespan of more than 30 years. Auckland Transport said the batteries were anticipated to have a lifespan of about 10 years before requiring a replacement. Although Auckland Transport did expect newer, lighter and higher-capacity batteries to be available as technology advances. The EV Charger that will be used at the ferry terminals can operate at roughly 10 times the speed of a Tesla supercharger, rated at up to 3.3 megawatts. The ferries will charge while passengers board and disembark, needing 10 minutes of charge time to have enough power for a one-way journey. It is expected they will do eight return trips per day, meaning they will need to charge 16 times over the course of a day's service. McMullen & Wing director David Porter said today's launch was a success and showcased the strength of New Zealand innovation. "The day is a milestone in which we can show the world what is possible and I know there are people out there for some time, looking to ride on these ferry boats and be convinced that it all works," he said. "There's scepticism always in new technology but today we've taken a real step in proving that we're on our way." "There's a great team in the background, I don't build the boats, we've got a team that do. Michael's (Eaglen) team does the design work and it all fits in together and we've got a great group of really good contractors," said Porter. The New Zealand designed and made electric ferries were also world leading. Eaglen said the eyes of the world were eagerly watching the project, with only two or three other similar ventures known internationally. "This is a really high-profile project from an international ferry world perspective, as I said, there's been a lot of vehicle ferries electrified, but very few fast passenger ferries," he said. "We've got a lot of people very keenly aware of what we're doing here and very much looking forward to coming down here. "It's believed to be the first one going into a really rigourous, high-frequency core public transport service and it's also the first one to be using the new megawatt charging standard, which I think is going to be the new standard for electric ferry operations around the world. "So this is a really important demonstrator for EV Maritime as a project for our kind of export ambitions. "We're really grateful to the government and to Auckland Transport for supporting us with putting their faith in us for these first projects and helping us get these first boats in the water and demonstrated because that's how you grow an export industry, and that's what we're trying to do here," said Eaglen. Cammock said they were keen to support launch what could be a new industry for New Zealand. "It's a great example of New Zealand innovation... a great opportunity for a technology export industry to grow off the back of New Zealand's existing maritime industry. "EV Maritime have been proactive in the market and have got some early contracts overseas and we're looking forward to supporting that with these new boats going on the water," he said.
